Recently, Deputy Prime Minister Le Thanh Long signed Decision No. 714/QD-TTg approving the Project "Developing Hanoi Medical University into a national keyuniversity among the top in Asia". Regarding this content, the Government E-newspaper reporter had an interview with Prof. Dr. Nguyen Huu Tu, Rector of Hanoi Medical University about the plan to implement this important Project for the University.
For the first time, the School has a strategic development project.
Sir, the Prime Minister has just approved Decision 714/QD-TTg on the Project to develop Hanoi Medical University into a national key university among the top in Asia. In your opinion, what is the significance of the Project being approved in the current context for Hanoi Medical University?
Prof. Dr. Nguyen Huu Tu : The project to develop Hanoi Medical University was approved in the current context, demonstrating the special attention of the Party and State to the health sector in general and to Hanoi Medical University in particular - a school with a 123-year tradition with the responsibility of leading and training high-quality human resources for the health system nationwide.
This is the first time Hanoi Medical University has a strategic development project approved by the Prime Minister; it is a solid legal basis, an important milestone for the development opportunities of the University to achieve international standards, bringing the brand and quality of the University to international integration.
Teachers and students of the school believe that implementing this Project will make Hanoi Medical University change dramatically and dramatically in the near future.
Build at least 5 hospitals under the school
The Project mentions the construction of at least 5 hospitals under the School. In the next 10 years, how feasible is this, sir?
Professor Nguyen Huu Tu : Currently, the University is completing 4 affiliated hospitals, namely Hanoi Medical University Hospital, Ton That Tung campus; Hanoi Medical University Hospital, Hoang Mai campus is being formed and needs to continue to be invested in and completed; 2 more facilities also need to be completed in terms of expertise and facilities, namely Central Hospital K71 and Central Rehabilitation Hospital, which have just been decided by the Government to be merged into Hanoi Medical University.
The school is proposing and seeking approval from management agencies to build at least one more hospital in the next 10 years.
Thus, the number of building 5 hospitals under the School as in the Project is completely reasonable and feasible.

Also according to the scale of this Project, by 2035, that is, in just 10 years, the School will have trained over 20,000 students, and published over 1,000 articles internationally – numbers that are double the current number. So, what is the significance of these numbers, sir?
Professor Nguyen Huu Tu : Currently, each year the whole school has about 500 articles published internationally. The school strives to grow by 10% each year and by 2035, this number will progress to more than 1,000 articles and scientific research works published internationally.
This is also the key orientation of the School in focusing on investment, support and development of science, technology, innovation and digital transformation in the coming time. The School has been issuing many policies to support and promote this field.
To have human resources to achieve major goals, the School has plans and solutions to enhance the training of excellent lecturers and researchers, aiming to reach over 1,700 lecturers, of which over 70% are PhDs, 30% are Professors and Associate Professors. Currently, the School has nearly 900 lecturers, of which 50% are PhDs, 20% are Professors and Associate Professors.
Opportunity to 'grow' strongly in the next 10 years
It is known that the goals in this Project will all have to be completed within 10 years - not a long time. In your opinion, is the School too ambitious, sir?
Professor Nguyen Huu Tu: The Project divides the stages and specific goals to be implemented in the next 10 years. This Project will be the greatest opportunity for Hanoi Medical University to rise strongly with the country's rising era. The numbers and targets set out demonstrate the desire for development of the teachers and students of the School; they will be the driving force for the whole school to surpass the current limits, to reach international standards.

So, does the School foresee any major difficulties when implementing this Project, sir?
Professor Nguyen Huu Tu : There are certainly many difficulties and major challenges on the way to achieving the project's goals. These include difficulties in mechanisms and procedures such as when building practice hospitals at facilities planned for education; large requirements for financial resources and state investment; requirements for quality human resources to implement the project; building and operating a new governance model...
Teachers and students of the school believe that they will always receive direct and comprehensive guidance from the Ministry of Health, support and investment priority from relevant ministries and branches, and tireless efforts of the school's staff to overcome difficulties and challenges, bringing Hanoi Medical University to the expected destination.
Prioritize building practice hospitals
How does the school plan to achieve the goals of the Project, sir?
Professor Nguyen Huu Tu : When building this Project, the School has prepared from theoretical basis, scientific basis, goals, plans to implementation solutions.
Immediately after the Prime Minister's Decision approving the project, the Minister of Health directly directed the preparation steps for the implementation of the project.
Accordingly, Hanoi Medical University will coordinate with units and levels to urgently develop detailed and specific plans for components in the Project; select and propose priority and most feasible component projects to implement immediately in 2025 and the following years.
The school also closely follows the objectives of the Project to develop annual and quarterly plans and tasks; prioritizing important tasks that are considered as springboards and foundations for carrying out subsequent tasks.
The school also prioritizes the early completion and construction of practice hospitals. This is a very urgent task to expand the existing training scale - implementing one of the main objectives of this Project is to increase the training scale to meet the social demand for high-quality human resources.
To simultaneously increase both the scale of training and improve the quality of training, preparing conditions to ensure quality must be one step ahead, in which facilities and teaching resources are the two most core issues to achieve this goal.
