At the conference, agencies and units under the General Department of Politics of the Vietnam People's Army reviewed the specific assigned tasks. In particular, the Propaganda Department took the lead role in developing plans, preparing documents for the conference and organizing work; was responsible for assigning, guiding, and evaluating the content of speeches and discussions, synthesizing commendation proposals and the list of delegates and guests. The Propaganda Department also coordinated and directed news agencies and newspapers inside and outside the Army to propagate the activities and results of the 5-year implementation of the plan.

Other agencies and units, according to assigned tasks, organize content review, seriously and thoughtfully implement, and promptly report to the Organizing Committee any difficulties and problems during the implementation process.
