The province has implemented many solutions to ensure social security, including continuing to care for people in remote areas, ethnic minority areas, mountainous areas, border areas, islands and vulnerable groups, and those in difficult circumstances. In particular, closely following the direction of the central government, the province has directed the implementation of activities to support people in difficult circumstances, associated with the emulation movement "Joining hands to eliminate temporary and dilapidated houses in Quang Ninh province by 2025", aiming to continuously improve the quality of people's lives, creating momentum for socio -economic development. In particular, the province has implemented housing support for 102 poor and near-poor households according to the province's multidimensional poverty standards; building new and repairing houses for 247 households with meritorious services to the revolution, relatives of martyrs in the area. To date, the disbursed budget is 9.16 billion VND (54%), expected to complete the program before October 30, 2025.
Units and localities in the province also pay much attention to implementing housing support for workers. Notably, to ensure living conditions for workers, TKV directed units to quickly complete investment procedures for workers' dormitories. In 2025, the Coal industry will start construction of Nui Beo mine workers' dormitories, Khe Cham mine workers' dormitories, strive to start construction of Thong Nhat mine workers' dormitories; it is expected that in 2026, Ha Lam mine workers' dormitories and Hon Gai mine workers' dormitories will be started, and the housing needs of workers will be continued to be reviewed to have further investment orientations.
Housing for low-income people has also been directed by the province to speed up the progress for handover. Recently, the joint venture of Global Financial Investment Consulting Joint Stock Company and Hanoi Housing Investment and Development Joint Stock Company No. 6 organized a lottery for the right to purchase and the location of the last 135 apartments of the social housing project in the residential area at Ngan Bang Hill. After the registration and approval process to ensure publicity, transparency, and compliance with legal regulations, the lottery had the participation of 378 qualified applications. The lottery took place transparently, objectively, and fairly under the close supervision of relevant departments, branches, and units along with 378 customers.
The province maintains the work of "Repaying gratitude" to ensure the correct, sufficient and timely implementation of policies and regimes. The whole province currently has over 48,000 people with revolutionary contributions and relatives of martyrs enjoying preferential policies according to regulations. Of these, there are over 8,300 people with direct contributions to the revolution (veteran cadres, Vietnamese Heroic Mothers, war invalids, sick soldiers, people infected with toxic chemicals)...
At the end of June, the province started the project to renovate and upgrade the monument of People's Armed Forces Hero Vu Van Hieu. This is a practical activity to pay tribute to the great contributions and sacrifices of comrade Vu Van Hieu, while contributing to promoting andeducating the tradition of patriotism for the younger generation.
Many new projects serving socio-economic development are being implemented. Recently, the province started two projects: Upgrading and expanding the Dat Do village road from Dong Cao - Do Bang road to Thong Nhat High School (former Thong Nhat commune) and the road to the provincial relic site of Vu Phi Ho Temple (former Le Loi commune). The projects are of great significance in developing traffic infrastructure, improving the landscape, and improving the quality of life of people in the area. At the same time, they contribute to connecting with traditional cultural heritages, promoting the historical value of the provincial relic site of Vu Phi Ho Temple and Bang Village Communal House - places with deep spiritual and cultural values and educating the local tradition of studiousness.
In the early days of implementing the 2-level local government model, the new government apparatus quickly went into smooth operation. Localities and units proactively arranged personnel, organized work flexibly, and maintained administrative discipline. Typically: Hong Gai Ward Public Administration Service Center received and resolved administrative procedures for people not only within Hong Gai Ward, but also for neighboring wards and communes, receiving an average of about 400 sets of documents per day. With careful preparation, reasonable personnel, and a serious sense of compliance with work order, all work of the ward proceeded smoothly, without interruption in resolving administrative procedures for people and businesses.
The spirit of “being close to the people” has also spread to each group and area. In many localities, leaders of wards, communes and special zones have quickly deployed working groups to residential areas to meet and receive people’s thoughts and feedback. Many meetings of the Party Committees of wards, communes and special zones were held immediately afterwards to discuss implementation solutions, in order to meet the expectations of voters and people, especially in improving the living environment, preventing flooding, and urban beautification, etc. Ms. Nguyen Thi Tam (Ha Long ward) said: Operating a two-level government apparatus is a major turning point for our country. People have high expectations for the new model. Each countryside and land will converge and combine many potentials and advantages to develop even more strongly. Legitimate issues related to life and livelihood will certainly be resolved well.
