The Congress has the theme: "Building a clean and strong grassroots Party organization; solidarity, discipline, responsibility; innovation; decisive action, aspiration for dedication" and the spirit: "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge".
Politburo member and Prime Minister Pham Minh Chinh sent a congratulatory flower basket to the congress. Attending the congress were Party Central Committee member and Deputy Prime Minister Mai Van Chinh. Also attending were Party Central Committee member and Deputy Secretary of the Government Party Committee Le Thi Thuy; and representatives of leaders of central departments, branches and organizations.
The congress was attended by nearly 248 delegates, representing nearly 3,000 party members from 58 grassroots party organizations under the Ministry of Culture, Sports and Tourism.
Speaking at the opening of the Congress, Party Central Committee member and Minister of Culture, Sports and Tourism Nguyen Van Hung said that, looking back over the past 5 years, the Party Committee's activities have achieved positive and comprehensive results with many bright spots and outstanding marks, which have been recognized and highly appreciated by the leaders of the Party, State, Government, Prime Minister and people of all walks of life. Culture has been preserved and promoted, awareness of the functions and foundations of culture has been raised; sports have made great strides; tourism has affirmed its important position in the economy, is a bridge for integration, a journey connecting the past, present and future; the press and media have become "The conduit of knowledge - Connecting the trust between the Party, State and people". The four areas of State management are focusing on the mission of preserving the national soul, arousing the desire for development, spreading the trust, intelligence and mettle of Vietnam.
Party building work is focused on with many breakthroughs in innovation of leadership methods of Party committees at all levels. The work of organizing the apparatus is carried out in the direction of being streamlined, compact, strong, effective, efficient, and effective, unleashing resources and creating development.
Regarding the 2025-2030 term, comrade Nguyen Van Hung emphasized that the above-mentioned requirements of the times require the Party Committee of the Ministry of Culture, Sports and Tourism to always "keep the rhythm" and create a "new rhythm".
“We must deeply understand the viewpoint: Cultural development is the cause of the entire Party and the entire people; the task of building and developing culture is led by the Party, managed by the State, and the people are the creative subjects; intellectuals and artists play an important role. Culture is a vast field, the soul of the nation. The task of the entire Party is to make great efforts and determination to build an advanced culture imbued with national identity to confidently enter the new era,” the Minister of Culture, Sports and Tourism emphasized.
Speaking at the Congress, Deputy Prime Minister Mai Van Chinh emphasized that this is a grassroots congress selected by the Government Party Committee as a model congress. The Deputy Prime Minister expressed his appreciation for the important and outstanding contributions of the Party Committee of the Ministry of Culture, Sports and Tourism to effectively implement the Resolution of the 13th National Party Congress.
Agreeing with the direction, goals, tasks and solutions for the 2025-2030 term, Deputy Prime Minister Mai Van Chinh requested the Party Committee of the Ministry of Culture, Sports and Tourism to continue to improve the quality of Party building and a clean and strong political system; focus on perfecting institutions, policies and laws on culture so that culture increases the endogenous strength of the nation, so that culture is truly one of the resources for national development, forming standards of conduct in modern society; implement programs and strategies for the development of culture, sports and tourism; build legal policies to promote the development of cultural industry, entertainment industry, breakthroughs in tourism, and changes in sports in the spirit of "increasing national soft power through culture, from culture".
Comrade Mai Van Chinh requested the Party Committee of the Ministry of Culture, Sports and Tourism to focus on streamlining the organization and apparatus; creating institutional breakthroughs, designing mechanisms and policies, creating space for development in the direction of "transforming cultural values into resources for development"; building a healthy cultural environment; building a professional, humane, and modern press and publishing industry; building a sports and physical training movement; building and developing a national tourism brand imbued with national cultural identity, bringing "Tourism Smiles"...
The Congress reviewed and evaluated the implementation of the Party Congress Resolution for the 2020-2025 term; at the same time, it set out directions, goals, tasks and solutions for the 2025-2030 term, meeting the requirements of industry development in the new situation. The Congress also focused on discussing and contributing opinions to draft documents submitted to Party Congresses at all levels, demonstrating the sense of responsibility, intelligence, solidarity and development aspirations of the entire Party Committee.
The Congress announced the Decision to appoint the Executive Committee of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term, consisting of 32 comrades; the Decision to appoint the Standing Committee of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term, consisting of 9 comrades.
At the same time, the Congress announced the decision to appoint comrade Nguyen Van Hung, Minister of Culture, Sports and Tourism, as Secretary of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term; comrade Le Hai Binh, Permanent Deputy Minister of Culture, Sports and Tourism, as Deputy Secretary of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term; comrade Nguyen Tuan Linh, full-time Deputy Secretary of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2020-2025 term, as full-time Deputy Secretary of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term.
The Congress set out specific targets for the 2025-2030 term:
1. Complete 100% of the tasks of building and perfecting institutions and legal policies assigned by the National Assembly, the Government, and the Prime Minister in the annual law-making program.
2. Strive to complete the indicators and targets on cultural, family, sports, tourism, press and publishing development assigned by the National Assembly, Government and Prime Minister in the period 2025 - 2030.
3. Strive for the number of people who regularly practice physical exercise and sports according to the prescribed criteria to reach over 45% of the population. High-performance sports maintain in the top 3 at the SEA Games and in the top 20 at the ASIAD; in which strive to achieve from 5 to 7 gold medals at the ASIAD, achieve gold medals at the Olympics and Paralympics.
4. Tourism has truly become a key economic sector, contributing over 10% of the country's GDP. Vietnam is an attractive destination, striving to be among the top three countries in tourism development in Southeast Asia and the top 30 countries in tourism competitiveness in the world, with all 14 tourism competitiveness criteria increasing, in line with the requirements of sustainable development.
Strive for tourism development indexes to be higher each year than the previous year; the number of international visitors to Vietnam to increase by an average of 20% - 25%/year; domestic visitors to increase by 25% - 30%/year; total revenue from tourism to increase by an average of 10 - 15%/year.
5. Cultural industries contribute over 7% of the country's GDP.
6. 100% of cadres and party members study, research and thoroughly grasp the Resolution of the 14th National Party Congress, the 1st National Party Congress of the Government and the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term; other directives, conclusions and resolutions of the Central Party Committee and Party Committees at all levels.
7. 100% of Party Committees and Party Cells directly under them develop Programs and Plans to implement the Resolution of the Party Congress of the Ministry of Culture, Sports and Tourism for the 2025-2030 term, the 1st Government Party Congress and the 14th National Party Congress.
8. 100% of cadres and party members register to study and follow Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and party members in the new period.
9. Strive for 100% of party members to complete their tasks, of which at least 10-15% of party members to complete their tasks excellently; 90% of party committees and party cells to complete their tasks well, of which at least 20% of party committees and party cells to complete their tasks excellently. During the term, at least 250-275 new party members will be admitted, ensuring quality according to the Party Charter.
10. 100% of Party Committees and Party Cells conduct self-inspection and supervision; of which at least 20% of Party Committees and Party Cells are inspected according to Article 30 of the Party Charter. Each year, 5-8 Party Committees and Party Cells conduct thematic supervision.
