The 17th Hanoi Women's Congress will take place on November 20-21.

The 17th Hanoi Women's Congress is an important political event for women in the capital, held right after the success of the 18th Hanoi Fatherland Front Congress.

The Party Committee, government and people of the capital are actively implementing the Resolution of the 18th Hanoi Party Congress, proactively and with high determination in operating the apparatus of the political system according to the two-level local government model.

The Congress has the task of evaluating the implementation results of the Resolution of the 16th Hanoi Women's Congress, 2021-2025 period; reviewing the performance of the tasks of the Executive Committee of the Hanoi Women's Union, 16th term; setting out directions and tasks for the 2025-2030 term; electing the Executive Committee of the City Women's Union, 17th term, and electing the delegation to attend the 14th National Women's Congress.

At the program, Ms. Pham Thi Thanh Huong, Permanent Vice President of the Hanoi Women's Union (HWU) said that on the afternoon of November 20 and all day of November 21, 2025, the 17th Hanoi Women's Congress for the 2025 - 2030 term will take place at the Vietnam - Soviet Friendship Cultural Palace, with the participation of 448 outstanding delegates, representing millions of women in the capital. The oldest delegate (82 years old) is Associate Professor, Dr. Bui Thi An, President of the Hanoi Women Intellectuals Association; the youngest delegate (21 years old) is Dam Dieu Linh, Secretary of Branch 12, Vinh Tuy Ward.

“After the great success of the grassroots women's congress, at this time, the Hanoi Women's Union is urgently preparing the content and necessary conditions for organizing the 17th Hanoi Women's Congress - the Congress chosen by the Central Committee of the Vietnam Women's Union as a model for non-merged provinces/cities... The opening session of the Congress took place on the morning of November 21 with the participation of nearly 700 delegates (invited guests and summoned delegates)... With the theme "Promoting the thousand-year tradition of civilization and heroism, Hanoi women are united, intelligent, and have the aspiration to rise up in the new era, building a strong organization; contributing to promoting gender equality; developing a civilized, modern, and happy capital", the Congress has the following tasks: Assessing the achievements of the women's movement and the results of implementing the Resolution of the 16th City Women's Congress; determining the goals, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 13th National Women's Congress, the Charter of the Vietnam Women's Union (supplemented and amended); Electing the Executive Committee of the Hanoi Women's Union, the 17th term, and electing the Delegation to attend the 14th National Women's Congress.

The 17th Hanoi Women's Congress is expected to set out a number of goals such as: Strongly innovating the content and methods of the Association's activities, adapting and meeting the requirements in the new context; exemplary, brave, intelligent, dedicated, creative and pioneering staff, close to the grassroots, close to the members; awakening the potential and aspirations of women in the capital; participating in building a clean and strong Party and political system, contributing to firmly consolidating the great national unity bloc; promoting gender equality, representing and caring for the comprehensive development of women, ready to enter a new era, joining hands to build a civilized, modern and happy capital...

In addition, there are expected to be 4 main targets in the coming period: With the target group of supporting women in economic development, every year, the Women's Union at all levels will support the improvement of knowledge and specialized skills for 300 women with ideas/projects to start a business or start a business. By the end of the term, each Women's Union of the commune and ward will guide and support at least 2 business and service households owned by women (in need) to register to convert into enterprises. At the same time, support the establishment of 15 cooperatives (HTX) with women participating in management, strengthen the quality of cooperatives and cooperative groups established by the Union; including at least 2 models of applying science and technology, digital transformation, green transformation. By the end of the term, support 100% of near-poor households owned by women to escape near-poverty, improve their living standards.

With the group of targets for building families; safety for women and children, every year, each Women's Union base mobilizes and supports at least 15 families to meet the criteria of "5 no, 3 clean, 3 safe"; each Women's Union of communes and wards has at least 1 project, part of the work participating in environmental protection, building a bright, green, clean and beautiful capital. Along with that, the whole city strives to maintain connections, support and sponsor 1,000 orphans in difficult circumstances until the age of 18; strives for 100% of women and children who have suffered violence and are victims of human trafficking to be detected and supported to access basic social services and at least one social assistance service.

Regarding the target group of participating in Party building and government building, by the end of the term, the City Women's Union proposes at least 2 policies/projects related to women and the Union organization. Every year, based on the assigned functions and tasks, the City Women's Union presides over the supervision of at least 1 policy and provides social feedback on at least 2 draft documents related to women, children, family, gender equality and the Union organization; the Commune and Ward Women's Union supervises at least 1 policy and participates in giving comments on at least 2 draft documents of the Party Committee and the government; the city and commune and ward levels proactively propose 1 policy dialogue/social dialogue activity.

With the target group of building the Union organization, digital transformation and international integration, by the end of the term, the whole city strives to develop 45,000 members compared to the number of members at the beginning of the term; 100% of the Women's Unions of communes and wards have a rate of attracting women to participate in activities of 70% or more out of the total number of women aged 18 and over present in the area. 100% of the Women's Unions of communes and wards have built the model of "Digital Women", "Digital Family"; 100% of Union officials at all levels are trained to update knowledge and improve professional skills of the Union; 100% of specialized Union officials at all levels are proficient in using software in the Union system. 100% of Union officials at all levels and 80% or more of members and women have improved knowledge and skills in international integration...
