Accelerate the standardization of the national land database.

Currently, the provincial authorities and relevant agencies are intensifying efforts to survey, map, and create land cadastral records, and to complete the national land database. This aims to create a strong shift in land management methods, ensuring modernity and transparency, and making a significant contribution to the nation's efforts in building a digital government, digital economy, and digital society.

Over 515,000 plots of land that are "correct - sufficient - clean - livable"

To expedite the construction of the land database, the Provincial People's Committee issued a Decision establishing a Steering Committee and a Working Group to carry out land surveying, cadastral mapping, cadastral record keeping, and completion of the national land database in the province. The Provincial People's Committee also specifically defined the responsibilities of the Provincial Land Registration Office and its branches, as well as the coordination of commune-level People's Committees in fully updating information on administrative procedures under their jurisdiction into the database and providing completed files to the Provincial Land Registration Office and its branches to complete the land database as prescribed.

According to Mr. Nguyen Ngoc Tuyen, Deputy Director of the Department of Agriculture and Environment, as of May 18th, after reviewing and compiling the current status of the land database, the province has classified land parcels into three groups. Specifically, group 1 includes land parcels that meet the criteria of being "correct - complete - clean - viable"; group 2 includes land parcels that are in the database but need further completion; and group 3 includes land parcels for which the database has not yet been established.

Currently, the Department of Agriculture and Environment has submitted to the Provincial People's Committee for approval the policy and estimated budget for the task of building a land database for land parcels not yet included in the national land database. In addition, meetings have been held with the Vietnam Mapping and Information Technology Joint Stock Company and relevant units to identify specific tasks to be implemented, including hiring land information system services and implementing the real-time synchronization of local data with the national land database.

Removing obstacles

Despite the achievements, the work of compiling cadastral records and completing the national land database still faces many difficulties. According to Mr. Nguyen Ngoc Tuyen, regarding the task of managing and exploiting data, land parcels that were in Group 1 before the "land acquisition" change – meaning they met the criteria of "correct, complete, clean, and viable" – are reclassified into Group 3 (the group for which a database has not yet been built) after the acquisition decision. This makes the maintenance, updating, and exploitation of land data not meet the actual requirements.

According to the Land Management Department's regulations on technical guidelines for building, maintaining, and improving the land database, land parcels belonging to the "correct - complete - clean - viable" group must have complete land certificate data. However, currently, in the province, there are still many land parcels that have spatial data but lack registration and certificate issuance records. Supplementing and completing this missing data group to convert to the "correct - complete - clean - viable" standard is extremely difficult. Furthermore, due to historical reasons, many certificate issuance records do not retain copies for scanning and supplementing data components. On the other hand, through matching land user information with the national population database, authorities have discovered over 100,000 cases with incorrect names and dates of birth. This also hinders the completion of the land database.

At a meeting on the progress of building the national land database in the province on May 21st, Mr. Tran Hoa Nam - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee - requested the Task Force responsible for surveying, mapping, and completing the national land database in the province to urgently coordinate with relevant departments and units to hold meetings to develop a detailed plan and implementation content to guide commune-level People's Committees on how to quickly transfer land parcels from group 2 to group 1.

Furthermore, the provincial task force needs to review, research, and report any obstacles to the Steering Committee for the implementation of land surveying, cadastral mapping, cadastral record keeping, and completion of the national land database in the province, so that solutions can be found as soon as possible. The Department of Agriculture and Environment should proactively exchange expertise with the Departments of Agriculture and Environment of other provinces and cities nationwide to learn from best practices and effective methods suitable to the province's reality; and continue to advise on solutions to overcome obstacles. This aims to ensure the rapid, smooth, and timely completion of the national land database in the province.

To date, the province has 515,122 land parcels that meet the criteria of "correct - complete - clean - viable"; 559,782 land parcels are in the database but need further completion; and 481,997 land parcels have not yet had a database created. The Provincial Land Registration Office has compiled a list of sample information for land certificates to match with the national population database for 219,586 cases; added spatial data for 5,036 parcels; added attribute data for 4,490 parcels; updated the database for 900 land parcels that have been issued certificates but have not yet had a land database created; and created and digitally signed electronic land registers for 331 parcels.
