When the National Assembly together "creates" growth momentum
One of the highlights showing that the National Assembly is always proactive, ready, and actively accompanying the Government to "resolve difficulties" for businesses and the economy is through the Vietnam Socio -Economic Forum in 2023 with the theme "Enhancing endogenous capacity, creating momentum for growth and sustainable development".
In fact, 2023 is not the first time the National Assembly has organized a Socio-Economic Forum. Previously, the 15th National Assembly organized the Vietnam Economic Forum 2021 and the Vietnam Socio-Economic Forum 2022 to mobilize and promote the intelligence, enthusiasm, and responsibility of National Assembly deputies, people, voters nationwide, experts, scientists, domestic and foreign businesses and entrepreneurs to contribute promptly to the decisions of the National Assembly.
The success of the Vietnam Economic Forum 2021 and the Vietnam Socio-Economic Forum 2022 has left many valuable lessons, many scientific arguments with high practicality, providing good information, useful orientations, effectively serving research and management work, especially policy planning work of state management agencies.
National Assembly deputies voted to pass the Law amending and supplementing a number of articles of the Law on Exit and Entry.
According to National Assembly Chairman Vuong Dinh Hue, from the reality of rising up during the Covid-19 pandemic when facing harsh difficulties and challenges like the past 3 years, one of the most important lessons is to build and promote strong internal strength to respond to the challenges and uncertainties of external factors. We need to strengthen and promote "internal strength", effectively apply and exploit "external strength" to adapt and develop, this is considered a top and continuous task, especially in the new context and situation with many fluctuations and increasing risks. Based on that situation, the National Assembly Standing Committee has considered and decided to choose the issue of "Strengthening endogenous capacity, creating momentum for growth and sustainable development" as the theme for the Vietnam Socio-Economic Forum 2023.
It can be seen that Vietnamese enterprises are facing huge challenges, from production, import and export, to customer access due to the instability of the global economic and political situation. The number of enterprises leaving the market is increasing. According to experts, many solutions need to be implemented to remove difficult barriers for enterprises... This is also an issue that is focused on discussion at the Vietnam Socio-Economic Forum 2023.
The greatest success of the Vietnam Socio-Economic Forum 2023 is that many useful proposals and suggestions at the Forum have been reviewed and studied by the National Assembly, the National Assembly Standing Committee, the Government, relevant agencies and organizations to build, perfect and promulgate mechanisms and policies that are strong and drastic enough to respond promptly, remove difficulties, promote economic recovery and development on the basis of suitability to the new context and situation.
Thanks to the correct, timely and unprecedented policies and solutions in recent times, under the strong, synchronous and effective leadership and direction of the Party Central Committee, the Politburo and the Secretariat, together with the support and supervision of the National Assembly and the strong management of the Government, looking at the whole of the past half term, Vietnam has basically firmly overcome difficulties and challenges in the face of "headwinds" and achieved many important and quite comprehensive results, especially in removing difficulties for businesses.
Efforts to "unblock" institutions
Experts say that to restore and develop the economy, institutional reform is important. Good institutions will unlock resources and help “money make money”, while bad institutions will not be able to spend money. Therefore, the most important issue in the current context is to continue to promote institutional reform to simplify administrative procedures and overcome overlapping, inadequate, and opaque legal regulations.
The National Assembly and the Government have identified institutional reform as one of the five pillars, and have made efforts to overcome overlaps and conflicts between laws. This has been demonstrated at National Assembly sessions, meetings of the National Assembly Standing Committee and National Assembly thematic conferences over the past year, which have focused on removing legal difficulties and inadequacies and optimizing administrative procedures. This not only helps businesses save time and costs, but also creates a flexible and positive business environment.

The National Assembly's approval of the Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works at the 6th Session (taking place in October-November 2023) shows that the National Assembly has listened to the difficulties of enterprises and removed bottlenecks for PPP. The National Assembly's decision to allow the proportion of State capital participating in PPP projects to exceed 50% of the total investment has removed a huge obstacle when implementing a number of projects. This is especially meaningful for remote and isolated areas with low traffic volume but wishing to have a highway system to "activate" economic potential, carry out national security and defense tasks, and policies for ethnic minorities... The National Assembly's permission to raise the ceiling on the proportion of State capital contribution makes project financial plans more feasible, and banks are therefore more willing to lend capital to enterprises to implement projects.
In addition, based on the Government's proposal, the National Assembly has "finalized" the extension of the 2% reduction in value-added tax (VAT) rates for groups of goods and services specified in Resolution 43/2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program from January 1 to June 30, 2024. The VAT reduction policy is considered a strong "financial support" measure of the National Assembly and the Government for the economy and can create good momentum for business recovery and encourage consumption.
In legislative activities, in 2023, for the first time, the National Assembly reviewed the results of the review of legal documents according to the provisions of Resolution No. 101/2023/QH15 - this is considered a highlight in "unblocking the institution". Supervision of legal documents is a regular task of the National Assembly agencies according to their areas of responsibility, but this is the first time we have had a general review in which both the Government and the National Assembly Standing Committee have established a Working Group. The Government's working group, headed by Deputy Prime Minister Tran Luu Quang, and the General Working Group of the National Assembly Standing Committee, headed by Vice Chairman of the National Assembly Nguyen Khac Dinh, were set up to review and evaluate the entire legal system and bring this content to public discussion at the plenary session of the National Assembly at the 6th Session. On that basis, the National Assembly requested the Government to urgently direct the consideration and handling of the review results, and report to the National Assembly at the 7th Session on the contents proposed by the Council of Nationalities, the Committees of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit; and to have immediate solutions to overcome the contradictions, overlaps, difficulties, and inadequacies pointed out in sub-law documents; Research and propose amendments and supplements to relevant laws and ordinances according to the National Assembly's Law and Ordinance Building Program in 2024 and Plan No. 81/KH-UBTVQH15 of the National Assembly Standing Committee to implement Conclusion No. 19-KL/TW and the Project to orient the Law Building Program for the 15th National Assembly term...
Through such specific decisions, it shows that the National Assembly has been and will always strive to do its utmost to work with the Government and the entire political system to act faster, more decisively and more effectively for the benefit of the people, the business community and for the development of the country in the context of many difficulties and challenges ahead.

However, it can be affirmed that, in such a context, under the leadership of the Party, especially in implementing the Resolutions of the Central Committee, the Government has operated decisively and quickly, removed many difficulties and obstacles in practice, and focused on leading the implementation of the set political tasks. Accompanying the Government, we must mention the "side-by-side" role of the National Assembly. Regarding the issues that have arisen in practice, including removing obstacles and supporting businesses, the National Assembly and the Government have proactively and flexibly issued policies that are suitable to the new requirements, meeting the aspirations of voters and the business community. Therefore, despite the challenges and difficulties, the Government has operated effectively, especially creating favorable conditions for businesses in the production and business process to stand firm in the market. The Government has established many special working groups, directly directing central and local ministries, branches to focus on implementing the assigned tasks... The year 2023 is about to pass, leaving us with very valuable experience, which can be said to be unprecedented, which is the leadership, management and companionship of the National Assembly with the Government. Over the past year, including previous years, whenever the country encountered difficulties, the National Assembly always accompanied and stood side by side with the Government to implement the country's policies and tasks. There were issues that were not yet raised by law but in practice, there were urgent requirements, the National Assembly and the National Assembly Standing Committee also held extraordinary sessions, giving a number of policies, although those policies may not be regulated by law, there was no precedent, but the National Assembly boldly accompanied the Government, creating conditions for the Government to have a legal basis to implement the country's tasks. In a very urgent context, those decisions promptly removed difficulties for businesses, helping the country's economy continue to develop. And another thing I see the National Assembly accompanying the Government is to propose resolutions for the Government to implement, but besides that, the National Assembly also "side by side" with the Government when carrying out its supervision, supervising as it goes to promptly detect loopholes and difficulties to promptly "correct" them during the implementation process. For example, the National Assembly has supervised the 3 National Target Programs, when difficulties are detected, it promptly decides on a number of policies, accompanies the Government in supervising and implementing. This is also a very valuable experience, because if we supervise promptly, point out the shortcomings and limitations in the early stages, we will "unblock" the institutions so that policies and guidelines can quickly come into life. I believe that the National Assembly and the National Assembly Standing Committee are always ready to accompany the Government in removing obstacles for businesses, creating momentum for the country's development in recent times. 2024 is the pivotal year of the 5-year plan to implement the Resolution of the 13th National Party Congress and the Resolutions set forth by the National Assembly. What I expect most is that the National Assembly, together with the Government, will do a good job of administrative reform and remove current obstacles in the mechanism. Enterprises are facing difficulties in capital and product output. I believe that the National Assembly will accompany the Government to help enterprises clear their capital sources, and banks will help enterprises quickly access capital sources so that they can invest in business and production. Foreign affairs have also contributed greatly to the success of enterprises in trading and connecting in the current production chain, helping enterprises consume products. National Assembly Delegate Nguyen Thi Viet Nga - Deputy Head of the National Assembly Delegation of Hai Duong province:When the National Assembly and the Government "roll up their sleeves"...In recent times, the National Assembly and the Government, the agencies of the National Assembly and the Government have closely coordinated, prepared early and remotely for the content of the sessions and meetings. The coordination between the National Assembly and the Government is not only with draft laws but also in all socio-economic issues, supervision, and decisions on important national issues... Many opinions have also said that thanks to the effective coordination, close accompaniment and sharing of the National Assembly, it has contributed to creating conditions for the Government to carry out its tasks, socio-economic tasks, national security and defense... In 2023, it can be said that our businesses are facing many difficulties. At many meetings, representatives of ministries and branches agreed that the immediate thing to do to reduce difficulties for businesses is to urgently complete circulars, amended decrees, laws, etc. to remove obstacles and create motivation for businesses to recover and develop. From the reality, the National Assembly has accompanied the Government to resolve institutional issues. Many meetings of the National Assembly and Government agencies took place in the evenings and on holidays, etc. to discuss and find causes and solutions to remove difficulties for businesses. Urgent and unprecedented issues and contents were voted on by the National Assembly with a very high number of votes in favor, demonstrating consensus when deciding to respond to an important issue of the country. Recently, at the 6th Session of the 15th National Assembly, the National Assembly agreed to extend the 2% reduction in value added tax (VAT). The decision to reduce VAT is an important step, demonstrating the consensus between the National Assembly and the Government in removing difficulties for businesses and people. This policy is not only a short-term measure but also part of a long-term strategy to promote sustainable growth and economic development. The decision to reduce VAT is not only a support measure for businesses, but also an opportunity to stimulate the economy. By reducing costs, businesses will promote the circulation of goods and production, increase supply and at the same time stimulate consumer demand. This not only benefits businesses but also creates a chain of positive interactions in the economy. The National Assembly and the Government, through such decisions, are demonstrating the importance of "rolling up their sleeves" and "standing side by side" to build a strong and sustainable economy. |
