On the afternoon of April 1st, Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Dak Nong province, chaired a meeting to hear a report from the Provincial Investment and Construction Project Management Board (Project Management Board) on the implementation and disbursement of public investment capital in 2025.

In 2025, the Project Management Board was allocated 1,827 billion VND for 26 projects. Of this, 1,424 billion VND came from the central government budget; 159 billion VND from the local government budget; and 244 billion VND from ODA funds. To date, the unit has disbursed 88 billion VND, reaching 4.82% of the planned capital.
According to the Project Management Board, the low disbursement rate is due to the fact that most projects are facing difficulties with land clearance. Some projects are also facing issues with specific land prices, making it difficult to hire consulting firms.

Reporting at the meeting, Director of the Project Management Board Ha Sy Son said that the unit is currently coordinating with the local authorities to persuade households to hand over land for several projects such as: Dao Nghia - Quang Khe road; Gia Nghia City Central Square…
“While conducting the inventory, Gia Nghia City is inviting households that are still opposing the project, actively persuading and working with them to hand over the land. Because only with the land handed over can the investor proceed with the project,” Mr. Son proposed.

Regarding land clearance, Vice Chairman of Gia Nghia City People's Committee Thach Canh Tinh informed: "Gia Nghia is continuing to persuade households to hand over the land for construction. We have directed the relevant communes and wards to both conduct surveys and persuade the people. For households facing difficulties, the local authorities will compile a list so that Gia Nghia City can directly go down and persuade the people."

Regarding earth fill materials, the Project Management Board is coordinating with the Department of Agriculture and Environment to expedite the environmental impact assessment. This week, the Project Management Board will submit a request to the Provincial People's Committee for approval of the earth fill quarry license for the Gia Nghia City Central Square Project. Once the license is granted, the land will be allocated to the project.
Regarding the Provincial General Hospital upgrade project, the Project Management Board is actively urging the contractor to expedite construction. In April 2025, the project will accelerate equipment supply to speed up disbursement.
Concluding the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ho Van Muoi, pointed out that regarding public investment, the Provincial People's Committee and the Department of Finance had fulfilled their responsibilities. Many documents were issued promptly to investors and coordinating departments and agencies. Furthermore, the Chairman and Vice-Chairman of the Provincial People's Committee even personally visited the sites to inspect the progress of each project and resolve issues one by one.

Now, there's no other way; project investors must be flexible and proactive. The Project Management Board is urging construction units to expedite final settlements to increase disbursement of funds. For any projects or works facing obstacles, they must report them immediately and resolve the issues there.
Regarding land clearance, the Chairman of the Provincial People's Committee is ready to work with local authorities to directly persuade each household in the project area. The project can only be implemented when the land is available. When the project is implemented and put into operation, the people will benefit greatly.
"There's no turning back now on with the disbursement of funds; everyone must get involved to accelerate the disbursement process. Avoid the mindset of waiting until the merger is complete before making decisions. Any head of a unit who fails to act or cooperate will be held fully responsible," emphasized Chairman of the Provincial People's Committee Ho Van Muoi.
