The 1st Congress of the Party Committee of the Ministry of Foreign Affairs: Continuing the glory, growing with the country

The 1st Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term is a particularly important milestone in the history of the establishment and development of the Party Committee and the Diplomatic sector; setting out the key task of promoting the pioneering, important and regular role of foreign affairs and international integration in creating and maintaining a peaceful and stable environment and mobilizing external resources to serve the country's development goals.

The 1st Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term ended successfully, leaving many impressions of high determination, great aspirations, high fighting spirit and strong innovation, entering a new era with the country.

The congress, with the theme “Enhancing the leadership capacity and fighting strength of the Party Committee; building a comprehensive, modern and professional diplomatic sector; promoting the pioneering, important and regular role of foreign affairs and international integration; contributing to building and defending the Fatherland in the new era”, took place at a time of special significance, when the country was preparing to celebrate the 80th anniversary of the August Revolution, National Day September 2 and the 80th anniversary of the establishment of the diplomatic sector. This year is also the occasion to celebrate the 135th anniversary of the birth of President Ho Chi Minh , the beloved leader of the nation, the architect of modern Vietnamese diplomacy and the first Minister of Foreign Affairs.

Pioneering, important, regular role

The Congress is a milestone of historical significance for the Sector. This is the first Congress after the Party Committee of the Ministry of Foreign Affairs merged with the Party Committee of Overseas Affairs, the Central Foreign Affairs Commission, and took over part of the functions and tasks of the National Assembly's Foreign Affairs Committee. With the participation of 300 delegates, representing nearly 12,000 Party members, the Congress is a symbol of unity and connection, demonstrating the intelligence, mettle and responsibility of the entire Diplomatic sector in the new period.

The Congress not only summarized the 2020-2025 term with many outstanding diplomatic marks, but also established strategic thinking, clearly defined directions, goals and breakthrough solutions for the 2025-2030 term, towards the 14th National Party Congress to confidently enter a new era of development for the country.

In his speech at the Congress, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh reiterated the speech of the late General Secretary Nguyen Phu Trong, affirming that the Foreign Affairs sector has “achieved many important and historic results and achievements, becoming an impressive highlight among the overall achievements of the country”. The Prime Minister assessed that during the past term, the Party Committee of the Ministry of Foreign Affairs and the entire sector have united and strived to achieve comprehensive results in all aspects of work, demonstrating high determination, great aspirations, high fighting spirit and strong innovation.

In today's volatile and unpredictable world, the Prime Minister requested the Foreign Affairs sector to "double or triple its efforts" to meet new requirements and become a pioneer in creating a peaceful, integrated and developed environment. The sector continues to promote its pioneering, important and regular role in implementing foreign policy, implementing the "four pillars" of new Resolutions issued by the Politburo, especially Resolution 59-NQ/TW on international integration in the new situation. "We must be more proactive and creative" to confidently enter the "new era, the era of national growth" as General Secretary To Lam aspired and called upon the entire people.

Understanding that spirit, Party Central Committee member, Deputy Prime Minister, Party Secretary, Minister of Foreign Affairs Bui Thanh Son affirmed that this Congress is a forum of wisdom, courage and responsibility, marking a new milestone in the development history of the Industry. During the 2020-2025 term, the Party Committee has focused on leading and directing the organization to thoroughly disseminate and promote the concretization of the Party's 13th National Congress's foreign policy into important guidelines, strategies, orientations and policies on foreign affairs.

The next five-year term is the period when the country enters a new era, opening up many opportunities and chances, but also posing new and more difficult tasks. The Deputy Prime Minister and Minister affirmed that all cadres and Party members of the Ministry of Foreign Affairs will unite, strongly innovate their thinking, promote the glorious tradition and pioneering, important and regular role of foreign affairs, make more efforts to synchronously, creatively and effectively implement Party diplomacy, State diplomacy and people-to-people diplomacy, making worthy contributions to the successful implementation of the vision and goals of the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding.

The Congress announced the decisions of the higher-level Party Committee appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Party Committee, Inspection Committee of the Ministry of Foreign Affairs Party Committee for the 2025-2030 term and delegates to attend the 1st Government Party Congress, term 2025-2030. Accordingly, member of the Party Central Committee, Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son holds the position of Secretary of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term; member of the Party Central Committee, Deputy Minister of Foreign Affairs Nguyen Manh Cuong holds the position of Permanent Deputy Secretary of the Party Committee; alternate member of the Party Central Committee, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu holds the position of Deputy Secretary of the Party Committee.

Marks of the renewal term

Over the past five years, the country and the diplomatic sector have faced a volatile international environment, with “more difficulties than advantages” as the Prime Minister commented. Strategic competition among major countries has become increasingly fierce, non-traditional security challenges have increased, but Vietnam has “turned danger into opportunity”, promoted the strength of multilateral diplomacy, protected national interests, and enhanced the country’s position.

The sector has concretized the foreign policy established at the 13th National Party Congress through more than 300 reports, 300 submissions, 17 resolutions and projects submitted to the Politburo and the Secretariat on implementing foreign affairs tasks, and submitted to the Politburo to issue Resolution No. 59-NQ/TW on international integration in the new situation, one of the "four pillars" as the foundation for bringing the country to develop rapidly and sustainably in the new era.

Vietnam has officially established diplomatic relations with 194 countries, expanding its network of comprehensive partners, strategic partners and comprehensive strategic partners to 37 countries, including all five permanent members of the United Nations Security Council, G7 countries and 18/20 G20 members.

The Communist Party of Vietnam has relations with 259 political parties in 119 countries, including nearly 100 Communist Parties, over 60 ruling parties and about 40 political parties. Vietnam has successfully assumed important positions and roles in multilateral forums within the framework of ASEAN and the United Nations system.

This year, for the first time, Hanoi was chosen as the location to sign the United Nations Convention on Cybercrime... These results are vivid proof of Vietnam's position and role.

In particular, economic diplomacy continues to be an important pillar, contributing effectively to economic recovery and development after Covid-19. Vaccine diplomacy was reiterated by the Prime Minister as a “particularly outstanding success”, helping the country overcome the pandemic and reopen the economy early.

New diplomatic fields such as digital transformation, technology, and green energy have begun to take shape, supporting the strategic orientation of sustainable development. Cultural diplomacy has left a deep mark with 72 titles recognized by UNESCO, contributing to promoting the country's image and effectively exploiting the nation's "soft resources". Foreign information work, work with overseas Vietnamese, consular work, and citizen protection have been actively, effectively, and promptly implemented. In many emergency situations in war zones and natural disasters, diplomacy has demonstrated its humanitarian role and national responsibility.

Mission of the rising era

In the context of the international situation continuing to evolve in a complex manner, the demands placed on the diplomatic sector are increasingly greater. To firmly enter the new era, Prime Minister Pham Minh Chinh emphasized that the diplomatic sector must continue to be a pioneer, core, proactive, active, creative and effective in implementing the Party's foreign policy. Thoroughly implementing the direction of the Secretary of the Government Party Committee, the Congress passed a Resolution, determining that the entire sector will synchronously, comprehensively and effectively implement foreign affairs activities on all three pillars of Party foreign affairs, State diplomacy and people-to-people diplomacy.

The resolution sets out eight key tasks, from creating a peaceful environment, upgrading relations with key partners, promoting economic diplomacy, protecting territorial sovereignty to promoting the role in multilateral forums. These are strategic directions to help diplomacy adapt and contribute more effectively in the era of breakthrough development of the nation.

With a firm belief in the bright future of the nation in the era of rising up, steadfast in Marxism-Leninism, Ho Chi Minh Thought and the motto "Solidarity - Innovation - Breakthrough - Responsibility - Discipline", the entire Party Committee of the Ministry of Foreign Affairs continues to promote its pioneering, important and core role in implementing the foreign policy of independence, self-reliance, diversification and multilateralization, being a good friend and reliable partner with all countries, an active and responsible member of the international community, for the goal of peace, cooperation and development. Thereby, contributing to the implementation of two strategic tasks of building and defending the Fatherland, with two 100-year goals, by 2030, Vietnam will become a developing country with modern industry and high average income and by 2045, it will become a developed country with high income.

The First Congress of the Party Committee of the Ministry of Foreign Affairs is the starting point for a new journey, affirming the role of Vietnamese diplomacy, joining the country in entering a new era - the era of national growth, adding to the 80-year tradition of Vietnamese diplomacy.
