Upon receiving notification of the results of his land registration application, Mr. Pham Lam (My Hoa village, Duy Hoa commune) shared: “The process of handling administrative procedures is much more convenient now. The officials' working style is quite professional. Procedures are processed quickly, and we are given specific dates for receiving the results, instead of having to wait anxiously like before. I am very satisfied.”
According to Ms. Doan Thi Thanh Tam, Permanent Deputy Secretary of the Duy Hoa Commune Party Committee, in implementing the "effective mass mobilization" model for administrative reform, the locality focuses on innovating management and operation activities towards enhancing effectiveness, efficiency, transparency, democracy, friendliness, and closeness to the people.
The "one-stop" service center handles administrative procedures for citizens quickly and accurately, without any backlog of applications. Currently, Duy Hoa is processing 114 administrative procedures, many of which are completed within the same day. The "one-stop" service center has arranged a duty roster for leaders and officials, a suggestion box, a hotline, and signage clearly indicating the area of service, the name and title of the person receiving the administrative procedures, making it convenient for citizens to contact them.
Recognizing the "Effective Mass Mobilization" emulation movement as a regular task, the Duy Xuyen District Party Committee directed its synchronized implementation across state agencies and armed forces. Sixteen heads and deputy heads of departments, bureaus, and public service units under the District People's Committee, and 14 chairmen of commune and town People's Committees were assigned to oversee government mass mobilization work.
In 2023, the district's administrative procedure reception and processing department received 1,862 administrative procedure dossiers, with an on-time resolution rate of nearly 80%. The district-level Public Administration Center processed administrative procedures according to the "5-step electronic process" (reception, appraisal, approval, stamping - digital signing, and result delivery), providing 252 online public services out of a total of 280 administrative procedures under the district's authority on the provincial public service portal, achieving a rate of 90%, contributing to creating favorable conditions for organizations and individuals when carrying out administrative procedures with state agencies.

Mr. Luu Van An, head of Tra Kieu Tay village (Duy Son commune), said that in recent times, the village Party branch and People's Committee have launched many good models and methods related to "skillful mass mobilization," bringing the Party and State's guidelines, policies, and laws to the people.
Many effective models have been implemented, such as "Self-managed roads within solidarity groups," "Environmental landscape protection," "5 no's, 3 clean's," and "Exemplary grandparents, filial children and grandchildren"... Aiming to maintain and improve the quality of model new rural criteria and uphold the status of cultural village for 21 consecutive years.
According to Mr. Tran Huy Tuong, Deputy Head of the Duy Xuyen District Party Committee's Mass Mobilization Department, in implementing the campaign "All people unite to build new rural areas and civilized urban areas," over the past 15 years, people have unanimously donated 314,000 square meters of land, more than 133,000 working days, and 210.4 billion VND to build rural infrastructure.
From this movement emerged many exemplary models of "skillful mass mobilization," such as "Mobilizing people to donate land and structures for the construction of Highway 13 and Dong Giai Bridge" (Duy Hoa commune); "Mobilizing people to donate land and structures in the construction of new rural areas and model new rural areas" in various communes; and the "Building a civilized urban area" model (Nam Phuoc town)...
The movement to build a cultured way of life is also becoming increasingly profound, with many effective models emerging such as "Electric lines and national flag lines"; "Model women's association with 5 no's and 3 clean's"; "3 no's in funerals"; "No scattering of votive paper on the funeral procession route"...
In the field of ensuring security and order, there are exemplary models such as "Listening to the people's opinions and contributions to building the people's police force"; "Rehabilitating and educating children who break the law in residential communities"; "Safety in Tra Nhieu Tourist Village"; "Self-governing families"; "5+1"; "Residential areas free from crime, social evils, and lawbreakers"...
Mr. Nguyen Quang Manh, Permanent Deputy Secretary of the Duy Xuyen District Party Committee, said that in reality, the "Skilled Mass Mobilization" emulation movement is a lever to promote consensus in the community, creating a strong and sustainable bond between the Party, the State, and the people.
Over the 15 years since launching the movement, Duy Xuyen has developed 165 effective models that have spread throughout the community, including 148 collective models and 17 individual models, contributing to the successful implementation of the political tasks of the locality and units.
