Support to improve digital skills for people
Recently, Ms. Nguyen Thi Hoa, a resident of Long Thanh commune, came to the commune's Public Administration Service Center to resolve administrative procedures. Ms. Hoa, like many other people, was supported and helped by the youth union members at the center to carry out procedures on the National Public Service Portal and operate the online public service system...
Ms. Hoa happily said: “From not knowing anything about how to use a computer to submit documents or make online payments, now I know how to do it and can confidently do it next time. The youth union members gave me very thoughtful and enthusiastic instructions.”
Mr. Tran Thanh Hoa, Head of the Youth Volunteer Team of Long Thanh Commune, shared that when coming to resolve administrative procedures, some young people already knew how to perform administrative procedures online, but the elderly had very limited knowledge about this issue. Therefore, he and the youth union members actively guided people through many steps such as: submitting documents online, installing and using the VNeID application, exploiting personal digital information, creating an electronic identification account, making online payments, etc.
Along with Long Thanh commune, at other public administrative service centers in the province, supporting the improvement of digital skills and supporting people to perform online public services is considered one of the solutions to promote the application of information technology and digital transformation. Because if there is digital infrastructure but users do not have the capacity to use it, it will be difficult to deploy.
Reporting at the Conference on the review of one month of implementing the 2-level local government model organized by the Provincial Party Committee on the afternoon of July 29, Provincial Party Committee member, Deputy Head of the Provincial Party Committee's Organization Board Do Duc Hoa said: As of July 25, 2025, the total number of public services integrated on the National Public Service Portal was 2,077 administrative procedures; of which 1,321 were partially online public services and 756 were fully online public services. Online application submission has been completely done on the National Public Service Portal. The province has agreed to use the Administrative Procedure Settlement Information System of Dong Nai province (old) for the new Dong Nai province from July 1, 2025. The Department of Science and Technology has completed the configuration according to the list of officials and civil servants of departments, branches and 95 communes and wards to implement, process and resolve administrative procedures.
Director of the Department of Science and Technology Pham Van Trinh added: Currently, to continue promoting the application of information technology and digital transformation in handling administrative procedures, the Department of Science and Technology is coordinating with the Provincial People's Committee Office to install an automatic number collection system at the Tran Bien Ward Public Administration Service Center. After acceptance, the Provincial People's Committee will be proposed to equip the entire system in communes and wards. This system will also be deployed synchronously with the administrative procedure processing system and add the function of taking online queue numbers so that people can make appointments to do administrative procedures online.
Synchronously deploy solutions
Along with promoting the application of information technology in handling administrative procedures and implementing the province's direction, in recent times, departments, branches, and localities have synchronously deployed solutions to ensure that information infrastructure, software, systems, and transmission lines are connected smoothly, effectively serving the work of arranging administrative units.
As of July 25, the administrative procedure processing system in the province has received more than 99 thousand public service records. Of which, more than 80 thousand records were online, accounting for 80.7%. |
According to Director of the Department of Science and Technology Pham Van Trinh, up to now, the shared software system and specialized database have been deployed synchronously, basically ensuring the ability to process work in the electronic environment. The province is ready to meet many meetings at the same time between agencies from the central to local levels through the hard (Polycom) and soft (GoMeet) online meeting system, in which 100% of the People's Committees of communes and wards have installed and operated the Polycom system. Along with that, the issuance of a list of identification codes of agencies and units in Dong Nai province has been completed; 100% of departments, branches, communes and wards have deployed electronic document management software...
Mr. Phan Quang Tuan, Secretary of the Party Committee of Trang Dai Ward, said: Up to now, the ward has specialized software such as: civil status, land administration, labor - social affairs, justice... connected and synchronized with the general operating system of the province. The ward is continuing to deploy specialized civil servants to support the operation of the one-stop system, the interconnection axis and guide people to carry out electronic procedures.
Director of the Department of Science and Technology Pham Van Trinh added: In the coming time, the department will coordinate with departments, branches and sectors to completely resolve problems related to transmission lines, online video conferences, administrative procedure settlement systems, document management and operation systems according to the direction of the Provincial People's Committee. In the coming time, the department will also continue to clean and put into operation to ensure correct, sufficient, clean, alive, and unified use of 12 key national and specialized databases, especially databases on Party organizations, Party members, and civil servants; continue to put into centralized digital management platforms.
Along with that, continue to work with Mobifone , VNPT, Viettel to implement digital transformation contents; advise provincial leaders to sign cooperation agreements with information technology corporations to promote digital transformation. Continue to review detailed tasks to effectively implement the Central's resolutions on science and technology development, innovation and digital transformation; at the same time, deploy a daily and weekly monitoring and reporting system for the leaders of the Provincial Party Committee and Provincial People's Committee on the results of implementing this task of departments, branches, communes and wards in the province.
