
Currently, the province has 2,253 administrative procedures being applied at two levels of government, including 1,921 at the provincial level, 332 at the commune level, and 51 procedures that are shared and interconnected between the two levels. Based on the review and standardization of processes, the province has promoted the provision of online public services, creating favorable conditions for people and businesses to access and carry out procedures anytime, anywhere.
Specifically, there are 1,629 administrative procedures eligible for full online public service delivery and 581 administrative procedures providing partial online public service delivery. The expansion of online public service coverage demonstrates the province's determination to gradually shift from manual methods to a digital environment, reducing reliance on paper documents and direct contact, while simultaneously enhancing transparency in processing applications.
One of the key areas the province has been focusing on is the reduction and simplification of administrative procedures, especially those directly related to production and business activities. After reviewing 2,253 administrative procedures, the province identified 1,256 that met the criteria and successfully reduced processing times, achieving a 31% reduction. The results of this reform are even more evident in the production and business sector. Of the 1,243 administrative procedures related to production and business activities, nearly 700 have seen a reduction in processing time, representing a 38% reduction compared to the legally mandated processing time. Shortening processing times not only helps businesses reduce compliance costs but also creates significant room to accelerate investment, production, and business progress, thereby contributing to improving the province's investment environment.

Along with process reforms, Quang Ninh continues to promote digital transformation in administrative procedures, considering it a fundamental solution to improve service quality. The average rate of online application processing reached 98.4%, reflecting a significant change in the habits of citizens and businesses when accessing public administrative services. In particular, the rate of digitization of documents and results of administrative procedures reached 98.8%. Data from digitized documents continues to be exploited and reused at a rate of 95.5%, contributing to reducing the need for citizens and businesses to resubmit documents already in the system.
Furthermore, achieving 100% cashless payment for fees and charges in administrative procedures has created a significant step forward in building a modern, transparent, and risk-reducing administrative transaction environment.
The rate of timely and early processing of applications in the province consistently exceeds 99.5%, demonstrating a clear improvement in administrative discipline, order, and the sense of responsibility of the staff and civil servants. 100% of administrative procedures have their processing status publicly displayed in real time, allowing citizens to easily track progress and reduce waiting and anxiety. Survey results show a 99.7% satisfaction rate among citizens, reflecting high recognition and consensus from society regarding the province's administrative reform efforts.
With these outstanding results, Quang Ninh ranked 9th out of 34 provinces and cities on the National Public Service Portal (as of November 10, 2025). These achievements demonstrate that administrative procedure reform has become more in-depth and substantive. However, the province also recognizes that this is a continuous process, requiring continued review and improvement of institutions, enhancement of the capacity of officials and civil servants, and ensuring the stable and secure operation of digital infrastructure. In the coming period, Quang Ninh will continue to implement comprehensive solutions, aiming to build a professional, transparent, efficient, and service-oriented administration, contributing to the sustainable socio -economic development.
