
Overview of the Conference
Innovation is a factor that transforms the forces of production.
At the conference, after listening to and addressing some routine matters, Minister Nguyen Manh Hung shared some information about the 11th Central Committee Conference and outlined some key tasks for the coming period.
Currently, the entire country is urgently implementing the restructuring of the administrative apparatus; reorganizing administrative units at all levels; and building a two-tiered model of local government. Streamlining the apparatus aims to create momentum, an ecosystem, and greater space for development.

Accordingly, science and technology (S&T) coupled with innovation and implemented within the context of digital transformation is highly appropriate, forming an ecosystem that fosters strong development. S&T, along with innovation, will lead to greater application and more tangible results. Innovation is considered a factor in changing the forces of production and production relations. To make the country strong and prosperous, innovation must be promoted. The "trio" of S&T, innovation, and digital transformation is seen as a synergistic force.
Speaking at the recent Vietnam P4G 2025 Conference, General Secretary To Lam emphasized that innovation is the "magic wand" for achieving sustainable prosperity, with the desire to bring modern technology into practice and make a strong contribution to the country's development.
Earlier, speaking at the ceremony commemorating World Innovation Day 2025, Minister Nguyen Manh Hung emphasized: International studies have shown that innovation is the key to helping developing countries overcome the middle-income trap. Innovation is a strategic "backdoor" for developing countries to shorten the gap, optimize limited resources, and create practical value from what they already have for development. Therefore, it is necessary to build an innovation ecosystem where businesses can improve products to suit the domestic market, people can innovate in their own conditions, and the state plays a role in creating the environment, institutions, and incentives so that innovation is not hindered, but is facilitated and spread.
The Minister also noted General Secretary To Lam's directive that science and technology, innovation, and digital transformation aim at two main goals: increasing labor productivity (which essentially means increasing GDP) and achieving more modern social and national governance.
General Secretary To Lam also emphasized that personnel work should focus on selecting people with virtue and talent, paying particular attention to those with energy, capacity, and especially enthusiasm. Minister Nguyen Manh Hung also reminded officials of the Ministry of Science and Technology to pay extra attention to their work ethic and attitude.
Utilize digital platforms more to "ease the workload".
The Minister emphasized the need to promote maximum decentralization and delegation of authority so that units can be proactive in their work, but this must be accompanied by a monitoring mechanism. More decentralization means more accountability. The most significant decentralization should be in procedures related to investment and personnel, but with careful monitoring mechanisms.
The Minister requested a greater emphasis on applying technology to work. Units with managed personnel should build digital platforms and integrate those personnel onto these platforms. Alongside this, units should utilize technology, especially virtual assistants, to streamline their work.
Currently, government officials spend a lot of time preparing reports. The Minister has instructed the IT Center to research software to automate reporting, possibly learning from China's experience, as that country already has automated reporting software for all 50 million civil servants.
Regarding the writing style of institutional and legal documents, the Minister requested attention to clear and easily understandable language. Institutional and legal documents that are developed and promulgated must be practical and enforceable.
Regarding the implementation of projects within the Ministry, the Minister directed that the projects focus on applying digital transformation to solve the problem of speeding up work and reducing the workload for officials. The current workload is heavy and urgent, and now is the time to change working methods and tools to help officials accelerate their work. We must strive to make changes in every way possible.
