Complete the synchronous strategic infrastructure system

On the afternoon of October 23, authorized by the Prime Minister, Minister of Planning and Investment Nguyen Chi Dung presented a report on the mid-term assessment of the implementation of Resolution No. 16/2021/QH15 on the 5-year Socio-Economic Development Plan 2021-2025, Resolution No. 31/2021/QH15 on the Economic Restructuring Plan for the 2021-2025 period.

In which, Mr. Nguyen Chi Dung presented 12 main tasks and solutions for socio -economic development in the coming time.

First, Mr. Nguyen Chi Dung mentioned the tasks and solutions to firmly and consistently target macroeconomic stability, control inflation, and ensure major balances. Enhance internal capacity, autonomy, and position in the global value chain... Respond flexibly, promptly, and effectively to address challenges, take advantage of opportunities, and continue to strongly promote growth drivers (investment, consumption, and export).

Second, speed up the progress of building and perfecting institutions, ensuring a synchronous legal system; quickly and effectively organizing the implementation of laws, resolutions, mechanisms and policies.

Resolutely reform administration, cut administrative procedures and business regulations, improve the investment and business environment; develop safe, healthy, effective, sustainable and integrated markets.

Third, create strong changes in economic restructuring associated with growth model innovation; promote digital economy, green economy; research and develop new industries, high technology, source technology, new materials; improve productivity, quality, efficiency and competitiveness of the economy; build international and regional financial centers in Ho Chi Minh City and Da Nang. Mobilize public-private partnership resources and social resources for development.

Fourth, further accelerate the implementation progress and disbursement of public investment capital, especially key transport projects; complete the synchronous strategic infrastructure system, especially transport infrastructure such as the North-South and East-West expressways, accelerate the preparation progress of the North-South high-speed railway project, develop energy infrastructure, digital infrastructure associated with improving internal capacity. Innovate methods and approaches to effectively implement the 3 National Target Programs; including studying and piloting the decentralization of implementation to the district level.

Fifth, promote human resource development, especially in high-tech fields (such as chips and semiconductors); focus on training 50,000-100,000 high-quality human resources for the electronic chip manufacturing industry by 2025 and 2030; research and develop mechanisms to promote the leading role and driving force of science, technology and innovation; create breakthroughs in productivity, quality, efficiency and competitiveness of the economy.

Completing a synchronous legal framework to implement wage policy reform from July 1, 2024

The sixth task and solution mentioned by Minister Nguyen Chi Dung is to promote the development of regional linkages, economic zones and urban development; restore and grow economic locomotives; quickly and effectively implement the National Master Plan, regional plans and provincial plans; and strongly promote the effectiveness of Regional Coordination Councils.

Seventh, pay attention to and develop culture and society, closely and harmoniously linking them with economic development; implement social progress and equity, and improve people's material and spiritual life. Focus on developing and submitting to competent authorities for promulgation the National Target Program on cultural revival and development and research and report to competent authorities the National Target Program on preventing and improving the effectiveness of drug addiction treatment. Research and develop a comprehensive population policy framework, ensuring a replacement birth rate appropriate to regions, areas, population groups, and population quantity and quality, contributing to prolonging and taking advantage of the golden population period.

Eighth, promote green transformation, proactively respond to climate change, prevent and combat natural disasters, strengthen resource management and environmental protection.

Ninth, improve the effectiveness and efficiency of state management and the capacity to create development. Continue to promote decentralization and delegation of authority in conjunction with inspection, supervision, control of power and resource allocation; review and arrange a streamlined, effective and efficient apparatus. Build and perfect a synchronous legal framework to promptly and effectively implement the plan to reform the wage policy from July 1, 2024.

Tenth, consolidate and strengthen national defense potential, protect and maintain independence, sovereignty, territorial integrity, maintain political stability, social order and safety, especially security and order at the local level.

Eleventh, tighten discipline and administrative order; further promote the prevention and fight against corruption, negativity, vested interests, practice thrift, and combat waste.

Twelve, improve the effectiveness of foreign affairs activities, proactively and actively integrate into the international community, promote more strongly the pioneering role of foreign affairs in maintaining a peaceful and stable environment, mobilizing external resources for national development, contributing to consolidating and further enhancing the country's international position and prestige.
