The People's Committee of Thanh Hoa province has just issued a plan to inspect, review, and handle investment projects using land for commercial services in the province that have been allocated or leased land but are behind schedule or show signs of using land for purposes other than those intended.

Many projects were allocated land more than 10 years ago, but to this day, implementation has been slow or the land has not been used effectively.
For projects that are eligible to continue implementation and for projects that are behind schedule but have the potential to be rectified, businesses are required to focus resources and urgently accelerate project completion. Investors of projects experiencing delays are required to sign commitments regarding project completion timelines.
According to statistics, the province currently has 158 projects using land for commercial services that have been allocated or leased land but are behind schedule or show signs of land misuse. These projects are spread across many localities and include diverse types such as shopping centers, hotels, integrated service areas, eco- tourism areas, parking lots, car showrooms, resorts, etc.

Thanh Hoa province is conducting inspections and reviews of 158 projects that are behind schedule or show signs of land use violations, and is determined to revoke the licenses of projects that violate regulations.
Many projects have been allocated land for a long time but are still slow to implement or have not put the land into effective use, such as: the B-TM1 commercial, service and residential area in the Dong Huong New Urban Area, Hac Thanh ward; the Toan Tich Thien high-end resort in Nam Sam Son ward; the cultural and commercial service center at 06 Le Loi Avenue, Hac Thanh ward; the Tien Thanh beach ecological tourism area in Hoang Tien commune, Hoang Thanh district...

A comprehensive review of projects using land for service and commercial purposes in the province that have been allocated or leased land will be conducted to clarify the legal status, implementation progress, difficulties, obstacles, and responsibilities of relevant organizations and individuals for each project. Project investors who are behind schedule will be required to sign commitments regarding project completion timelines.
For projects that violate legal regulations and cannot be rectified, projects with prolonged delays, projects with incompetent investors, or those deliberately delaying progress, consideration should be given to handling and revoking the licenses in accordance with regulations. The inspection and handling process must be completed before August 10, 2026.
