Dak Nong faces difficulties in developing social housing.

In September 2017, the People's Committee of Dak Nong province approved the investment plan for the Social Housing Project in Nghia Tan ward, Gia Nghia city. The project commenced in August 2018 on a scale of 1.79 hectares with 108 social housing units. The project has a total investment of 162 billion VND and the investor is ESG Vietland Co., Ltd.

The project was initially scheduled for completion in the fourth quarter of 2019. However, despite numerous requests for adjustments and extensions to the fourth quarter of 2022, the project has still not been completed on time. Although relevant authorities have repeatedly urged progress, the project remains unfinished as per regulations.

Although not yet completed, the project area is already largely populated. Many families from various social backgrounds, who acquired land through different means, have moved into the project. This has formed a residential cluster with one of the highest densities in Gia Nghia City.

This is the first and currently only social housing project being implemented in Dak Nong province. Meanwhile, the demand for social housing in the province is considered very high by relevant authorities.

According to the Dak Nong Department of Construction, the demand for social housing in Dak Nong province during the 2021-2025 period is approximately 1,500 units. Based on this reality, the Dak Nong Provincial People's Committee has set a target of building approximately 40,000 of social housing for eligible individuals during the 2021-2025 period.

In addition to the Social Housing Project in Nghia Tan ward, Dak Nong province has planned two land areas for the implementation of independent social housing projects for workers and low-income earners in Gia Nghia city and Dak R'lap district.

Dak Nong province has also identified a plot of land of approximately 4.2 hectares in Nghia Thanh ward, Gia Nghia city, to attract investment in social housing projects. The project has a total investment of approximately 250 billion VND, aimed at implementing the 120,000 billion VND preferential loan program for the development of social housing, worker housing, and the renovation and reconstruction of apartment buildings.

However, in reality, the results achieved have not met the targets. To date, Dak Nong province has not yet achieved the set goals. It is expected that by the end of 2025, the province's social housing development plan for the period 2021-2025 will not be realized.

Leaders of the Dak Nong Department of Construction acknowledge that the targets set for the 2021-2025 period are much higher than the actual urban development situation of the province. The main reason hindering Dak Nong's urban development is the low level of investment resources.

According to Le Van Chien, Standing Vice Chairman of the People's Committee of Dak Nong province, the starting point of urban areas and the reality of socio -economic development in mountainous regions are still modest. Attracting investment resources for housing development from external sources remains limited, affecting the goal of developing social housing.

In Dak Nong, the Tam Thang Industrial Park in Cu Jut district is already operational, while the Nhan Co Industrial Park in Dak R'lap district is not yet completed. Without large industrial parks, Dak Nong faces significant challenges in attracting investment in social housing development.

Furthermore, social housing investments often yield low profits, so investors show little interest. Localities like Dak Nong urgently need support from the Ministry of Construction and the Government in allocating funds for social housing development.
