In the report on this incident from the People's Committee of Tan Lap 1 Commune, signed by the Chairman of the People's Committee, Dang Hoang Nhan, on April 2, 2025, it states: On April 1, 2025, the Tan Lap 1 Commune Police received a report from Ms. Dinh T.K., born in 1994, whose permanent residence is in Tan Lap village, Dak Ru commune, Dak R'Lap district, Dak Nong province, and who is temporarily residing in Hamlet 3, Tan Lap 1 commune, Tan Phuoc district, Tien Giang province, regarding her child being beaten at a daycare center.
According to Ms. K.'s account, on March 31, 2025, as usual in the morning, she took her biological child, Duong Ngoc A.Nh., born on September 18, 2023, residing at the same address, to an unlicensed daycare center run by Mr. Nguyen Tr.T. in Hamlet 4, Tan Lap 1 Commune, so that Ms. K. could go to work as a factory worker at Long Giang Industrial Park (Tan Lap 1 Commune, Tan Phuoc District, Tien Giang Province).
At approximately 3:30 PM on the same day, while reviewing the security camera footage at the daycare center, Ms. K. discovered that the caregiver, Ms. Nguyen Thi HT, had hit baby Nh. with her hand. Ms. K. then went to the daycare center to pick up baby Nh. and subsequently took her home to the Saigon Cuu Long Multi-Specialty Clinic in the Long Giang Industrial Zone for examination. The results showed that baby Nh. had swelling on her head, but her health is currently normal.
Based on this tip-off, on April 2, 2025, the inspection team of Tan Lap 1 commune visited the home of Ms. Nguyen Thi HT. The inspection team noted that no children were being kept at Ms. T.'s house.
According to a report from the People's Committee of Tan Lap 1 commune, following the direction of the People's Committee of Tan Phuoc district, on December 24, 2024, the commune established a team to conduct on-site inspections of independent and private kindergartens in the area. After the inspection team conducted checks on December 26, 2024, they recorded 6 private childcare groups operating in the commune. Of these, 2 childcare facilities had registered licenses and 4 childcare facilities did not have registered licenses (including the one owned by Ms. Nguyen Thi HT). All childcare facilities without licenses signed commitments to cease operations.
However, about two months after signing the commitment, Ms. Nguyen Thi HT continued to babysit, claiming that the children's families had begged her to look after them. Ms. T. took care of four children, including Duong Ngoc A.Nh. Ms. T. did not register with the hamlet or local authorities, and she herself did not have any professional qualifications. The inspection team also worked with her, requesting that she cease babysitting and cooperate with the local authorities to handle the case.
Regarding the domestic violence incident that occurred on March 31, 2025, the People's Committee of Tan Lap 1 commune held a meeting to review the roles and responsibilities of the individuals in charge. Simultaneously, they directed a focused and strict handling of the case in accordance with the law.
