In order to meet the cultural needs of the people, Lao Cai province has paid attention and devoted many resources to cultural, sports and tourism institutions. Projects such as cultural centers, museums, and provincial libraries have been invested in synchronously and operated effectively, serving the people and contributing to attracting domestic and foreign tourists.

Lao Cai Provincial Library, branch 2, in Cam Duong ward, is a favorite destination for many children, especially during the holidays. Luu Thuy Trang, a student at Pom Han Secondary School, said: Normally, I go to the library once or twice a week to read and borrow books, but this summer I come more often. There are many books to choose from, the space is airy and crowded with friends, so reading becomes more attractive.

Also regularly taking her son who is in high school to the library to borrow and read books, Ms. Dinh Thi Hoa, Lao Cai ward shared that reading books not only helps children gain more knowledge, but also helps them love reading culture more. At the same time, it also helps to reduce the children's exposure to electronic devices such as phones and computers too much. When children come here, in addition to reading books, they also have the opportunity to meet friends, exchange stories and useful knowledge.

According to Deputy Director of Lao Cai Provincial Library Vy Kieu Kim, in recent times, in addition to maintaining the library's operations at the headquarters, mobile library buses have been regularly going to mountainous and border villages every week to serve the needs of the people. This is a specific activity of the Provincial Library in implementing the "Project to develop reading culture in the community and the Project to promote lifelong learning activities in Government libraries".

In addition, implementing the digital transformation program in the industry, Lao Cai Provincial Library also regularly organizes knowledge update classes, professional guidance, and capacity building for staff working in libraries at grassroots and school levels. As of July 2025, Lao Cai province has more than 71% of public libraries and educational institution libraries that have effectively deployed and exploited the VietBiblio shared library management system, ensuring the implementation of linking and sharing of shared information resources between libraries. According to the representative of the Provincial Library, from now until the end of 2025, the unit strives to have 100% of public libraries and 60-70% of libraries at educational institutions equipped with this system to promote digital transformation in the library industry, while enhancing the sharing of document funds and diversifying the forms of service for users.

Lao Cai Provincial Museum, Facility 2, has a modern three-storey construction scale with a floor area of nearly 8,000 m2, not only being a place to collect, research and preserve many valuable documents and artifacts, but also becoming an attractive destination, attracting many tourists to visit, study, research and learn about the history and culture of the province's ethnic groups. With the support of experts from the Nouvelle Aquitaine region (France), the space for displaying artifacts here is organized in a modern direction and has the ability to reach the public, aiming to build a research center, serving foreign affairs and tourism. Deputy Director of Lao Cai Provincial Museum Bui Thi Huong informed that after the merger, the museum is currently maintaining parallel operations at both facilities.

There are more than 47,000 documents and artifacts here, including three National Treasures. The museum has been and is an attractive destination, bringing useful values to people and tourists. In the coming time, Lao Cai Provincial Museum will study and change some of the display content to suit the history of formation and development process of Lao Cai province after the merger. Along with that, continue to coordinate with schools to educate students about traditions and history through experiential programs at the museum and connect with relics and cultural heritages in the province.

Statistics from the beginning of the year up to now, there have been more than 46,000 visitors coming to visit and study here. Director of the Department of Culture, Sports and Tourism of Lao Cai province Nong Viet Yen said that after the province's merger, cultural institutions will continue to be maintained, ensuring the best service for the people. Culture in each locality has its own characteristics, the cultural institutions that have been built have gone hand in hand with the development process of that locality, becoming the characteristics of the people, contributing to serving the enjoyment needs as well as expressing the traditions of the people.
