On the occasion of Vietnamese Entrepreneurs' Day, Prime Minister Pham Minh Chinh and Deputy Prime Ministers Tran Luu Quang and Le Minh Khai chaired a meeting between the Government Standing Committee and businesses and entrepreneurs. The meeting took place at the Government Headquarters and connected online to the headquarters of the People's Committees of provinces and centrally run cities. Business community promotes investment and technological innovation

As of September 30, 2023, there were 881,229 enterprises operating nationwide, an increase of 26,871 enterprises (3.15%) over the same period in 2022; there were 115,935 newly established enterprises, an increase of 3,602 enterprises (3.21%) over the same period.
According to estimates by the General Department of Taxation, the non-state enterprise sector had a total revenue of over VND 11.8 million billion in the first 6 months of 2023, an increase of 16.17% over the same period in 2022. In the first 9 months of 2023, budget payments through VAT reached over VND 97 trillion, corporate income tax reached nearly VND 248 trillion, up 6% and 17% respectively over the same period.
The state-owned enterprise (SOE) sector has basically made efforts to organize production and business to achieve the set plan, ensuring major balances of the economy and stabilizing the macro economy. As of June 30, 2023, the total revenue of SOEs nationwide reached nearly 690 trillion VND, equal to 50% of the plan.
In particular, with Vietnam's policy of encouraging innovation, new economic models have emerged and developed in Vietnam in recent times. Many enterprises have pioneered in promoting investment, technological innovation, and business models towards green economy and circular economy. In the context of domestic production and business activities in the first months of 2023 being strongly affected by international economic and geopolitical instability, the Government and the Prime Minister have closely directed ministries, branches and localities to drastically implement flexible and effective policies and solutions to adapt to the new situation.
The Government's key viewpoint in supporting and developing enterprises in the coming time is to provide maximum support for enterprises to develop, considering the removal of barriers and difficulties for enterprises as the top political task. Continue to improve the investment and business environment in an open, convenient, safe and friendly manner, approaching international standards; simplify pre-inspection, strengthen post-inspection based on clear, transparent and reasonable standards and criteria; promote the application of technology and digital transformation in the state management agency system.
Proactively develop policies and prepare necessary resources to support businesses to proactively adapt to future fluctuations, promote innovation, enhance competitiveness, and develop rapidly and sustainably. Support businesses with a focus and key points, anticipate new business trends; develop new business models based on innovation, digital economy, sharing economy, circular economy, green economy and sustainable business; promote the formation of businesses with the ability to lead in a number of potential industries and fields to create new growth drivers and achieve sustainable goals...
At the meeting, business representatives also discussed a number of issues on building and promoting technological capacity and innovation of Vietnamese entrepreneurs in the implementation of industrialization and modernization of the country; solutions for developing a circular economy; sustainable development of the tourism industry; promoting the team of female entrepreneurs; promoting the pioneering role of young entrepreneurs in promoting innovative startups; solutions for developing night-time economic models; solving the problem of preferential capital for businesses; supporting small and medium enterprises...

Speaking at the meeting, Prime Minister Pham Minh Chinh was delighted to say that the Vietnamese business community and entrepreneurs have grown in many aspects. They have made important contributions to the revolutionary cause of the Party and State and the country's socio-economic development; many businesses have reached the world level, bringing Vietnamese brands to the international market; businesses and entrepreneurs have also demonstrated social responsibility, the spirit of helping each other, supporting social security activities, effectively reducing poverty, and especially, joining hands with the nation to overcome the COVID-19 pandemic.

Last year, domestic and international conditions faced many difficulties, the market was narrowed, the supply chain was broken... However, businesses promoted market expansion and initially overcame difficulties. Up to now, the country's growth rate is higher in each quarter than the previous quarter, inflation is under control, public debt is well controlled, people's lives are improved... in which there is a great contribution from the business community.
The Prime Minister emphasized that in the coming time, the Government will specify policies on building and developing a team of Vietnamese entrepreneurs in the new era to develop in the right direction with businesses and entrepreneurs. In particular, continue to maintain macroeconomic stability so that businesses can confidently invest. Improve the investment and business environment, policies, enhance national competitiveness, promote administrative reform, build a digital economy, digital government, digital citizens to support businesses. Continue to remove difficulties and bottlenecks, create favorable conditions, increase access to credit sources for people and businesses. Promote the development of safe, transparent, public, democratic markets (capital, labor, real estate, science and technology markets...) to meet the development requirements of businesses.
The Government requested ministries, branches and localities to review difficulties and obstacles of enterprises and have plans to thoroughly and effectively resolve long-standing obstacles that hinder business operations. Promote the disbursement of public investment capital to contribute to promoting business development.
In particular, effectively implement the Law on Enterprise Support; strongly promote the application of science and technology; build a startup and innovation ecosystem; strengthen the connection between labor supply and demand; train and foster human resources; promote national digital transformation; arouse internal strength, strongly encourage the development of enterprises, especially in the fields of manufacturing, processing, high technology, and information technology.
Strengthen the effective implementation of business support policies, especially policies on taxes, fees and charges... Have policy mechanisms to encourage digital transformation, green transformation, and development of new industries.
The Prime Minister requested the business community and entrepreneurs to continuously improve their competitiveness, reach regional and international levels; strengthen links and cooperation to create combined strength and raise the national position. Proactively innovate production and business models; constantly innovate and enhance the national brand; expand markets, diversify products, and diversify supply chains.
At the same time, focus on developing the Party in enterprises. Develop corporate culture, build a team of entrepreneurs with talent, virtue, heart and vision. In particular, promote business ethics, harmonize the interests of the State, people and enterprises. Associations and associations promote the role of supporting enterprises and doing a good job of criticizing policies, acting as a bridge between enterprises and the Party and the State.

Ha Tinh currently has nearly 12,800 enterprises and affiliated units, of which about 8,660 are operating, with an average registered capital of VND 7 billion/enterprise. In the first 9 months of 2023, nearly 900 new enterprises were established, with a total registered capital of nearly VND 3,700 billion. The business sector contributes nearly 79% of the total budget revenue and about 81% of the total social investment capital in the province. The development of businesses has promoted the economic restructuring in the right direction (reducing the proportion of agriculture, increasing the proportion of industry, construction and services), the efficiency of using input factors for the economy has been significantly improved; creating jobs for nearly 88,000 workers. Along with important contributions to the economy, in recent times, businesses have clearly demonstrated their roles and responsibilities with all levels, sectors and the community; effectively solving social security issues, supporting the poor, natural disasters, storms, floods and epidemics with hundreds of billions of VND. |
