
After studying the draft documents submitted to the 14th National Congress of the Party, I wholeheartedly agree with the viewpoints, policies, and orientations outlined in the documents, especially the content on "Strong and comprehensive development of Vietnamese culture and people." The draft documents clearly demonstrate a strategic vision and innovative, comprehensive thinking regarding Vietnamese culture and people.
However, for policies and guidelines in this field to truly be implemented, it is necessary to further concretize the role of grassroots cultural institutions, develop a reading culture, and promote digital transformation in the cultural sector. This is one of the key factors in transforming culture into a truly endogenous resource and a great spiritual driving force for development.
Firstly, it is proposed to clarify the role of public cultural institutions, especially public libraries, museums, and grassroots cultural and sports centers, in disseminating knowledge, raising public awareness, fostering character, ethics, lifestyle, and inspiring the people's desire to contribute. There is a need for focused and synchronized investment mechanisms and policies for grassroots cultural institutions, ensuring that people have access to quality cultural life and social services. The national target program on cultural development for the period 2025-2035 should be concretized and effectively implemented.
Secondly, we need to add content on developing a reading culture – a crucial element of human development. We propose emphasizing: “Developing a reading culture becomes the foundation for raising the intellectual level of the population, building a learning society, and contributing to the formation of the personality, lifestyle, and creative capacity of Vietnamese people.”
Finally, in the context of strong digital transformation, it is suggested that the development direction of digital culture, digital libraries, digital heritage, etc., be further clarified in order to preserve and disseminate national cultural values, while meeting the people's need to access modern knowledge.
