The conference aims to inform the scope, content and requirements of the thematic audit on the management and use of budget for education and training at 8 academies and schools in the Army; thoroughly grasp the responsibility of coordination and information provision of relevant units; emphasize the significance of auditing in assessing compliance and effectiveness of budget use and propose solutions to improve management work, serving the task of education and training in the Army.

At the conference, delegates heard the announcement of the Decision on thematic audit of the management and use of the budget for the education and training sector in the 2023-2024 period at academies and schools under the Ministry of National Defense, including: National Defense Academy, Political Academy, Army Academy, Logistics Academy, Military Technical Academy, Army Officer School 1, Army Officer School 2, Political Officer School; announced the audit plan of the audit team and issues related to the activities of the audit team.

The objective of the audit is to assess the honesty and reasonableness of funding sources; compliance with the law, economy, effectiveness and efficiency in management and use of funding for the education and training sector and audited projects, thereby recommending competent authorities to improve inadequate mechanisms and policies, as well as promptly detect violations, acts of corruption, waste and negativity; determine the responsibility of collectives and individuals and recommend handling according to the provisions of law.

The audit content focuses on the preparation, allocation, assignment and implementation of budget estimates; the management and use of funding sources for the education and training sector; compliance with laws, policies and regimes related to the education and training sector; capital sources and investment costs for project implementation; compliance with laws, policies and regimes on financial management, accounting and construction investment management of the State.

Concluding the conference, Lieutenant General Nguyen Hong Lam requested that the audited agencies and units need to prepare complete documents and explanations as quickly and accurately as possible, while ensuring good conditions for the audit team to work independently and objectively to ensure the audit is completed on time, according to plan, and meets the set goals and requirements.

Lieutenant General Nguyen Hong Lam hopes that through this thematic audit, it will help clarify the results of budget management and use at units, help units promptly overcome limitations, remove many difficulties and inadequacies in budget management and use, ensure that budget management and use are increasingly effective, thereby contributing to the development of education and training in the Ministry of National Defense, meeting the requirements and tasks in the new situation.

At the conference, comrade Pham Van Hoc also requested that the members of the audit team assigned to perform the task need to closely coordinate with agencies and units to strictly implement the audit plan, closely follow the content according to the decision, comply with regulations on information security, professional ethics, promote a sense of responsibility, and make efforts to ensure quality and efficiency in the audit.
