Safety in swimming for people and tourists is the top priority before each tourist season. Although the work of ensuring safety and rescue for tourists is always given special attention, there are still unfortunate cases. To make the tourist season safe, in addition to the efforts of the management and functional units, the awareness and responsibility of people and tourists are indispensable.

Ensure safety for tourists when swimming in the sea Sam Son City's rescue force is always on duty on the beach.

After 6 am, the beach at Sam Son beach was packed with people. As a key tourist city, in the first 6 months of 2023, Sam Son welcomed about 5.3 million visitors (equal to 119.7% compared to the same period). Ms. Bui Ha Quynh (32 years old, a tourist from Hanoi ) said that she and her family were also very worried when traveling to the beach because of a lot of information related to drowning. However, when coming to Sam Son, she felt more secure when seeing the sea rescue force working enthusiastically and responsibly. When seeing people swimming near the prohibited area, the rescuers blew whistles and waved flags. In case tourists deliberately did not comply with the regulations, the sea rescue force directly drove a jet ski to the scene to remind them and ask them to swim in a safe area.

According to statistics from the Center for Culture, Information, Sports and Tourism of Sam Son City, on average, the sea rescue and first aid team receives signals from dozens of cases needing help every day. Since the beginning of the 2023 tourist season, members of the Sam Son sea rescue team have helped bring more than 100 cases at risk of drowning to shore; at the same time, timely rescue and first aid for more than 20 cases of drowning on the beach...

In order to minimize possible risks to tourists and to ensure that the rescue, first aid and sea rescue work meet the requirements, before the tourist season, Sam Son City regularly coordinates with relevant units to organize training and drills to improve skills and knowledge of rescue, first aid and first aid for rescue team members. At the same time, the rescue force also fully prepares facilities to serve the task such as: medical equipment, flags, buoys, sunshades, watchtowers, signs, checking beaches to warn of dangerous areas...

Mr. Nguyen Ba Duc, a member of the first aid and rescue team at sea, said that from 5am to about 3pm is the time of rotation, and from 3pm to 6pm the whole team is present at the beach, because this is the time when the number of tourists swimming in the sea increases the most. The team always works with a high sense of responsibility, ready to jump into the sea when they see tourists needing help.

According to Mr. Duc, the time for swimming is clearly regulated, from January 1, 2023 to April 10, 2023, the morning is from 6:00 to 10:30; the afternoon is from 14:30 to 18:00. From April 11 to September 10, 2023, the morning swimming time is from 5:30 to 10:30; the afternoon is from 14:30 to 18:30. From September 11 to December 31, 2023, in the morning, visitors can swim from 6:00 to 10:30; and in the afternoon, from 14:30 to 18:00. That is the rule, but there are still many tourists who drink alcohol, beer, go swimming in the sea when tired, or swim when the sea is rough, big waves, strong winds,... causing difficulties and hindering rescue, first aid and rescue work at sea.

Mr. Duong Duc Hung, Deputy Director of the Center for Culture, Information, Sports and Tourism of Sam Son City affirmed: With the desire to bring satisfaction and safety to tourists, contributing to building the image of Sam Son coastal city as a safe, clean, civilized and modern destination, the city always pays special attention to sea rescue, first aid and first aid. The Sam Son sea rescue team has 55 members, divided into 5 groups, rotating 3 shifts per day, moving from the area at the foot of Doc Cuoc temple to Van Chai tourist area (3.5km long).

Specifically, the nearshore area of Sam Son City has 4 teams on duty at beaches A, B, C, D (team 1 from the foot of Doc Cuoc Temple to Tay Son Street; team 2 from Tay Son Street to Tong Duy Tan Street; team 3 from Tong Duy Tan Street to Hai Ba Trung Street; team 4 from Hai Ba Trung Street to the border of Van Chai tourist area). Team 5 is the offshore area, equipped with jet skis, patrol boats and buoy flags. In addition, first aid work is also arranged at 5 checkpoints at beaches A, B, C, D and the First Aid Center of the Red Cross Society of Sam Son City.

According to Mr. Hung, the regulation is that every 40 - 50m there will be a rescuer standing by to observe. If an incident is detected, the rescuer will promptly respond and notify the coordinating forces such as: rescue boats, medical staff, rescue teams (Fire Prevention and Fighting Police Department and Rescue, Thanh Hoa Provincial Police)... During peak times (from April 11 to September 10, 2023), the rescue force will mobilize 100% of its personnel, on duty from 5:30 a.m. to 6:30 p.m. every day.

In addition, the smart urban control center system with hundreds of surveillance cameras like "magic eyes" also helps the government flexibly control the situation 24/7. In case people have feedback or recommendations about tourists bathing in dangerous areas, outside of hours, or areas permitted for bathing according to regulations, they can contact the authorities directly via smartphone or the center's website. All images and videos collected from the camera system installed in the city will be transferred to the centralized control center, the system will analyze and issue warnings of violations, and at the same time, check and verify the warning level, support the police or specialized agencies, security teams... responsible for handling.
