This situation manifests itself in countless ways. For example, subordinates ask superiors for advice, and superiors tell them to follow regulations, thus passing the buck back and forth. Documents requesting opinions or guidance are left unanswered for extended periods. Matters within the authority of the agency are still sent around for opinions from various sources. And then there's silence; no advice or proposals; no implementation; or a hesitant approach, working while waiting and watching...

The reason is that many Party members and officials have the mindset of "if you don't do anything wrong, you won't make a mistake; it's better to stand before a disciplinary committee than to stand before a court."

The consequences include slowing down the resolution of issues, further hindering the economy , and eroding public trust in officials, Party members, and the government apparatus.

It's understandable that officials should be afraid of making mistakes to avoid disciplinary action or prosecution. However, if that fear leads to a complete lack of action, or an inability to determine whether what they are doing is right or wrong, then the competence, integrity, and moral character of these officials and Party members need to be re-evaluated.

To address this issue, the top solution is to strengthen political and ideological education, strictly implement Party resolutions and laws related to the responsibilities and powers of each agency and unit, especially the responsibilities and duties that civil servants must perform.

Authorities also need to step in to reassess their officials to see if they still have the necessary competence and qualifications to handle their responsibilities, or even remove them from their current positions.

On the other hand, the existing policy system is still overlapping, contradictory, and not in line with practical requirements, so it is necessary to improve the institutional framework, promote decentralization and delegation of power, and review and abolish regulations or practices that require seeking opinions, agreements, or approvals.

The Politburo (13th term) has issued a Conclusion on encouraging and protecting dynamic, innovative, creative officials who dare to think, dare to act, dare to make breakthroughs, and dare to take responsibility for the common good. It is understood that the Ministry of Interior is focusing intensely on advising the Government to issue a Decree on this matter.

More than ever, officials and civil servants must overcome difficulties and challenges to fulfill their duties. In particular, leaders need to uphold their responsibilities, dare to act, dare to take responsibility, and be dynamic and creative.
