The expansion of the 115 satellite emergency station network is extremely urgent to ensure people have access to emergency services during the "golden time".

According to the Ho Chi Minh City Department of Health, before the merger, Ho Chi Minh City had built a network of 115 Emergency Centers and 45 satellite 115 emergency stations with 114 ambulances located at public and private hospitals and district health centers in the area. This system significantly shortens the time to reach patients in the inner city and old districts. However, the service area is still mainly concentrated in the old Ho Chi Minh City, while neighboring areas such as Binh Duong and Ba Ria - Vung Tau previously operated separately, lacking synchronous connections and unified professional standards.

After the merger, Ho Chi Minh City became a special urban area with new space stretching from the densely populated center to concentrated production and service areas, seaport systems, coastal areas and remote islands. The rapid increase in population, traffic volume and the complexity of traffic have increased the risk of accidents and emergencies. Therefore, the expansion and completion of the 115 satellite emergency station network covering the entire new urban space, maximizing the effectiveness of this model is an extremely urgent requirement to ensure that people in all areas have access to emergency services during the "golden time" and contribute to effectively responding to natural disasters and large-scale disasters in the future.

Therefore, according to the Plan for developing a network of 115 satellite emergency stations in Ho Chi Minh City for the period 2025 - 2027 that has just been deployed, from now until the end of 2027, Ho Chi Minh City will use the funding allocated from the state budget, budgets of related programs and projects, career development funds and other legal funding sources of agencies, units and organizations to invest in expanding 115 satellite emergency stations with at least 70 stations ready for operation, with priority given to establishment in area 2 (old Binh Duong ), area 3 (old Ba Ria - Vung Tau), ensuring coverage of the entire area with a maximum operating radius of 20 km with an average time to reach the scene of less than 15 minutes.

Route the 115 number to the entire Ho Chi Minh City area and expand the 115 switchboard to ensure receiving a maximum of 15,000 calls/day; Add emergency transport vehicles to ensure at least 1 ambulance/100,000 people.

Implement training and coaching to improve the out-of-hospital emergency capacity for medical staff at satellite stations, focusing on areas 2 and 3, towards ensuring that 100% of medical staff directly involved in out-of-hospital emergency care are trained, coached and certified.
