The Hoa Binh - Moc Chau expressway project, with a total length of more than 33km, affects about 760 households, of which 72 households must be resettled; the total land area recovered is more than 318 hectares.
After arranging and organizing the 2-level local government model, localities have completed the Steering Committee of the expressway project at the commune and ward levels and urgently deployed the inventory of assets and crops; and developed plans for compensation, support and resettlement according to regulations.
However, the work of measuring, counting, determining the origin of land and making compensation plans is still slow; the handover of land in many areas has not met the schedule; 4 resettlement points and power line relocation have only reached 6-10% of the construction volume. The main reason is that the transfer of investors after the district level is still confusing; land legal documents are complicated.
The Chairman of the Provincial People's Committee requested the establishment of a provincial working group to thoroughly resolve difficulties and problems related to the project. Communes and wards urgently complete detailed plans for site clearance; establish site clearance councils, clearly assign responsibilities to officials in charge of each section of the route. Review and hand over complete documents from the district level (previously) to the commune level. Speed up the preparation and posting of compensation plans and make payments on schedule. Advance payments to contractors must be made seriously and in accordance with regulations..., ensuring the project is completed on schedule according to the direction of the Central and the province.
