Documents requesting opinions or instructions are "soaked" for a long time, without a response. Matters within authority are still sent around asking for opinions everywhere. No talking; no consulting, no proposing; no implementation or holding back, doing and listening...

The reason is that many party members and officials have the mindset that "if you don't do anything, you can't do anything wrong. It's better to stand before a disciplinary council than stand before a court."

The consequence is slowing down the resolution of work, causing more difficulties for the economy , and reducing people's trust in officials, party members and the public apparatus.

It is true that cadres must be afraid of making mistakes to avoid being disciplined or prosecuted. But if they are so afraid that they do not dare to do anything, do not dare to act, or do not know whether what they do is right or wrong, then it is necessary to review the capacity, moral qualities, and qualities of cadres and party members.

To solve this problem, the top solution is to promote political and ideological education, strictly implement Party resolutions and laws related to the responsibilities and powers of each agency and unit, especially the responsibilities and tasks that civil servants must perform.

Authorities also need to step in to re-evaluate their staff to see if they still have the capacity and qualifications to handle responsibilities, or even remove them from their current positions.

On the other hand, the policy system still has overlaps, contradictions, and is not suitable for practical requirements, so it is necessary to improve institutions, promote decentralization, decentralization, review and abolish regulations or habits of asking for opinions, agreements, policies, and unification...

The Politburo (13th tenure) has issued a Conclusion on encouraging and protecting dynamic, innovative, creative cadres who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good. It is known that the Ministry of Home Affairs is focusing very much on advising the Government to issue a Decree on this issue.

More than ever, officials and civil servants must overcome difficulties and challenges to carry out their duties. In particular, leaders need to uphold responsibility, dare to do, dare to take responsibility, be proactive and creative.
