On July 16, the Dak Lak Provincial People's Council, term XV, 2021-2026, held its first thematic session to review and decide on many important issues within its authority. This is the first thematic session and the second session of the Dak Lak Provincial People's Council after operating the 2-level local government apparatus.
At the meeting, after reviewing the submission of the Dak Lak Provincial People's Committee on the proposal to issue a Resolution of the Provincial People's Council regulating support policies for cadres, civil servants, public employees and workers coming to work at the provincial administrative center and commune level after reorganization in Dak Lak province; the review report of the Provincial People's Council's Legal Committee and the discussion opinions of the Provincial People's Council delegates at the meeting... Dak Lak Provincial People's Council unanimously issued a Resolution regulating support policies for cadres, civil servants, public employees and workers coming to work at the provincial administrative center and commune level after reorganization in Dak Lak province.
Accordingly, the People's Council of Dak Lak province has agreed on the support level for cadres, civil servants, public employees and workers coming to work at the administrative center of Dak Lak province (according to the Project on rearranging Dak Lak and Phu Yen provinces), with the support level for travel expenses: 2,000,000 VND/person/month; support for housing rent: 3,000,000 VND/person/month; one-time support: 2,000,000 VND/person.
For cadres, civil servants, public employees and workers coming to work at the provincial administrative center (not according to the Project on rearrangement of Dak Lak and Phu Yen provinces ) and commune level after rearrangement, travel expenses are supported with VND 500,000/person/month for cadres, civil servants, public employees and workers whose distance from their permanent residence to their working agency is from 30km to less than 50km; support at the level of VND 1,000,000/person/month for cadres, civil servants, public employees and workers whose distance from their permanent residence to their working agency is from 50km to less than 100km; support at VND 1,500,000/person/month for cadres, civil servants, public employees and workers whose distance from their permanent residence to their working agency is from 100km to less than 150km; Support 2,000,000 VND/person/month for cadres, civil servants, public employees and workers whose distance from their permanent residence to their working agency is over 150km.
Housing rental support at the rate of 1,500,000 VND/person/month for cadres, civil servants, public employees and workers whose permanent residence is more than 30km from their workplace; one-time support at the rate of 1,000,000 VND/person.
The implementation period of the policy to support travel expenses and housing rent is 12 months from the date of decision by the competent authority on working at the administrative center of the province and commune level of Dak Lak province; in case the cadres, civil servants, public employees and workers have worked at the administrative center of the province and commune level of Dak Lak province for less than 12 months, the support period is the actual number of months of work.
After 12 months of implementing the policy, it will be re-evaluated to implement it in accordance with the actual situation.
One-time support after working at the administrative center of the province and commune level of Dak Lak province.
Agencies and units employing cadres, civil servants, public employees and workers are responsible for paying support funds at the same time as paying monthly salaries.
Supported subjects include: Cadres, civil servants, public employees and workers of agencies, organizations of the Party, State, Vietnam Fatherland Front, socio-political organizations, associations assigned by the Party and State to work at the administrative center of Dak Lak province (according to the Project on rearrangement of Dak Lak and Phu Yen provinces).
Cadres, civil servants, public employees and workers of agencies, organizations of the Party, State, Vietnam Fatherland Front, socio-political organizations and associations assigned by the Party and State to work at the administrative center of the commune-level administrative unit after arrangement.
Agencies, organizations of the Party, State, Vietnam Fatherland Front, socio-political organizations, and associations assigned by the Party and State with tasks related to the arrangement, receipt, and payment of support regimes according to the provisions of this Resolution and other relevant agencies, units, organizations, and individuals.
Cadres, civil servants, public employees, and workers working at central agencies with headquarters in the area after the administrative unit arrangement to work in Dak Lak province are not subject to this Resolution.
According to the plan for accommodation for cadres, civil servants and public employees after the arrangement, the expected number of people working at the administrative center of Dak Lak province is 698 people and cadres, civil servants, public employees and workers coming to work at the administrative center of the provincial administrative unit (excluding subjects according to the arrangement project of Dak Lak and Phu Yen provinces) and commune level after the arrangement with the distance from the permanent residence to the working agency from 30km to less than 50km is 197 people; from 50 to 100km is 68 people.
The total funding requirement to implement this Resolution is 50 billion 309 million VND.
