During the past term, the Youth Union and the youth movement of the City Tax Union were organized practically, creating conditions for union members to strive, contribute and grow, affirming the position and role of the Youth Union in the unit. In particular, the City Tax Union has done a good job of disseminating tax laws and policies, working with the whole industry to successfully implement budget collection targets. In addition to the task of budget collection, the City Tax Union also actively participated in many important initiatives, many effective models and activities contributing to the development of the industry...

Based on the assessment of activities and remaining issues, in the 2025 - 2030 term, "The City's Tax Youth unites to pioneer innovation, creativity and quick adaptation to the new tax management model".

Accordingly, the City Tax Union strives for 100% of youth union members to fully study the Party's Directives and Resolutions, policies and laws of the State; have 40-50 or more innovative initiatives contributing to the implementation of political tasks at agencies and units and be recognized by the City Tax Department. Train and introduce 40-50 outstanding union members to the Party for consideration of admission and strive to have 20-25 union members admitted to the Party; build at least 2 youth projects and tasks associated with the agency's activities; 2 youth projects and tasks to study and follow Ho Chi Minh's ideology, morality and style. Develop movement activities associated with the professional activities of agencies and units in propaganda work to support taxpayers; ensure 100% of youth union members actively participate in the digital transformation work of the industry.

Speaking at the Congress, Mr. Doan Vi Tuyen, Party Secretary, Head of the City Tax Department, praised and highly appreciated the contributions of the City Tax Department in the past term. At the same time, he requested that the City Tax Department need to innovate and overcome existing problems, especially in improving the quality of the Department's work; mobilizing the participation of youth union members in activities; paying attention to proposing to the Party Committee young factors in the list of planned cadres to have a training plan. In setting out targets and tasks, it is necessary to evaluate and clearly understand the forecast of the domestic and world situation, especially the key tasks set by the Party and State. The tasks need to focus on the main pillars such as: Improving institutions; digital transformation towards people and businesses; promoting the development of the private economy ; international integration.

The Congress also elected the Executive Committee of the City Tax Union, term III, 2025-2030; delegates to attend the 1st Congress of Hue City People's Committee Delegation, term 2025-2030.
