Promoting high-tech agricultural development associated with new rural construction
(BD) - On the morning of May 23, at the Provincial Party Committee Office, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired a meeting of the Steering Committee to implement Action Program No. 11-CTr/TU dated May 14, 2021 of the Provincial Party Committee on "Developing high-tech agriculture associated with promoting new rural construction in the province for the period 2020 - 2025".
Attending the meeting were comrades in the Provincial Party Standing Committee: Nguyen Gio, Head of the Provincial Party Committee's Organization Board; Nguyen Thi Phong Vu, Head of the Provincial Party Committee's Mass Mobilization Board, Chairwoman of the Provincial Vietnam Fatherland Front Committee; Nguyen Tuan Thanh, Permanent Vice Chairman of the Provincial People's Committee; and leaders of relevant departments, agencies and branches of the province.
According to the assessment at the meeting, after more than 2 years of implementation, the Party committees, cadres, party members and people in the province have realized the importance of developing high-tech agriculture associated with promoting new rural construction and achieved many positive results. The growth rate of the gross local product of the agriculture and rural development sector in 2021 increased by 2.94%; in 2022, it increased by 3.26%.

It is noteworthy that the Agriculture and Rural Development sector has coordinated with agencies, units, localities and enterprises to promote research and transfer of new crop and livestock varieties with good productivity, quality, competitiveness and adaptability to climate change into production. The work of converting crop and season structures has been effectively implemented by localities.

Localities have promoted cooperation with enterprises to build large-scale fields, large fields with high productivity and efficiency. Agricultural products produced in the direction of applying high technology, safe production, organic, VietGAP... are increasing. Disease prevention work in livestock and poultry has been strengthened and controlled, helping farmers feel secure in developing livestock farming. Livestock farming methods have gradually shifted from small-scale to concentrated farms, applying high technology. Many farms have boldly invested in barns, modern equipment in livestock farming and waste treatment...
In addition to the achieved results, the implementation of Action Program No. 11-CTr/TU has also revealed some difficulties and limitations. Notably, the consumption of agricultural products is difficult and prices are unstable. On the other hand, the price of animal feed is increasing, leading to high livestock costs and low profits for farmers. Forecasting the domestic agricultural product consumption market is not really effective, causing confusion for the orientation of agricultural production at specific times in localities.

In addition, the replication of high-tech application models in cultivation and animal husbandry is still facing difficulties. Mechanization in agricultural production has initially developed but is still uneven among production stages. Some types of machines have not been highly effective because the fields have small, fragmented plots and plots, and the infrastructure is not yet synchronous, so the widespread application of modern agricultural machines is still limited.

At the meeting, members of the Steering Committee and leaders of departments and branches focused on analyzing and evaluating the achieved results, proposing solutions to overcome shortcomings and limitations, in order to promote the development of high-tech agriculture associated with promoting new rural construction in the province in the coming time.
Concluding the meeting, Secretary of the Provincial Party Committee Ho Quoc Dung assessed that after more than 2 years of implementing Action Program No. 11-CTr/TU, in the context of many difficulties due to the impact of the Covid-19 pandemic, the agriculture and rural development sector has generally had remarkable growth; playing the role of a "pillar" of the economy, contributing to ensuring food security, improving people's lives, maintaining political stability, and social order and safety.
Affirming the role and position of the Agriculture and Rural Development sector in the development process of the province, Provincial Party Secretary Ho Quoc Dung requested members of the Steering Committee, the provincial Agriculture sector, and local authorities to pay attention to overcoming 3 core problems including: Paying attention to creating favorable output for agricultural products; improving production efficiency on each unit of area and building value chains linking "4 houses": State - Enterprises - farmers - scientists .
Secretary of the Provincial Party Committee Ho Quoc Dung emphasized: To promote the development of high-tech agriculture associated with the acceleration of new rural construction in the province, all levels, sectors, and local authorities must join hands. It is necessary to innovate methods and methods of testing new crop and livestock varieties that bring high productivity and efficiency, suitable for local land and soil conditions, and transfer them to farmers. The provincial budget is ready to meet the needs of research activities, building demonstration models for replication and transfer to farmers.

Along with that, special attention should be paid to the issue of agricultural product consumption for farmers, not allowing farmers to "swim alone" with their own agricultural products. Each district should consider establishing cooperatives specializing in purchasing and consuming agricultural products for farmers. The Provincial People's Committee should consider issuing policies to support capital, land, and transportation costs for cooperatives. Forming OCOP product consumption markets in Quy Nhon City to both introduce and consume products for farmers. The Department of Industry and Trade should build an e-commerce system to introduce the province's OCOP products to domestic and foreign markets. Continue to have preferential and attractive policies, inviting investors to promote the construction of agricultural processing factories in the province.
“In the coming time, the province will continue to review and mobilize resources to invest in rural infrastructure such as: clean water supply works, waste treatment, canal consolidation, irrigation, etc. to gradually complete rural infrastructure. Continue to pay attention to creating conditions for farmers to borrow capital at preferential interest rates to develop production. At the same time, continue to pay attention to mobilizing resources to invest in building new rural areas and advanced new rural areas in localities in the province, striving to have 2 more localities reaching the new rural district finish line, including Tay Son and Phu My in 2023 and 2024” - Secretary of the Provincial Party Committee Ho Quoc Dung emphasized.
