Based on the targets and plans for socio-economic development in 2025 of Dak Lak province and Phu Yen province before the merger as well as the results of the first 6 months of 2025, Dak Lak province (new) sets out socio-economic development targets for 2025 and the last 6 months of the year with the determination to achieve a growth rate of 8% or more.

Economic growth in 6 months is estimated at 7.14%

On the afternoon of July 11, the People's Committee of Dak Lak province held a conference to review the implementation of tasks in the first 6 months of the year and deploy tasks for the last 6 months of 2025. This is the first conference to review the implementation of socio-economic development tasks of the new Dak Lak province after the merger of Dak Lak and Phu Yen provinces (old).

According to the assessment of the Dak Lak Provincial People's Committee, in implementing the socio-economic development tasks in the first 6 months of 2025, in addition to some basic advantages, the province continues to face many difficulties and challenges due to the impact of the complex and unpredictable fluctuations of the world economic situation, especially the US tariff policy and the strong reactions of other countries have negatively impacted global economic growth, increasing the risk of recession. The domestic political and social situation is stable, economic growth is recovering positively but still has potential risks...

However, all levels, sectors and localities in the province have made efforts to complete a huge amount of work, ensuring progress in reorganizing the apparatus and administrative units; gradually resolving internal bottlenecks, limitations and shortcomings and proactively researching and implementing plans and solutions to respond to external fluctuations, determined to complete the economic growth target of 8% or more in 2025, creating a solid foundation to achieve double-digit growth in the period 2026-2030.

The province's socio-economic situation in the first 6 months of 2025 (after consolidating the general data of the two former provinces of Dak Lak and Phu Yen) continued to maintain development, economic growth was quite good and most indicators achieved good growth.

Specifically, economic growth is estimated at 7.14%. Total social investment capital mobilization is estimated at VND 28,643 billion, up 9.34% over the same period in 2024, reaching 38.9% of the 2025 plan.

Total state budget revenue reached VND 8,718 billion, up 32% over the same period, reaching 53.2% of the 2025 plan. Of which, tax and fee revenue reached VND 5,347 billion, up 17.43%; financial revenue reached VND 2,998 billion, up 72%, of which land use fee revenue reached VND 2,588 billion.

Total state budget expenditure was VND 22,610 billion, reaching 57% of the estimate assigned by the Central Government and 55% of the estimate assigned by the Provincial People's Council. Of which, development investment expenditure was VND 9,334 billion, regular expenditure was VND 13,275 billion.

Total export turnover is estimated at nearly 1.5 billion USD, up 37.16% over the same period in 2024, reaching 66.4% of the 2025 plan. Total retail sales and service revenue is estimated at 92,874 billion VND, up 16.19% over the same period in 2024, reaching 51% of the 2025 plan.

In the first 6 months of the year, the province organized many major cultural events, especially the 9th Buon Ma Thuot Coffee Festival and activities to celebrate the 50th anniversary of Buon Ma Thuot Victory, attracting 3.885 million visitors to the province, with total tourism revenue reaching 6,965 billion VND.

The whole province has 1,476 newly established enterprises, an increase of 53.6%, reaching 40% of the 2025 plan. As of June 30, 2025, there are about 18,761 enterprises still registered and operating in the province. There are 46 newly established cooperatives, reaching 61.3% of the 2025 plan. In addition, there are 19 projects approved for investment decisions with a total capital of 9,689 billion VND, of which Dak Lak has 9 projects, Phu Yen has 10 projects; the Hoa Tam Industrial Park investment project alone, implemented by Hoa Phat Group, has a total investment capital of more than 4,188 billion VND.

Social security work, care for people with meritorious services, poverty reduction, and the program to eliminate temporary and dilapidated houses were focused on. By July 1, the whole province had supported the construction and repair of 8,346/9,529 houses, reaching 87.59%, with 6,079 houses handed over for use, reaching 63.79% of the plan.

Regarding the implementation of the public investment plan in 2025, the total public investment capital in 2025 of Dak Lak province (new) is assigned more than 14,829 billion VND, including the central budget of more than 7,628 billion VND; the local budget of more than 7,201 billion VND. Of which, the implementation of provincial-level projects manages more than 12,993 billion VND (excluding the old district block and the allocation of the land development fund and the survey fund).

By the end of June 30, more than 12,189 billion VND had been allocated in detail to each project category, reaching 93.8% of the plan, while more than 804 billion VND had not been allocated in detail. The whole province had disbursed 3,707,686/12,189 billion VND, reaching 30.4% of the plan, of which the central budget reached 28.1% of the plan; local budget capital reached 33.9% of the plan...

Determined to achieve growth target of 8% or more

Director of the Department of Finance of Dak Lak province Tran Van Tan said: In addition to the achieved results, the socio-economic situation of the province in the first 6 months of the year still has some shortcomings and limitations as follows: Production and business activities of enterprises still face many difficulties, the number of enterprises temporarily suspending business is still high. The agricultural economy is still the mainstay, the prices of agricultural products continue to increase, which is the advantage of the province, however, it is difficult to create a breakthrough in growth because there are not many new products, the growth of traditional driving forces has not had many breakthroughs; economic restructuring is still slow.

Although public investment disbursement has improved compared to the same period last year, it is still generally lower than planned; some key projects and works are slow to be implemented. Administrative reform has not met the requirements...

Based on the targets and plans for socio-economic development in 2025 of Dak Lak and Phu Yen provinces before the reorganization as well as the results of the first 6 months of 2025, with the determination to achieve the growth target of 8% or more, the province's economic growth in the last 6 months of the year must reach 8.64%. This is an extremely heavy task.

However, based on the consolidation of resolutions on economic and social development, national defense and security of Dak Lak and Phu Yen provinces before the reorganization, the new Dak Lak province is still determined to achieve economic growth of 8% or more.

Specifically, Dak Lak province's economic growth in 2025 will reach 8% or more (8.64% in the last 6 months of the year). The service sector will increase by 8.34% (of which 8.98% in the last 6 months). Product taxes (excluding product subsidies) will increase by 5.36% (of which 10.28% in the last 6 months of the year).

Average GRDP per capita by the end of 2025 will reach 80 million VND/person. Total social investment capital mobilization will reach 73,670 billion VND, an increase of 25.8% compared to 2024, accounting for about 32% of total GRDP (at current prices); of which the last 6 months of the year will reach 45,027 billion VND.

Total export turnover reaches more than 2.2 billion USD, up 2.2% compared to 2024, of which the last 6 months of 2025 will reach 715 million USD. Total retail sales of goods and consumer service revenue will reach 182,281 billion VND, up 9.4% compared to 2024, of which the last 6 months of 2025 will reach 89,540 billion VND.

Total state budget revenue will reach VND 16,310 billion, up 15% compared to 2024, of which VND 7,592 billion will be achieved in the last 6 months of the year.

By the end of 2025, 2,800 social housing units will be built; 3,688 enterprises and 75 cooperatives will be newly established; the poverty rate will decrease by 2.35%; the poverty rate among ethnic minorities will decrease by 3.92%; a total of 26/88 communes will meet new rural standards, equivalent to 29.55%; forest coverage (including rubber trees) will reach 41.37%...

To achieve and exceed the targets set for 2025 and the last 6 months of the year, Chairman of the Dak Lak Provincial People's Committee Ta Anh Tuan requested all levels, sectors and localities to promptly deploy instructions and tasks to serve the transition to a two-level local government model; do a good job of political and ideological education for cadres, civil servants and public employees, ensuring that the apparatus operates smoothly, without affecting the normal activities of people and businesses.

Promote administrative reform, improve organization, promote digital transformation in a synchronous, fast and effective manner to meet the requirements of restructuring the Dak Lak provincial apparatus and maintain political and social stability.

Accelerate disbursement of public investment capital, speed up the progress of key projects, especially the Khanh Hoa-Buon Ma Thuot expressway, striving to disburse at least 95% of the plan by 2025.

Continue to review and promptly remove difficulties and obstacles in projects; closely monitor the transition, handover and implementation of projects at the province's specialized project management boards to avoid interruption, loss, delay in implementation, and impact on the overall disbursement progress.

Boost budget collection, focus on solutions to complete the land use fee collection plan, ensure resources for public investment in the whole province.

Focus on substantially removing difficulties and obstacles for investment projects, creating the most favorable conditions for projects to soon come into operation; continue to create an open investment environment, creating conditions for businesses to feel secure in investing, producing and doing business. Promote investment attraction, focusing on the potentials and strengths of the new province such as: tourism, renewable energy, livestock, agricultural processing...

Speaking at the Conference, Comrade Nguyen Dinh Trung, Member of the Party Central Committee, Secretary of Dak Lak Provincial Party Committee acknowledged and commended the efforts of agencies, departments, branches and organizations of the two provinces of Dak Lak and Phu Yen (old) as well as Dak Lak province (new), in a short time, completing a large amount of work to arrange, merge administrative units and operate the two-level government apparatus.

Dak Lak province (new) opens up a new space, new momentum, with many potentials and strengths for development. In the coming time, the amount of work to be solved is very large, heavy but also very glorious. Therefore, it is recommended that all levels, sectors, localities and cadres and party members in the province need to strengthen solidarity, unity, promote the sense of responsibility, especially the leaders, join hands, and compete to complete and exceed the targets set in 2025, bringing Dak Lak province to develop quickly and sustainably.
