The first Congress of the Members of the Association of Lawyers of the Ministry of Home Affairs, term 2004 - 2029

Attending the Congress were representatives of leaders of units under the Ministry of Home Affairs ; Youth Union of the Ministry of Home Affairs, Veterans Association of the Ministry of Home Affairs; officials of the Vietnam Lawyers Association and members of the Lawyers Association of the Ministry of Home Affairs.

Speaking at the Congress, Deputy Minister Trieu Van Cuong affirmed that the Congress of all members to establish the Association of Lawyers of the Ministry of Home Affairs (Term 2024 - 2029) is an important event. The Association has gathered members who are cadres, civil servants and public employees of units under and directly under the Ministry of Home Affairs to operate, contributing to the building of legal science , the building of the Socialist Republic of Vietnam in general and contributing to the science of the field of Home Affairs in particular, thereby providing practical and effective support for the implementation of public duties of each member who is a cadre, civil servant or public employee.

Comrade Luong Mai Sao, Member of the Party Committee, Member of the Central Standing Committee, Head of the Organization and Personnel Department, Vietnam Lawyers Association announced the decision to establish the Lawyers Association of the Ministry of Home Affairs.

On June 16, 2023, the Party Committee of the Ministry of Home Affairs issued Resolution No. 50-/NQ/BCSĐ on the agreement on the policy of establishing the Lawyers' Association of the Ministry of Home Affairs. On December 12, 2023, the Central Standing Committee of the Vietnam Lawyers' Association issued Decision No. 397/QD-HLGVN on the establishment of the Lawyers' Association of the Ministry of Home Affairs with 10 members and appointed a provisional Executive Committee, with 03 lawyers, including: (01): Mr. Nguyen Van Thuy, Member of the Executive Committee - Chairman of the Association; (02) Mr. Vu Duc Thuan, Member of the Executive Committee - Deputy Chairman of the Association, (03) Ms. Vuong Thi Ha, Member of the Executive Committee.

Comrade Nguyen Van Thuy, provisional Branch President, on behalf of the Branch, received the Decision to establish the Ministry of Home Affairs Lawyers Association.

Speaking at the Congress, Deputy Minister Trieu Van Cuong requested the Ministry of Home Affairs Lawyers Association to base on the Party's regulations and the State's laws, especially Directive No. 14-CT/TW dated July 1, 2022 of the Politburo "on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation", to perform well the following tasks:

Firstly, organize and operate in accordance with the Charter of the Vietnam Lawyers Association.

Second, develop membership by promoting propaganda, introducing and recruiting civil servants, public employees and workers of the Ministry of Home Affairs to join the Association; pay special attention to attracting and recruiting talented people to join the Association.

Third, organize the Association's activities effectively through research and exchange of expertise and professional skills among members to improve the quality of consulting, proposing and implementing policies in the Home Affairs sector.

Fourth, be proactive in participating in policy making and policy criticism on the political tasks of the Ministry of Home Affairs; advise and propose to the Party Executive Committee, the Party Committee of the Ministry, and the Ministry's leaders on issues of inadequacy in the field of Home Affairs.

Fifth, the Executive Committee of the Branch needs to be united, unified, promote pioneering and exemplary spirit to build the Branch to develop, operate effectively, and in accordance with its principles and purposes.

Speaking at the Congress, Comrade Tran Cong Phan, Deputy Secretary of the Party Committee, Vice President, General Secretary of the Vietnam Lawyers Association, emphasized that the launch of the Lawyers Association of the Ministry of Home Affairs is very meaningful, especially in the context of moving towards the 14th National Congress of the Vietnam Lawyers Association at the end of 2024. Comrade Tran Cong Phan requested that the Lawyers Association of the Ministry of Home Affairs needs to closely follow the Charter of the Vietnam Lawyers Association; continue to affirm the position, role and importance of the Association; proactively gather qualified and capable members to join the Association and report to the Ministry's leaders on tasks related to policies and laws that the Ministry of Home Affairs is assigned to preside over, and at the same time strive to perform well the 05 tasks assigned by Deputy Minister Trieu Van Cuong.

At the Congress, the Presidium reported on the establishment process, directions and tasks of the Ministry of Home Affairs Lawyers Association, term I, 2024-2029. Over the past time, the Provisional Executive Committee has propagated and introduced the establishment of the Association to comrades who are party members and civil servants of units under and directly under the Ministry. Up to now, the Association has initially developed 34 members and has been recognized by the Central Standing Committee of the Vietnam Lawyers Association in accordance with regulations.

The Congress also listened to two presentations from members on "Improving the quality and effectiveness of the activities of the Ministry of Home Affairs Lawyers Association" and "Some comments on the Draft Report summarizing the implementation of the Charter and the draft amendment and supplement to the Charter of the Vietnam Lawyers Association in 2020".

The Congress elected the Branch Executive Committee consisting of 07 members with sufficient capacity and qualities to lead the Branch in the new period, including: (1) Comrade Nguyen Van Thuy, Head of the Department of Legislation; (2) Comrade Vu Duc Thuan, Deputy Head of the Department of Legislation; (3) Comrade Bui Quang Duc, Deputy Head of the Department of Legislation - Inspection, Central Emulation and Rewards Committee; (4) Comrade Nguyen Huu Thanh, Senior Expert, Central Emulation and Rewards Committee; (5) Comrade Cat Ngoc Trinh, Head of the Department of Buddhism, Government Committee for Religious Affairs; (6) Comrade Pham Van Thuan, Deputy Head of the Department of Inspection - Legislation, Government Committee for Religious Affairs; (7) Comrade Vuong Thi Ha, Expert of the Department of Legislation, Ministry of Home Affairs.

Comrade Nguyen Van Thuy, Director of the Legal Department, was elected to hold the position of Chairman of the Lawyers Association of the Ministry of Home Affairs.

Deputy Minister Trieu Van Cuong and Vice President and General Secretary of the Vietnam Lawyers Association Tran Cong Phan presented flowers to congratulate the Congress of establishing the Lawyers Association of the Ministry of Home Affairs for the 2024 - 2029 term.

With the spirit of urgent and serious work, the Congress successfully completed the contents set out in the Program, discussed and proposed the directions and tasks of the Branch for the 2024-2029 term, elected the Branch Executive Committee, and elected delegates to attend the 14th National Congress of the Vietnam Lawyers Association.
