The Party is devoted to the people, the people are devoted to the Party.

Throughout the process of leading the Vietnamese revolution, our Party and President Ho Chi Minh always deeply recognized the great role and strength of the people.

President Ho Chi Minh affirmed: “In the sky, nothing is more precious than the people. In the world, nothing is stronger than the united force of the people”. Therefore, in all revolutionary stages, in favorable times as well as in difficult times, the Party has always paid great attention to and taken care of building and consolidating the flesh-and-blood relationship between the Party and the people, serving the people, being supervised by the people, being responsible to the people for its decisions, creating a unique feature in the Party’s concept of the relationship between the Party and the people: “The Party must be devoted to the people, then the people will be devoted to the Party”.

However, in addition to outstanding achievements, the relationship between the Party and the people has sometimes revealed limitations and shortcomings. Because a number of cadres and party members lack exemplary behavior, have degraded in political ideology, moral qualities, and lifestyle, and have violated the people's right to mastery, thereby reducing the people's trust in the Party. Deeply aware of the dangers from these weaknesses, the Party advocates promoting the building and rectification of the Party and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, morality, and lifestyle, and who show signs of "self-evolution" and "self-transformation".

The viewpoint that “people are the root” is deeply understood and raised to a new level; taking the happiness and prosperity of the people as one of the criteria for assessing the people’s trust in the Party, the State, and the socialist regime. Each cadre and Party member of the Party in thinking and acting must be for the legitimate interests of the people, rely on the people, listen to what the people say, speak so that the people understand, and make the people believe; constantly improve the material and spiritual life of the people; strive to successfully realize the aspiration to develop the country by 2030 into a developed country with modern industry and high average income, and by 2045 to become a developed country with high income. Specifically:

Firstly, all activities of the Party are aimed at serving the Fatherland and the people. The Party must create a new step of development in intelligence, political capacity, and be truly ethical and civilized; set out correct guidelines and policies; have enough prestige and leadership capacity to successfully implement the Party's goals and ideals; and be worthy of the people's absolute trust. Each cadre and Party member of the Party must be truly imbued with revolutionary ethics; be truly diligent, frugal, honest, upright, impartial and selfless; do everything that is beneficial to the people and avoid everything that is harmful to the people; truly trust the people, respect the people, be close to the people, rely on the people, and be responsible to the people; and be worthy of being both a leader and a truly loyal servant of the people.

“Having the people means having everything, losing the people means losing everything”. That is a lesson that has been proven by the historical practice of our nation and other countries in the world. Therefore, the Party and the State must always thoroughly grasp and seriously implement the viewpoint that “the people are the root”. The people are the center and the subject of the renovation, construction and protection of the Fatherland; all guidelines and policies must truly originate from the aspirations, rights and legitimate interests of the people; regularly consolidate and enhance solidarity within the Party and the political system; strictly implement the principles in Party building, especially the principle of democratic centralism. Promote democracy within the Party, expand democracy in the political system and the whole society, and build a clean and strong Party.

Second, the Party advocates building and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people, considering it a central task in the innovation of the political system. The socialist rule-of-law state that we build must be a clean, strong, streamlined, effective, and efficient state; enhancing the capacity to serve the people and for the development of the country. To realize the principle that all power belongs to the people, so that power is not corrupted, the Party advocates gradually perfecting the mechanism for controlling power.

Accordingly, the mechanism of “Party leadership, State management, people mastery” and the motto “People know, people discuss, people do, people inspect, people supervise, people benefit” continue to be perfected, concretized and well implemented so that people can directly control state power; effectively ensure citizens’ rights as prescribed by the Constitution and laws. Take work results, satisfaction and trust of the people as important criteria to evaluate the quality of the Party’s apparatus as well as the quality of its cadres and party members. Continue to improve the effectiveness and efficiency of state management, ensure effective implementation of policies and laws; constantly improve the material and spiritual life of all classes of people, and effectively implement social security policies.

Over the past years, under the leadership and direction of concentration, determination, continuity, focus, and key points on strengthening power control, expanding democracy in the political system, and implementing the principle that all State power belongs to the people, remarkable achievements have been made. Thanks to that, there has been a positive change in the work of Party building and rectification, improving leadership capacity, fighting strength, and solidarity within the Party, consolidating people's trust in the Party, the State, and the regime. The close relationship between the Party and the people has been creating the impetus and combined strength to realize the goals, visions, and missions of the Party; meeting the requirements of continuing to comprehensively and synchronously promote the cause of national renewal; and being a solid foundation to realize the aspiration of turning our country into a developed country, following a socialist orientation by the middle of the 21st century.

Third, the Party advocates maintaining and strengthening the absolute and direct leadership in all aspects of the Party, the centralized and unified management of the State over the cause of national construction and defense; arousing and promoting the will of self-reliance, self-strengthening, the strength of the great national unity bloc, building an increasingly solid "people's heart position"; building a revolutionary, disciplined, elite, and gradually modern People's Army; by 2025, basically building a lean, compact, and strong Army, creating a solid foundation, striving by 2030 to build a revolutionary, disciplined, elite, and modern People's Army. The Army is worthy of being a sharp tool of violence of the Socialist Republic of Vietnam, fighting for the goals and ideals of the Party, for national independence and socialism; always fulfilling its role as a fighting army, a working army, and a production labor army, worthy of the trust of the Party, the State and the people.

To successfully complete its tasks, the Army must always uphold the spirit of revolutionary vigilance, smash all plots and actions against the country, violate the sovereignty of the borders, seas and islands of the Fatherland; always promote the glorious tradition of a revolutionary army, born from the people, fighting for the people; be the core force, take the lead, be present in time in key places, not afraid of danger to protect the lives and property of the State and people. Army units are always proactive in planning and preparing in all aspects, ready to prevent, combat, overcome the consequences of natural disasters, search and rescue. Proactively coordinate with local Party committees, authorities and forces to actively participate in the movement of gratitude, hunger eradication and poverty reduction, new rural construction, building safe areas, building the political system at the grassroots level. These are practical actions, making an important contribution to the cause of consolidating and strengthening the great national unity bloc, strengthening the "people's hearts", the potential and the national defense posture; strengthening the close relationship with the people, mobilizing the people to well implement the Party's guidelines and policies and the State's laws, contributing to further embellishing the heroic tradition and noble qualities of Uncle Ho's soldiers in the new period.
