Dak Nong avoids the idea of waiting for merger in investment disbursement

The Chairman of Dak Nong Provincial People's Committee requested the investor to urge contractors to speed up the settlement of construction volume to avoid the idea of waiting for merger.

On the afternoon of April 1, Deputy Secretary of the Provincial Party Committee and Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi chaired a working session to listen to the Provincial Investment and Construction Project Management Board (PPMB) report on the implementation and disbursement of public investment capital in 2025.

Up to now, the Project Management Board has only disbursed 88 billion VND, reaching 4.82% of the capital plan for 2025.

In 2025, the PMU will allocate VND 1,827 billion for 26 projects. Of which, the central budget is VND 1,424 billion; the local budget is VND 159 billion; and the ODA source is VND 244 billion. To date, the unit has disbursed VND 88 billion, reaching 4.82% of the capital plan.

According to the Project Management Board, the low disbursement rate is due to the fact that most projects are stuck with site clearance. Some projects are stuck with specific land prices, making it difficult to hire consultants.

Reporting at the meeting, Director of the Project Management Board Ha Sy Son said that the unit is currently coordinating with the locality to mobilize households to hand over land for a number of projects such as: Dao Nghia - Quang Khe road; Gia Nghia City Central Square...

“In parallel with the inventory, Gia Nghia City invites households that still object to actively mobilize and work with them to hand over the land. Because with the land, the investor can implement the project,” Mr. Son proposed.

Regarding land acquisition, Vice Chairman of Gia Nghia City People's Committee Thach Canh Tinh informed: "Gia Nghia is continuing to mobilize households to hand over construction sites. We have directed relevant communes and wards to both count and mobilize people. For households facing difficulties, the localities will compile a list so that Gia Nghia City can directly mobilize the people."

Acting Director of the Department of Finance Tran Dinh Ninh proposed a number of solutions to promote public investment.

Regarding earth filling materials, the Project Management Board is coordinating with the Department of Agriculture and Environment to speed up the environmental impact assessment. This week, the Project Management Board will submit to the Provincial People's Committee for approval of the earth filling quarry license for the Gia Nghia City Central Square Project. Once the license is granted, the land will be allocated to the project.

For the Provincial General Hospital Upgrade Project, the Project Management Board has been actively urging contractors to complete the construction. In April 2025, the project will accelerate the supply of equipment to speed up disbursement.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi pointed out that in terms of public investment, the Provincial People's Committee and the Department of Finance have fulfilled their responsibilities. Many documents have been issued promptly for investors, departments and branches to coordinate. The Chairman and Vice Chairman of the Provincial People's Committee have even gone directly to the field to inspect the progress of each project to remove each project.

Now, there is no other way, the project investor must be flexible and proactive. The Project Management Board urges the construction units to speed up the settlement to increase the disbursement capital. For any projects or constructions that are stuck, report immediately to resolve them.

Regarding land acquisition and clearance, the Chairman of the Provincial People's Committee is ready to go down with the localities to directly mobilize each household in the project area. Once the land is available, the project can be implemented. When the project is put into operation, the people will benefit greatly.

“There is no turning back in capital disbursement now, everyone should join in to speed up the disbursement process. Avoid the mindset of waiting for the merger to be completed before deciding. The head of any unit that does not do anything or does not cooperate must take full responsibility,” emphasized Chairman of the Provincial People's Committee Ho Van Muoi.
