A 'promising land' for migrant workers from other provinces.

For many years, Hai Phong has been an attractive destination for thousands of migrant workers from other provinces. Initially, they were simply looking for jobs, but the city's housing policies have kept them there.

The dream has become a reality.

Ten years after leaving their hometown in Gia Vien commune, Ninh Binh province, to start a new life in Hanoi , Vu Dinh Huong and his family of three still live in a cramped, damp rented room in a narrow, secluded alley. The dream of owning their own home remains a distant one for him and his wife.

During a visit to Hai Phong , Mr. Huong heard from a friend about the city's potential and vast opportunities. In September 2024, he decided to transfer to work as a technician at LG Display Vietnam Hai Phong Co., Ltd. (Trang Due Industrial Park).

Choosing Hai Phong as his destination to build a career with many ambitions and a family, Mr. Huong has found joy in settling down after just over a year in the port city.

After the An Duong branch of the Social Policy Bank disbursed the loan, in early October 2025, Mr. Huong's family officially moved into their newly purchased apartment in building CT2, Evergreen social housing complex, An Duong ward. Mr. Huong excitedly shared: “I am both happy and proud because my long-held dream has come true. When I told my parents back home that I had bought an apartment in Hai Phong city, they were overjoyed.”

Ms. Bui Thi Linh Trang, originally from Hung Yen province and working as an office employee at a company in the Trang Due Industrial Park (An Duong ward), had never even considered owning her own home. However, thanks to access to preferential loans from the An Duong branch of the Social Policy Bank, Ms. Trang now owns a small, charming 26-square-meter apartment in the Evergreen social housing complex in An Duong ward. This allows Ms. Trang to focus on her work and develop her long-term future in Hai Phong city.

Humanitarian policy

It can be affirmed that the dream of owning a home for Mr. Huong, Ms. Trang, and hundreds of other low-income migrant workers from other provinces has been realized thanks to Resolution 09 of the Hai Phong City Party Committee on the development of social housing in the city until 2030, issued in November 2023.

Hai Phong has become the first locality to issue a specialized resolution on social housing, demonstrating a strong political determination to make Hai Phong a leader nationwide in social housing construction.

Comrade Le Tien Chau, Member of the Central Committee of the Party, Secretary of the Hai Phong City Party Committee, and Head of the Hai Phong City National Assembly Delegation, has repeatedly emphasized: “We must have a more accurate understanding that social housing is not a place people don't want to live in, but rather a place that is attractive and has adequate infrastructure to meet the needs of the people. The next point to note is that we must control construction costs so that housing prices are accessible and affordable for the average citizen or civil servant with an average income.”

Based on Resolution No. 09 of the City Party Committee, the People's Committee of Hai Phong City has concretized and approved the Project for the Development of Social Housing in Hai Phong City until 2030. The city has also set forth many specific mechanisms and solutions to maximize the utilization of all resources from the central government, the city, and businesses, and to leverage the strength of the entire society to develop social housing; assigning specific responsibilities to each department, sector, and locality.

Thanks to this, amidst the hustle and bustle of industrial life, the dream of owning a home has become much closer for many migrant workers in Hai Phong. From buses carrying workers leaving their hometowns in search of work, they are now writing their own stories of "settling down and establishing a career" right in the port city.

This was achieved, first and foremost, thanks to their own efforts and the humane policies of the city in developing social housing.
