At the ceremony, Colonel Nguyen Chi Linh, Deputy Chief of Staff of Military Region 9, announced the decisions: Dissolution, merger and reorganization of the Provincial Military Command; decision to establish new units and award the Quyet Thang Military Flag to the units.

According to the decisions, Military Region 9 will have 5 new provincial military commands after the merger, including: Can Tho City Military Command; Vinh Long Provincial Military Command, An Giang Provincial Military Command, Dong Thap Provincial Military Command and Ca Mau Provincial Military Command.

The ceremony also announced the decision to establish 5 Border Guard Commands under the Military Command of Can Tho City, Vinh Long Province, An Giang Province, Dong Thap Province and Ca Mau Province; and at the same time announced the establishment of PTKV Commands under the Military Commands of provinces and cities.

Speaking at the announcement ceremony, General Nguyen Tan Cuong emphasized: Implementing the resolutions and conclusions of the Central Committee on innovation, reorganization of the apparatus, building a refined, compact, strong, effective, efficient and effective political system, the Central Military Commission and the Ministry of National Defense have developed Project No. 839 dated April 25, 2025 on continuing to reorganize the local military organization to be "refined, compact, and strong" to meet the requirements of tasks in the new situation, approved by the Politburo and the Secretariat.

On June 14, 2025, the Minister of National Defense issued decisions to dissolve, transfer, merge, reorganize, establish and issue organizational and staffing schedules for many organizations. In particular, merging and reorganizing the Military Commands of provinces and cities (Can Tho, Hau Giang, Soc Trang, Ca Mau, Bac Lieu, Vinh Long, Tra Vinh, Dong Thap, Tien Giang, Ben Tre, Kien Giang, An Giang into the Military Commands of 5 provinces and cities including: Can Tho City, Ca Mau, Vinh Long, Dong Thap, An Giang). To ensure tight, synchronous, unified and effective implementation, General Nguyen Tan Cuong requested units to focus on performing well a number of key tasks such as: Continuing to thoroughly implement the Party's guidelines and policies, the direction of the Central Committee, the Central Military Commission, the Ministry of National Defense and local Party committees and authorities on rearranging the apparatus of the political system; rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model; reviewing the system of legal documents related to local military organizations, proposing amendments and supplements to ensure synchronization and unity in implementation.

The units were entrusted by the Central Military Commission and the Ministry of National Defense with the Victory Flag, the flag symbolizing the tradition of "Determined to fight, Determined to win" of the heroic Vietnam People's Army. The honor and pride associated with the heavy responsibility of the task of protecting the Fatherland requires Party committees, commanders at all levels and officers and soldiers of agencies and units in Military Region 9 to have a deep, complete and correct understanding of the position and significance of the dissolution, transfer, merger, reorganization and establishment of new units, of the functions and requirements of the tasks, thereby determining the determination, making strong breakthroughs, overcoming difficulties, and completing political tasks well from the first days of operation; building a comprehensively strong agency and unit that is "exemplary and typical" to maintain and promote achievements in the past time.

Units need to quickly stabilize their organization, staffing, and assign specific tasks; consolidate party organizations, command organizations, and mass organizations, and put agencies and units into proper operation with proper functions and tasks; and build strong organizations. Adjust defense plans and combat plans according to new administrative boundaries and submit them to competent authorities for approval; clearly define the functions, tasks, and roles of local military organizations in building and training reserve forces and militia and self-defense forces. Do not let dissolution, transfer, or merger disrupt or affect the quality and progress of assigned tasks.

Party committees and commanders at all levels need to do a good job of ideological and policy work for cadres, soldiers and employees, be ready to receive and strictly comply with the organization's assignments and mobilizations; proactively grasp the thoughts and aspirations, promptly advise and propose to the Central Military Commission Standing Committee and the head of the Ministry of National Defense to properly resolve policy work and the Army's rear for cadres, soldiers and employees.

The Chief of the General Staff noted that units need to quickly develop and promulgate regulations and rules for leadership, direction, and command in each aspect of work; urgently prepare well and successfully organize party congresses at all levels according to the Directive of the Central Military Commission Standing Committee and the direction and guidance of local party committees; focus on building truly clean and strong party committees and party organizations at all levels, and take care to build a contingent of cadres and employees capable of completing immediate and long-term tasks.

Strictly implement the handover and acceptance work during the process of transfer, merger, reorganization, and dissolution of functions, tasks, organization, military numbers, weapons, technical equipment, facilities, assets, combat documents, defense land, etc. Based on the basic contents of Project No. 839 on the functions and tasks of the PTKV Command Board, the Border Guard Command Board, the Provincial Military Command, the Commune Military Command Board, the process of organizing the implementation of the new establishment, request Military Region 9 to continue to research and propose to perfect functions and tasks; organize experience sharing, report to competent authorities according to regulations, etc.

In the new conditions of merger, reorganization, and new establishment, both performing regular and ad hoc tasks according to functions and tasks, and perfecting the organization and force, General Nguyen Tan Cuong requested that units must be united, highly determined, make great efforts, act resolutely, and firmly protect the area, sovereignty, and border security.
