Also attending were representatives of the Central Organizing Committee, the Central Inspection Committee , representatives of the Heads of the General Departments, the Central Military Commission's Inspection Committee; representatives of leaders and commanders of functional agencies of the Central Military Commission, the Ministry of National Defense; comrades Party Committee Secretaries, Political Commissars, and Heads of Organization Departments (Boards) of 27 Party Committees directly under the Central Military Commission.

Opinions at the congress unanimously assessed that in the 2020-2025 term, the Party Committee, the Military Region Command, Party committees and commanders at all levels always thoroughly grasped the resolutions and directives of higher levels, firmly maintained principles, led and directed the Military Region's armed forces to complete the goals and targets of the Resolution of the 9th Military Region Party Congress.

The Military Region has advised and proposed to the Central Military Commission and the Ministry of National Defense policies on adjusting the organization of forces and the defense posture of the Military Region; directed the building of an all-people national defense and an all-people national defense posture associated with increasingly solid socio-economic development, enhanced potential and posture of defense areas; completed the adjustment of the organization of forces, associated with two-level local governments; the Military Region's armed forces have comprehensive strength and high combat readiness, meeting requirements and tasks, truly being the core force in preventing, combating and overcoming the consequences of natural disasters and epidemics, especially the Covid-19 pandemic and storm No. 3 (Yagi); the quality of training, exercises, competitions and sports festivals has been improved; regularity, digital transformation and military administrative reform have many positive changes.

Logistics and finance are well ensured, investment is made for missions, and the soldiers' lives are improved. The Party's ideological position is maintained, the leadership capacity and fighting strength of Party organizations and the quality of cadres and Party members are improved.

The coordination between the Party Committee and the Military Region Command with the provincial and municipal Party Committees is increasingly close and effective; the Party Committee and the Military Region's armed forces are always strong in politics, ideology, organization, ethics and cadres; promoting the cultural values of Uncle Ho's soldiers in the new period, ready to receive and successfully complete all assigned tasks.

Speaking at the congress, Senior General Trinh Van Quyet, on behalf of the Central Military Commission and leaders of the Ministry of National Defense, congratulated the 10th Party Congress of Military Region 3, term 2025-2030.

General Trinh Van Quyet affirmed that Military Region 3 is an important strategic area of the country, rich in revolutionary tradition, associated with many glorious victories. Over the past years, under the leadership of the Central Military Commission, the Ministry of National Defense and the coordination and support of local Party committees, authorities and people, the Party Committee and the Armed Forces of Military Region 3 have promoted the tradition of solidarity, initiative, creativity, sacrifice and victory; fully fulfilling the goals and targets set by the Resolution of the previous term Congress.

Notably, the Military Region's armed forces have done a good job in military and defense advisory work, successfully completed the task of combat readiness, contributing to building a strong national defense, and building an increasingly solid "people's heart position". In particular, officers and soldiers have clearly demonstrated the qualities of Uncle Ho's soldiers in carrying out the "combat" mission of the Army in peacetime, actively participating in preventing and fighting natural disasters and epidemics, helping people overcome the consequences of storms and floods, and have been trusted and recognized by the people.

On behalf of the Central Military Commission and the leaders of the Ministry of National Defense, General Trinh Van Quyet acknowledged and commended the efforts and achievements of the Party Committee of Military Region 3 in building a strong Party Committee in terms of politics, ideology, ethics, organization and cadres; upholding the principles of democratic centralism, self-criticism and criticism; promoting the exemplary pioneering role of cadres and party members. The implementation of breakthroughs in building discipline, law enforcement and discipline has had many positive changes, contributing to enhancing the overall strength and combat readiness of the Military Region's armed forces.

In the context of the world and regional situation forecast to continue to develop complicatedly in the coming time, posing many new requirements for the task of protecting the Fatherland, General Trinh Van Quyet requested the Party Committee and the Military Region 3 to continue to promote the achieved results, focus on leading and directing the successful implementation of the goals and tasks in the 2025-2030 term. First of all, it is necessary to thoroughly grasp the Party's guidelines and policies, Resolutions, Strategies, and Projects on military, national defense, building the Army and protecting the Fatherland in the new situation. Proactively grasp the area, closely coordinate with forces to effectively handle situations, avoid being passive and surprised.

The Chief of the General Department of Politics of the Vietnam People's Army emphasized that Military Region 3 must continue to promote its core role in building a national defense foundation associated with the people's security posture; pay attention to building a solid "people's heart posture"; effectively carry out the work of arranging and perfecting the local military organization to be lean, compact, and strong, in accordance with practical requirements. At the same time, focus on improving the quality of training, exercises, building discipline, and maintaining the image of Uncle Ho's soldiers in the new period; and build a revolutionary, disciplined, elite, and modern Military Region.

Regarding Party building, General Trinh Van Quyet requested to continue to consolidate the Party Committee of the Military Region to be truly clean and strong; improve the leadership capacity and fighting strength of Party committees and organizations at all levels; maintain solidarity, promote democracy, discipline and order; take care to build a contingent of cadres with strong political will, good moral qualities, and organizational and command capacity to meet requirements and tasks.

General Trinh Van Quyet believes that with its heroic tradition, special strategic position and solid foundation, along with the spirit of solidarity, intelligence, innovation and high political determination, the Party Committee and the Armed Forces of Military Region 3 will continue to excellently fulfill all assigned tasks, contributing with the entire army to build a revolutionary, disciplined, elite, and gradually modern Vietnam People's Army, firmly protecting the socialist Fatherland of Vietnam.
