On the morning of May 29th, at the Provincial Conference Center (Bac Giang Ward), the Bac Ninh Provincial Association of Victims of Agent Orange/Dioxin held its First Congress of Delegates for the 2026-2031 term.
Attending and offering congratulations were: Comrade Mai Son, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Major General Do Hong Lam, Permanent Vice Chairman of the Central Committee of the Vietnam Association of Victims of Agent Orange/Dioxin; leaders of the Provincial Fatherland Front Committee, departments, agencies, and mass organizations, along with a large number of outstanding officials and members from throughout the province.

Immediately after the merger of the Association of Victims of Agent Orange/Dioxin in Bac Giang province and Bac Ninh province (formerly) according to Decision No. 320/QD-UBND dated July 17, 2025, of the Chairman of the People's Committee of Bac Ninh province, the Standing Committee of the Provincial Association focused on directing the building and strengthening of the Association's organization at the grassroots level.
To date, 95 out of 97 communes and wards in the province (meeting the criteria) have established Associations of Victims of Agent Orange/Dioxin, reaching 98%; maintaining 1,325 village and neighborhood branches with more than 13,000 members.
The organization of congresses at all levels has been implemented synchronously, creating a widespread political activity among cadres and members. To date, 87 out of 95 commune-level associations have successfully held their congresses for the 2026-2031 term, achieving 90% of the set plan. Many localities have done well in consolidating the association's organization, developing membership, and building the emulation movement "For victims of Agent Orange".

During the 2025-2026 period, the entire province provided assistance to victims with a total value equivalent to over 30 billion VND, implementing many practical support activities such as: building and repairing 31 houses; donating 46 wheelchairs, more than 27,800 gift packages, 115 nursing care packages, 11 livelihood packages; providing medical examination and treatment for more than 2,300 victims…
Coordination with various sectors and organizations continues to be strengthened. The Association collaborates with the Veterans Association, the Lawyers Association, the Association for the Promotion of Learning, businesses, and charitable organizations to implement numerous activities supporting victims, providing legal assistance, granting scholarships, providing medical examinations and treatment, and organizing exchange programs and promoting compassion within the community.
In particular, the Bac Ninh Provincial People's Council issued Resolution No. 67/2025/NQ-HĐND stipulating the amount of gifts for meritorious individuals and victims of Agent Orange/dioxin on holidays, Tet (Lunar New Year), and the "For Agent Orange Victims Day" on August 10th, contributing to creating more practical encouragement for victim families in the province.

For the 2026-2031 term, the Provincial Association of Victims of Agent Orange/Dioxin has set a goal of continuing to strongly innovate the content and methods of its activities to better care for the material and spiritual lives of victims in a sustainable manner.
The province strives to mobilize approximately 10 billion VND annually to care for and assist victims; ensure that over 70% of commune-level associations operate effectively, with more than 30% achieving outstanding performance; ensure that 100% of key association officials receive professional training; and continue to strengthen the association's organization from the provincial to the grassroots level in a streamlined, efficient manner, focusing strongly on the grassroots and victims.

Speaking at the Congress, Major General Do Hong Lam, Permanent Vice Chairman of the Central Committee of the Vietnam Association of Victims of Agent Orange/Dioxin, acknowledged and praised the outstanding achievements of the Bac Ninh Provincial Association of Victims of Agent Orange/Dioxin in the past period.
At the same time, it is proposed that during the 2026-2031 term, all levels of the Association continue to innovate the content and methods of operation; continue to strengthen the Association's organization in 100% of communes and wards; effectively organize activities commemorating the 65th anniversary of the Agent Orange disaster in Vietnam; promote propaganda and spread the spirit of sharing and responsibility of the community towards victims of Agent Orange/dioxin; and replicate exemplary cases of victims overcoming difficulties and rising up in life.
Pay more attention to healthcare , rehabilitation, vocational training, and creating livelihoods for the children of victims; effectively implement the Party and State's policies for meritorious individuals and victims of Agent Orange/dioxin so that they have the conditions to become self-reliant and integrate into the community...

The Congress elected the first Executive Committee for the 2026-2031 term, consisting of 27 members. The first Executive Committee held its first meeting to elect the Standing Committee, comprising 7 members; Ms. Ma Thi Thin Nga was elected as President. The Congress also honored Mr. Nguyen Nhan Chinh, Provincial Party Committee member and Vice Chairman of the Provincial Fatherland Front Committee, as Honorary President of the Association.
On this occasion, many collectives and individuals with outstanding achievements in the work of the Association and the "For Victims of Agent Orange/Dioxin" emulation movement received Certificates of Commendation from the Central Association of Victims of Agent Orange/Dioxin of Vietnam and the Provincial People's Committee.
