In recent years, thanks to the active participation of Party committees and authorities at all levels, the work of propaganda, dissemination and legal education has increasingly spread widely to ethnic minorities in the highland villages of Lao Cai.
In Ta Van commune, community tourism has become an effective way to help people escape poverty and get rich right on their homeland. Understanding and complying with the law in business is an important issue, so Ta Van commune always focuses on propaganda and raising legal awareness. Not only in village meetings but also setting up teams to go to each household to propagate and remind.

As the owner of a homestay in Van Den Su I village, Ta Van commune, Mr. Chang A Thung, said: When my wife and I invested in a homestay, the village and commune both gave us specific instructions on procedures such as business licenses, fire prevention and fighting, and food safety. Thanks to that, we can rest assured that our business is in accordance with regulations and serve our guests better.

According to Mr. Sung A Toa - Head of Van Den Su I village, propaganda work is regularly deployed, linked to real life: We focus on instructing people on fire prevention and fighting safety, ensuring food hygiene and safety for tourists. When superiors have training on tourism services, we always send people to participate to grasp the knowledge and apply it immediately in practice.
In Phuc Khanh commune, legal propaganda sessions have become a bridge to help people, especially ethnic minority women, access loan policies, develop production, and start businesses.
Ms. Tran Thi Ly, Head of the Women's Association of Gia Ha village, shared: Through propaganda, we integrate legal content into activities so that women can understand their rights to borrow capital and proactively develop their economy . Many women who were previously hesitant have now boldly borrowed capital to do business and escape poverty.

According to statistics, during the 2021-2025 term, the province organized more than 60,000 legal propaganda conferences and 455 legal competitions. Many union officials and women's association members have become legal propagandists at the grassroots level, helping people understand the law and comply with legal regulations.
Mr. Nguyen Dinh Thang - Vice Chairman of Ta Van Commune People's Committee, said: We have established regular inspection and supervision teams to guide people to properly implement the State's regulations. The biggest wish is to help people understand and comply with the law, thereby building a civilized and developed Ta Van.
In fact, when people have a good grasp of the law, violations are significantly reduced. People are more proactive in grasping business opportunities, business cooperation, tourism and service development, etc. Many new economic models are formed, contributing to improving income and quality of life in ethnic minority areas.

Promoting propaganda, dissemination and legal education not only helps people understand the law to avoid mistakes, but more importantly, they also understand the law to develop - so that each highland resident can become the subject of building a new, civilized and sustainable life.
