
Wish come true
10 years after leaving his hometown in Gia Vien commune, Ninh Binh province to start a business in Hanoi , Vu Dinh Huong's family of three still lives in a cramped, damp rented house in a small, deep alley. The dream of owning their own house is far away.
During a visit to Hai Phong , Mr. Huong heard a friend discuss the potential and open opportunities of this city. In September 2024, he decided to move back to work as a technician at LG Display Vietnam Hai Phong Co., Ltd. (Trang Due Industrial Park).
Choosing Hai Phong as a "career" destination with many ambitions, Mr. Huong's family has had the joy of settling down after just over a year of coming to the Port City.
After the An Duong Social Policy Bank Branch disbursed the loan, in early October 2025, Mr. Huong's family officially moved into the newly purchased apartment in CT2 building, Evergreen social housing area, An Duong ward. Mr. Huong excitedly said: "I am both happy and proud, because my long-awaited wish has come true. When I told my hometown that I had bought an apartment in Hai Phong city, my parents were very happy."
Ms. Bui Thi Linh Trang, from Hung Yen, works as an office worker at a company in Trang Due Industrial Park (An Duong Ward) and has never thought of owning a house. However, thanks to accessing preferential capital from the An Duong Social Policy Bank Branch, Ms. Trang now owns a small, pretty apartment with an area of 26 m2 in Evergreen Social Housing Area, An Duong Ward. Thanks to that, Ms. Trang can work with peace of mind and develop a long-term future in Hai Phong city.
Humanitarian policy
It can be affirmed that the dream of settling down of Mr. Huong's family, Ms. Trang's family and hundreds of other low-income migrant worker families has been realized by Resolution 09 of the Hai Phong City Party Committee on developing social housing in the city until 2030, issued in November 2023.
Hai Phong became the first locality to issue a specialized resolution on social housing, demonstrating strong political determination to make Hai Phong the leader in the country in social housing construction.
Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City, repeatedly emphasized: “We must have a more correct perception, social housing is not a place where people do not want to live, but must be a place that can attract and has adequate infrastructure conditions to meet people's needs. The next thing to note is to control construction costs so that housing prices are accessible and suitable for people's budgets or civil servants with average incomes can also buy.”
Based on Resolution No. 09 of the City Party Committee, the City People's Committee specified and approved the Project on Social Housing Development in Hai Phong City until 2030. The City also proposed many specific mechanisms and solutions to maximize the exploitation of all resources of the Central Government, the City, and enterprises, promote the strength of the whole society to develop social housing; assign specific responsibilities to each department, branch, and locality.
Thanks to that, amidst the hustle and bustle of industrial life, the dream of having a home of their own has become closer to many migrant workers working in Hai Phong. From the buses carrying workers leaving their hometowns to find work, now they write the story of their journey of "settling down and making a living" right in the Port City.
This is achieved, first of all, thanks to their own efforts and humane policies in the city's social housing development.
