On the morning of October 13, at the Ho Chi Minh City Academy of Officials Hall, the 1st Ho Chi Minh City Party Congress, term 2025-2030, held a preparatory session. The preparatory session of the Ho Chi Minh City Party Congress was attended by Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang and leaders of the City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Ho Chi Minh City, the City National Assembly Delegation and representatives of Central agencies.
Opening the Congress, Chief of the Office of the Ho Chi Minh City Party Committee Pham Hong Son said that the Ho Chi Minh City Party Congress convened 547 delegates, including 106 ex-officio delegates and 441 appointed delegates representing all party members in the Ho Chi Minh City Party Committee.

Speaking at the opening of the preparatory session, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that after a period of active preparation, today the city held a preparatory session to elect the Presidium, Secretariat, Delegate Qualification Examination Board and a number of other important contents before the official session.
"To thoroughly grasp and implement Directive 45 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, the 1st Ho Chi Minh City Party Congress, term 2025-2030, only two main contents will be carried out. One is to summarize the implementation of the Resolution of the Ho Chi Minh City Party Congress for the 2020-2025 term and determine the goals, directions, tasks and solutions for the next term; the other is to contribute ideas to the documents of the 14th Party Congress", said Secretary Tran Luu Quang.

The Secretary of the Ho Chi Minh City Party Committee emphasized that the 1st Congress of the Ho Chi Minh City Party Committee is a very important political event for the Party Committee, government and people of the city, contributing to the success of the 14th National Party Congress. Delegates need to thoroughly grasp the congress' motto, uphold their spirit, responsibility and intelligence, and maximize their role as representatives of the will and aspirations of Party committees at all levels and Party members in the entire Ho Chi Minh City Party Committee.
"This congress has a major reform in thinking and perception, thoroughly applying information technology to save time and costs. The congress does not distribute paper documents, delegates study documents through the digital congress software provided by the organizing committee," Secretary Tran Luu Quang suggested.

The leaders of the Ho Chi Minh City Party Committee asked the delegates to take the initiative in the content of their speeches so that the discussion session could receive many quality opinions. In particular, the delegates need to focus on discussing and deepening the major policies and orientations in the draft documents of the 14th National Party Congress.
"Regarding the Political Report and Resolution presented to the Ho Chi Minh City Party Congress, delegates need to assess and evaluate the results achieved, as well as the limitations, shortcomings, weaknesses, causes, and lessons in leadership and direction; research and propose solutions and key tasks, especially the general goals, major orientations, key tasks, and breakthroughs for the next term," said Secretary Tran Luu Quang.
Regarding the report reviewing the leadership and direction of the Party Executive Committee and the Standing Committee of the Ho Chi Minh City Party Committee, delegates need to discuss and clarify the limitations and shortcomings that have been pointed out by competent authorities in the past. In particular, delegates need to have objective and honest opinions, analyze the advantages and disadvantages, especially in implementing the principles of democratic centralism, criticism and self-criticism.

The preparatory session of the 1st Congress of the Ho Chi Minh City Party Committee also approved the working program, rules and regulations of the official session. The delegates also approved the report summarizing the opinions of the Ho Chi Minh City Party Committee on the draft documents to be submitted to the 14th National Party Congress.
The 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, took place from October 13 to October 15. The preparatory session took place on October 13, the official session opened on the morning of October 14 and closed on October 15.
The opening ceremony of the official session of the Ho Chi Minh City Party Congress was broadcast live on HTV9. In addition to the central point at the Ho Chi Minh City Academy of Officials, the opening session of the Congress was broadcast to four points including the People's Committee of Saigon Ward; the Party Committee of Di An Ward; the Party Committee of Tan Phuoc Ward and the Party Committee of Con Dao Special Zone. The points were organized to create conditions for people at Party organizations to follow and contribute opinions.
