How to register a vehicle after July 1, 2025?

In order to implement the policy of rearranging and reorganizing administrative units at all levels, the Ministry of Public Security has just issued instructions to local police on vehicle registration. According to the instructions, all commune-level police and traffic police departments shall register automobiles, specialized motorbikes, and motorcycles of domestic organizations and individuals with headquarters and residence in provinces and centrally-run cities.

People or organizations that need to register cars, motorbikes, and specialized motorbikes can choose to register their vehicles at the Traffic Police Department or any commune-level police station in the province or city where they reside.

Vehicles with confiscated origin must be registered at the Traffic Police Department.

Particularly for communes where a part of the administrative boundary is separated and merged with many new commune-level administrative units, while waiting for the completion of population data, vehicle registration for organizations and individuals in that commune will be carried out by the Traffic Police Department.

The Traffic Police Department said that the license plate symbols of the new provinces and cities include the license plate symbols of the merged localities. “License plates with local symbols that retain their names after the merger were issued first (for example: Hung Yen province: 89, Ninh Binh province: 35, Dong Thap province 66), An Giang province alone issued the symbol 68. After all these license plate symbols are issued, the remaining symbols will be issued from low to high,” said a representative of the Traffic Police Department.
