The Law on Identification takes effect from July 1, 2024, replacing the 2014 CCCD Law currently in effect. From this point on, the CCCD card will be renamed the ID card.

When will the iris be collected?

One of the new points of the Identity Law compared to the CCCD Law is that when applying for an ID card, people will have to add information about their irises to the Identity Database.

The above regulation makes many people wonder: if they are using a chip-embedded CCCD card, do they need to add an iris scan? Because more than 83 million chip-embedded CCCD cards issued in the past have not been updated with this information.

Lieutenant General Nguyen Minh Duc, Deputy Chairman of the National Assembly 's Defense and Security Committee, said that the collection of irises in the biometric group is a new point stipulated in the Law on Identification.

From July 1, 2024, when people come to apply for new, changed, or reissued ID cards, the ID management agency will collect iris data to enrich the information data for the ID database.

Mr. Duc said that the iris collection will be carried out by the identity management agency using specialized equipment.

Regarding the CCCD cards with chips issued in the past, Lieutenant General Nguyen Minh Duc affirmed that the Law on Identification has transitional provisions. Accordingly, citizens who currently have CCCD cards will continue to use them until the expiration date stated on the card. The validity of CCCD cards and ID cards are the same.

Therefore, after the Law on Identification takes effect, citizens do not need to go to the identification management agency to declare more or integrate information; except in cases where citizens request to issue a new identification card or have changes in personal information.

Over 60 years old have to change ID card?

The Law on Identification expands the scope of subjects granted identification cards to include children under 14 years old (issued on demand, not mandatory).

With this, Vietnamese citizens will have to carry out procedures to renew their ID cards when they reach the age of 14, 25, 45 and 60.

Currently, the Ministry of Public Security has issued 83 million chip-embedded CCCD cards to people nationwide. According to the provisions of the ID Law, when reaching the age of card renewal (25 years old, 45 years old and 60 years old), those who are using chip-embedded CCCD cards will have to be issued an ID card.

A case that many people wonder about is, for citizens over 60 years old and using CCCD with chip, do these people have to change to ID card or not?

According to the ID Law, citizens aged 60 and over will no longer have to renew their ID cards, meaning they can use them for life. Therefore, they will not be required to change to an ID card, but can continue to use their existing chip-embedded CCCD cards.

During the process of drafting the ID Law, some opinions said that if there is no regulation on changing ID cards for people over 60 years old, changing the name on the ID card will not be meaningful for this group of people.

The National Assembly Standing Committee said that after the Law on Identification comes into effect, both chip-embedded CCCD cards and ID cards will be accepted for parallel use, with no difference in value.

As for people over 60 years old, their identity characteristics are basically stable and rarely change, so there is no need to regulate the issuance and replacement of cards for people of this age.

However, the law also stipulates that citizens are allowed to change to an ID card upon request. Therefore, people over 60 years old who have been issued a chip-embedded CCCD card and want to change to an ID card can still do so according to regulations.
