Minimize book changes
In 2025, the review of curriculum and textbooks will be carried out in the context of the whole country implementing the arrangement of provincial-level administrative units according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units.
Based on the review, the Ministry of Education and Training (MOET) has identified a number of subjects that are directly affected by the change of administrative boundaries, including: History and Geography for grades 4, 5, and 9; Geography for grade 12; History and Economic and Legal Education for grade 10. These subjects will take steps according to regulations to revise the subject curriculum as a basis for revising textbooks, such as updating requirements, knowledge content, place names, data, maps, charts, and socio-economic information, etc.
According to the Ministry of Education and Training , the revision of subject programs is carried out on the principle of minimizing changes to textbooks and strengthening guidance so that teachers and schools can proactively implement the program according to their authority to suit reality.
The 2018 General Education Program represents the general education goals, ensuring a unified orientation and core, compulsory educational content for students. Textbooks specify the content of the Program and are identified as important learning materials and documents for schools to choose to organize teaching. Teachers and schools are given the right to proactively arrange learning topics, update and supplement content to suit the students, teaching and learning conditions and practical conditions.
Therefore, in the 2025-2026 school year, teachers and schools will continue to use the current curriculum and textbooks, while being responsible for proactively selecting and adjusting teaching materials, lessons, and topics to suit local realities and the two-level government model.
In the coming time, the Ministry of Education and Training will issue documents directing and guiding localities and schools to implement continuously, without interruption and in accordance with reality.
Urgent review and implementation
The Ministry of Education and Training said that it is urgently completing the review and assessment of the implementation of the 2018 general education program to update and adjust a number of subjects to ensure that the program is implemented in accordance with reality; better meeting the requirements of innovation and the country's socio-economic development through each period. Among them, there are subjects affected by administrative boundary adjustments. The Ministry of Education and Training will guide publishers, organizations and individuals with approved textbooks to make necessary adjustments to update new administrative information in the direction of ensuring the stability of textbooks and effectiveness in teaching and learning.
Regarding local education content, based on Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units, on the basis of the framework program and documents issued by the Ministry of Education and Training, localities proactively select and develop local education content, ensuring that it is consistent with the characteristics of the new administrative unit and the two-level local government organization model, promoting local initiative in organizing program implementation, while ensuring that education content is promptly updated according to new administrative and social changes.
Regarding textbook publishing units, Associate Professor, Dr. Nguyen Van Tung, Member of the Board of Members, Deputy Editor-in-Chief of Vietnam Education Publishing House, said that Vietnam Education Publishing House has directed its member units to organize drafts and editorial boards to review and compile statistics on content requirements, knowledge, data, place names, maps, charts, socio-economic information, related to changes in administrative boundaries and two-level government, and report to the Ministry of Education and Training for instructions on corrections. After the Ministry of Education and Training issues the revised and updated content in the curriculum of a number of subjects as announced by the Ministry of Education and Training, Vietnam Education Publishing House will proceed to correct the textbooks and submit them to the Ministry of Education and Training for approval according to the correct procedure.
Accordingly, the principle of textbook revision must closely follow and update the content of the requirements to be achieved, knowledge, data, place names, maps, charts, socio-economic information, etc., on the principle of minimizing the revision of textbook content. The methods, knowledge; especially the teaching methods of textbooks are improved in the direction of developing capacity and qualities in the right direction.
Associate Professor, Dr. Nguyen Van Tung said that the Publishing House has organized the compilation to approach the quality of textbooks in countries around the world. Our quality focuses on "Scientific and modern standards". The Ministry of Education and Training will have specific instructions on this, with the spirit that schools and teachers will be proactive in adjusting materials, lesson content, and teaching topics based on the local reality and the two-level government.
Vietnam Education Publishing House will actively support schools and teachers in using current textbooks in accordance with the direction of the Ministry of Education and Training.
