To concretize Resolution No. 10-NQ/TU and Resolution No. 12-NQ/TU of the Provincial Party Committee, the Department of Internal Affairs advised the Provincial People's Committee to issue Decision No. 1576/QD-UBND dated August 31, 2022, approving the Project on Human Resource Development in Dien Bien Province until 2025, with orientation to 2030. The Provincial People's Committee directed the implementation of organizational restructuring, reviewing the functions and tasks of agencies and units in accordance with regulations on organizational structure and decentralization of management. The review of tasks and rearrangement of the staff of civil servants and public employees ensured a streamlined structure without increasing the number of personnel, thereby improving the effectiveness and efficiency of operations.

Agencies, units, and localities have focused on implementing and creating favorable conditions for civil servants to participate in training and professional development to improve their expertise; equipping and updating necessary knowledge on state management, administrative reform, and integration. At the same time, they have perfected the standards for ranks, leadership and management positions, and job positions of civil servants to meet the requirements of improving the quality of human resources in the province and units. From 2022 to the present, the implementation of tasks related to training and professional development of civil servants has been conducted scientifically and uniformly from the provincial level to the grassroots. Training and professional development have been linked to the practical human resource requirements of agencies, units, and localities, and to the implementation of tasks to build, improve, and enhance the quality of the civil servant workforce according to the regulations of the Central Government and the province. In 2022, the entire province provided training and professional development to 26,236 people, exceeding the planned target by 6.5%. This included professional training, political theory, state management, leadership skills, national defense and security, foreign languages, information technology, and local dialects for 5,718 officials and civil servants.

As of December 31, 2022, the total number of civil servants and public employees in the province was 24,088. Of these, 7,229 were at the provincial level, with the following professional qualifications: 1,266 (17.51%) with postgraduate degrees; 4,005 (55.4%) with university degrees; 1,821 (25.19%) with college or vocational degrees; and 137 (1.9%) with basic or remaining qualifications. Regarding political theory qualifications: 346 (4.79%) had advanced degrees; and 1,161 (16.06%) had intermediate degrees. The total number of civil servants and public employees at the district level was 14,274. Their professional qualifications included: 358 (2.51%) with postgraduate degrees; and 10,842 (75.96%) with university degrees. Regarding college and intermediate level qualifications: 3,038 people (21.28%); elementary level and the rest: 36 people (0.25%). In terms of political theory qualifications: Advanced level: 221 people (1.55%); intermediate level: 2,043 people (14.31%).

Over the years, along with training and improving the professional skills of officials and civil servants, units and localities in the province have focused on the rotation of cadres, sending them to grassroots levels to build and plan for a pool of cadres who are trained and honed through practical experience, are highly skilled in their profession, and possess strong political convictions. This contributes to economic and social development and maintains security and political stability in the locality.

Muong Ang is one of the localities that has done well in the rotation of cadres. The Muong Ang district has thoroughly disseminated the requirement for cadre rotation to all agencies, units, and cadres subject to rotation within the district. At the same time, it has frankly analyzed the causes and limitations in the cadre rotation work that has been implemented, thereby drawing lessons learned. The positions and staffing of rotated cadres remain unchanged at their previous units, not being cut to the communes as before, creating conditions for rotated cadres to work with peace of mind and successfully complete their tasks. Regular meetings are held every 3-6 months with rotated cadres to assess their performance, understand their thoughts and aspirations, and promptly resolve any difficulties and obstacles arising at the grassroots level.

With a cautious and clear approach, ensuring the principle of democratic centralism, from 2016 to the present, the Standing Committee of the Muong Ang District Party Committee has transferred and rotated dozens of cadres from the district to the communes and vice versa. Most of the transferred cadres have become more mature, grasped and managed work more comprehensively, effectively implemented democratic centralism, reduced factionalism and nepotism in the locality; and gained the trust and confidence of the people. Many cadres, after being transferred, have been appointed to higher positions by their superiors.

As an official trained and developed from the grassroots level, Comrade Nguyen Duc Quang, Head of the Education and Training Department of Muong Ang District, shared: "Having worked as an official in the District Party Committee Office, in 2018 I was assigned by the District Party Committee Standing Committee to participate in the Party Committee of Ngoi Cay Commune, holding the position of Party Secretary, and was elected Chairman of the Commune People's Committee. My time working at the grassroots level has helped me mature in leadership and management. Especially, the experience of regularly going down to the grassroots, understanding the thoughts and aspirations of the people, and promptly resolving their legitimate opinions and requests; effectively implementing grassroots democracy regulations, and promoting the pioneering and exemplary role of the leader. These lessons have helped me manage and operate more smoothly in my position as Head of the Education and Training Department."
