Major General Nguyen Xuan Thuy, Deputy Director of the Propaganda Department, General Political Department of the Vietnam People's Army, and Deputy Head of the Standing Committee of the Organizing Board, chaired the conference.

At the conference, agencies and units under the General Political Department of the Vietnam People's Army reviewed their assigned specific tasks. The Propaganda Department played a leading role in developing the plan, preparing documents for the conference, and organizing the event; it was responsible for assigning, guiding, and evaluating the content of speeches and presentations, compiling recommendations for awards, and creating lists of delegates and guests. The Propaganda Department also coordinated and directed news agencies and media outlets inside and outside the Army to publicize the activities and results of the five-year implementation of the plan.

Other agencies and units, according to their assigned tasks, shall review the content, implement it seriously and thoroughly, and promptly report any difficulties or obstacles encountered during the implementation process to the Organizing Committee.

The conference summarizing the five-year implementation of the Plan for the System of Cultural Institutions in the Vietnam People's Army aims to comprehensively assess the results of the five-year implementation of the Plan for the System of Cultural Institutions in military units, while also commending and rewarding collectives and individuals with outstanding achievements; and proposing policies to adjust the plan, remove shortcomings and bottlenecks in the implementation process, thereby meeting the requirements of army building.

Through this review, we aim to raise awareness and responsibility among functional agencies, Party committees, commanders at all levels, cadres, Party members, and the general public throughout the army regarding the position, role, and importance of planning the cultural and artistic system and cultural and artistic work in the Army.
