The 2024 Land Law took effect on August 1. In particular, localities are entitled to issue regulations on many new contents that were not previously available under the 2013 Land Law.

Since the new Land Law was promulgated, the People's Committee of Dak Nong province has proactively issued documents directing and urging departments and branches to draft a number of related documents.
Up to now, Dak Nong has completed and issued documents implementing the 2024 Land Law. In which, it details the contents related to many policies and rights of land users.
For example, the Decision on compensation, support and resettlement when the State acquires land in Dak Nong province. In which, it clearly and specifically stipulates the form of compensation as well as support when the State acquires land.
This Decision has integrated the content of regulations on the level of support for training, career conversion and job search for households and individuals when the State reclaims land.
Next is the Decision regulating the area of agricultural land used to build works directly serving agricultural production in the province. According to the decision, the subjects of application are agricultural land plots with an area of 500m2 or more.

Buildings that directly serve agricultural production include: rest houses, sheds, and camps to serve workers. Buildings can also be used for preliminary processing and preservation of agricultural products, warehouses for agricultural materials, machinery, and tools, or for displaying and introducing agricultural products.
In addition, Dak Nong has issued 3 other decisions on: unit prices of crops and livestock as a basis for determining compensation and support values when the State reclaims land in the province; regulations on other documents on land use rights issued before October 15, 1993; regulations on land allocation limits, land allocation limits for religious organizations, affiliated religious organizations, limits on receiving transfer of agricultural land use rights of individuals, conditions, and minimum areas for land division and land consolidation for each type of land.
In October 2024, Dak Nong issued an additional decision regulating the unit price for compensation for actual damage to houses, housing, construction works, and construction works as a basis for calculating compensation when the State acquires land.
At the same time, the Dak Nong Provincial People's Committee issued 2 submissions requesting the Provincial People's Council to consider and approve 2 Resolutions at the 11th Special Session in 2024.
That is the resolution promulgating regulations on land policies for ethnic minorities living in Dak Nong province; The resolution stipulates criteria for deciding to conduct bidding to select investors to implement investment projects using land.
Regulations close to reality
The decisions issued by Dak Nong have been promptly applied in practice by local authorities, ensuring benefits for land users.
Mr. Le Dinh Tuan, Chairman of the People's Committee of Quang Son Commune, Dak Glong District, said that when the new Land Law was issued, the number of applications for land use right certificates by local people increased by nearly 5% compared to before.

According to Mr. Tuan, the new regulations have added many benefits to land users in general and those whose land has been recovered in particular. Notably, compensation for land is calculated according to market principles; people whose land has been recovered, including agricultural land and non-agricultural land, can be compensated in money, residential land or housing.
In addition, they are also supported with funds to move livestock, dismantle and relocate construction works on land under construction permits that have expired; to change the land use purpose in residential plots with more open conditions; to be compensated even for land without legal documents but used stably and without disputes before July 1, 2014...
Mr. Tuan gave an example of the fact that the land compensation price is calculated according to market principles, which is a very fundamental and groundbreaking innovation. In fact, over the past many years, the frustration over the compensation price being too low compared to the land transaction price on the market is the main cause of complaints and lawsuits...
Land users are also very excited when the new Land Law is implemented. The new regulation helps Mr. Nguyen Van Huong's family in village 6, Cu K'nia commune, Cu Jut district feel more relieved when thinking about the upcoming agricultural harvest season.

His family currently has nearly 6 hectares of rubber and coffee trees. These areas are scattered. Therefore, each time they produce, care for or harvest, because they do not have a temporary house or shelter, the family often has to transport materials and machinery to the fields.
Mr. Huong expressed: “With the new regulations, it will be easier for people in the agricultural production process. In the near future, we will register with the local authorities to have more specific instructions on the construction of works on the family's agricultural land.”
Dak Nong has developed and issued a set of administrative procedures related to the 2024 Land Law. This includes a list of 62 newly issued administrative procedures and the abolition of 58 administrative procedures in the land sector under the State management scope of the Department of Natural Resources and Environment.
In the coming time, Dak Nong will continue to urge relevant departments, branches and localities to promote the dissemination of the 2024 Land Law and documents guiding the implementation of the law in the area.
The locality continues to review, develop and promulgate legal documents under its authority. Thereby, contributing to resolving difficulties and obstacles in implementing the 2024 Land Law in the province.
