On August 2, 2025, at the main hall of Vietcombank Human Resources Training and Development School (Phung Cong commune, Hung Yen province), the Party Committee of the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) solemnly held the 5th Party Congress, term 2025 - 2030.
Attending and directing the Congress were Mr. Nguyen Chi Dung - Member of the Party Central Committee, Member of the Government Party Committee, Deputy Prime Minister; Mr. Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee; Mr. Nguyen Duc Phong - Deputy Secretary of the Government Party Committee; Mr. Pham Quang Dung - Member of the Party Committee, Deputy Governor of the State Bank of Vietnam (SBV); Mr. Dinh Van Cuong - Member of the Central Inspection Committee; and representatives of the leaders of the Central Party Committees, the Government Party Committee, the Ministry of Public Security , the SBV; former Chairmen of the Board of Directors and General Directors of Vietcombank in different periods.
On the side of Vietcombank Party Committee, there were Mr. Nguyen Thanh Tung - Member of the Government Party Committee, Party Secretary, Chairman of the Board of Directors; Mr. Le Quang Vinh - Deputy Secretary of the Party Committee, Member of the Board of Directors, General Director; Mr. Do Viet Hung - Permanent Deputy Secretary of the Party Committee, Member of the Board of Directors; members of the Party Committee Standing Committee, members of the Party Committee Executive Committee, leaders, and delegates elected from 136 affiliated Party organizations, representing the will and aspirations of more than 7,700 Vietcombank Party Committee members.
In his opening speech, Mr. Nguyen Thanh Tung - Member of the Government Party Committee, Party Secretary, Chairman of Vietcombank's Board of Directors emphasized: The 5th Vietcombank Party Congress, term 2025-2030, is a political event of special importance to all cadres, party members and employees of the bank.
“Under the leadership of the Party and the direction of the Government and the State Bank, Vietcombank has achieved outstanding results in the 2020-2025 term, successfully completing its assigned tasks, contributing to the sustainable development of the banking industry. With careful preparation, the Congress will be an important opportunity to make Vietcombank's Party Committee increasingly clean and strong, improve quality, operational efficiency and competitiveness, develop greenly and sustainably, and make great contributions to the development of the country in the new era,” said Mr. Nguyen Thanh Tung.
Previously, on August 1, 2025, the 5th Congress of Vietcombank Party Committee, term 2025 - 2030, held a preparatory session to elect the Presidium, Secretariat, and Qualification Review Board. At the official session, 280 delegates listened to reports on the results of implementing the Resolution of the Vietcombank Party Committee Congress for the term 2020-2025, directions and tasks for the term 2025-2030; reviewed the leadership and direction of the Vietcombank Party Committee Executive Committee for the term 2020-2025; reported on the synthesis of comments on the documents of the 14th National Congress of the Party and the documents of the 1st Government Party Congress. At the same time, delegates also discussed and contributed many valuable comments on the draft documents of the Vietcombank Congress.
Speaking at the Congress, on behalf of the Government Party Committee, Mr. Nguyen Chi Dung - Member of the Party Central Committee, Member of the Government Party Committee Standing Committee, Deputy Prime Minister affirmed: During the term with many fluctuations and challenges at home and abroad, under the comprehensive leadership of the Party and the direction of the Government, the Vietcombank Party Committee has made continuous efforts to synchronously and excellently complete the political targets, tasks and Party building work.
The Deputy Prime Minister emphasized: Vietcombank has the highest indicators in the banking system. These are: Charter capital reaching over VND 83,500 billion; Owner's equity of over VND 211,000 billion, 2.3 times higher than in 2020; Bad debt coverage ratio reaching 213%.
Total assets reached about 2.2 million billion VND, outstanding credit reached nearly 1.6 million billion VND, capital safety ratio is currently at 11.8%, much higher than the minimum level as prescribed. Contribution to the State budget is approximately 62,100 billion VND in the past term. Vietcombank is the bank with the largest brand value in Vietnam, ranked 133rd globally.
Along with the Party building work, achieving and exceeding 4/4 targets set for the term, Vietcombank always fulfills its social responsibility to the community with many social security activities nationwide.
Entering the 2025 - 2030 term, a period of transformation for the country, the Deputy Prime Minister requested the Vietcombank Party Committee to focus on leading and directing the good implementation of a number of key contents.
“The success of Vietcombank is not only the success of a business, but also the increase of national assets and prestige. Vietcombank does not only operate for profit, but also carries a national mission. The bank needs to continue to maintain its role as a “leading crane” leading and pioneering the realization of national development goals,” the Deputy Prime Minister emphasized.
In the context of innovation is no longer a choice, but an inevitable and vital trend; Vietcombank must be a leading bank in the digital era. The requirement for innovation, creativity, being ahead, and being proactive must always go hand in hand with ensuring absolute security and safety with the motto of bold innovation, but absolute confidentiality. At the same time, each bank officer needs to renew the mindset of "dare to think - dare to do - dare to take responsibility".
Inheriting and promoting the tradition of good values in 62 years of building and maturing, with the motto "Solidarity - Democracy - Courage - Breakthrough - Development", Mr. Nguyen Chi Dung believes that Vietcombank will increasingly develop on par with its new mission, soon becoming one of the 200 largest financial groups in the world and among the 700 largest listed enterprises in the world.
With the spirit of democratic centralism and high unity, the Congress conducted the election and approved the election results of the Vietcombank Party Executive Committee for the 2025-2030 term, consisting of 29 comrades. Comrade Nguyen Thanh Tung continued to be elected as Secretary of the Vietcombank Party Committee. The Congress also elected an official delegation to attend the Government Party Congress, including 9 official delegates and 2 alternate delegates.
The 5th Congress of the Vietcombank Party Committee took place at a time of special significance – when the country was carrying out a major revolution in streamlining the apparatus and rearranging provincial administrative units, towards the 80th anniversary of the August Revolution and National Day September 2. We are also looking forward to the 14th National Congress of the Party – an important milestone, which will shape the future of Vietcombank in the new era.
Entering the new term, in the context of the world and domestic economy continuing to have many potential fluctuations, opportunities and challenges intertwined, Vietcombank Party Committee determined the consistent motto of action: "Solidarity - Democracy - Courage - Breakthrough - Development", focusing on 6 strategic target groups:
First, building a clean and strong Party organization: innovating leadership methods, tightening discipline, improving the quality of cadres, especially leaders.
Second, maintain the leading position in Vietnam, gradually reaching the regional level: aiming for governance standards, transparency, efficiency and deeper integration into the international financial market.
Third, promote comprehensive digital transformation: taking big data, artificial intelligence (AI), cloud computing, blockchain technology... as the foundation, customer experience as the center.
Fourth, restructuring the organizational model: towards streamlining - flexibility - efficiency - safety; expanding cooperation with domestic and foreign corporations and financial institutions; leading the digital economy and open finance.
Fifth, pioneer in green credit, ESG and comprehensive finance: prioritize focusing resources on production and business, priority areas, and sustainable development.
Sixth, prepare for international integration according to high standards: implement IFRS, Basel III, upgrade risk management, aim for global listing and enter the Top 100 largest banks in Asia.
Although the road ahead is full of challenges, the collective of nearly 24,000 cadres, party members and employees of Vietcombank always firmly believes that: The historical tradition forged over 60 years, pioneering spirit, innovative spirit and ideal of service - all will combine to form the strength to bring the bank to new heights, under the leadership of the Party.
