Need to focus on assessing and forecasting the situation
Basically agreeing with the Government's reports and the inspection reports of the National Assembly agencies, delegate Ta Thi Yen (National Assembly Delegation of Dien Bien Province) said that any change in the world market will have a multi-dimensional impact on the domestic economy. Therefore, it is necessary to pay special attention to the work of assessment, analysis and forecasting, especially when there are major fluctuations in the import and export market.
Delegate Ta Thi Yen said that we need to look further and wider, and quickly see our own problems in the context of close and intimate connections with the world; the rest is the foundation for the direction and administration of the Government at all levels, sectors, and localities, methodically, scientifically, and closely following the reality of the situation.
Regarding the issue of national digital transformation, delegate Ta Thi Yen assessed that in the digital transformation of the banking sector, there has not been any real attention paid to the direction of leading the new type of digital bank Neo Bank, towards personalized services that prioritize convenience on a digital platform, providing many outstanding features and the most optimal solutions that traditional banks cannot do, such as faster speed, cheaper costs and especially all are integrated in just one mobile application.

Regarding the difficulties and obstacles in implementing the 3 National Target Programs, delegate Ta Thi Yen further analyzed the biggest obstacle in disbursing career capital for the Sustainable Poverty Reduction Program and the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas. The delegate pointed out that career capital is assigned in detail to each locality according to each component project, specifically assigned to each content in the fields of health, education, culture, and economy, leading to many contents that are not suitable for the local spending tasks. Contents that need to be spent are not allocated, some contents are allocated too much, exceeding the spending tasks and cannot be disbursed...
Delegate Ta Thi Yen proposed that the National Assembly have a separate mechanism for the career capital of the National Target Program in the spirit of allowing localities to proactively adjust based on actual needs to complete the Program's targets and tasks, improving the efficiency of capital use.
Need to remove difficulties for businesses and workers
Participating in the discussion at the hall, delegate Phan Thi My Dung (National Assembly Delegation of Long An province) said that voters and people acknowledged the Government's efforts in recent times, especially in resolving policies for workers.
However, delegates reported that the number of newly established and returning businesses has decreased, many businesses are losing money, the number of bankrupt businesses has increased, workers are unemployed, their income has decreased, and the number of one-time withdrawals of social insurance is still increasing. Unemployment and underemployment lead to social insecurity, posing a risk of increasing crime rates and law violations.
The delegate said that voters and workers are eagerly awaiting policies to solve the problems of labor, employment, health insurance, social insurance, especially access to social housing. Delegate Phan Thi My Dung suggested that the Government make a more comprehensive assessment of this issue, clearly analyze the discrepancy between the Government's reports and actual data on the economic situation, industrial production, labor and employment, closely monitor, look at the practical situation, clearly analyze the objective and subjective causes, thereby drawing lessons to proactively and promptly propose fundamental solutions, effectively solve the labor and employment situation, and ensure social security.

Realizing Vietnam's commitments at COP
Speaking at the meeting, delegate Nguyen Thi Lan (National Assembly Delegation of Hanoi City) highly appreciated the Government's report and the Economic Committee's review report on the supplementary assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023. The reports frankly pointed out the limitations and difficulties, clearly identified the upcoming challenges to propose appropriate response solutions.
Agreeing with the Government's report and the comments of the National Assembly deputies, delegate Nguyen Thi Lan said that in 2022, our country's socio-economy faced many difficulties and challenges, but with high determination and the participation of the entire political system, the socio-economy achieved many positive results.

The report also pointed out that the world situation is forecast to have many fluctuations with many challenges in 2023. Delegates highly appreciated the Government's solutions in responding to climate change. In addition, delegates suggested that the National Assembly, the Government and relevant parties need to have a mechanism to closely and regularly monitor and evaluate, check the effectiveness of each program; need to apply digital technology, data science and smart solutions and science and technology in Vietnam's actions; at the same time, have a long-term development planning policy that integrates adaptation goals and emission reduction goals...
Salaries of civil servants are still quite low.

Speaking about the salary policy for civil servants, delegate Vu Thi Luu Mai (National Assembly Delegation of Hanoi) said that next October, as planned, the Government will submit to the National Assembly a plan for comprehensive salary reform. Emphasizing that this is an important policy for economic development, the delegate emphasized that the salary level of civil servants at the present time is quite low.
The delegate said that we have missed our deadline for 3 years, continuously postponing the salary reform to focus resources on development investment, economic recovery and development programs. After more than 2 years of implementation, although the Government and ministries have strongly urged, there is still a lot of capital that cannot be allocated. While choosing the option of tightening our belts to invest in development, a part of our resources have not been effectively utilized in the economy.
The delegate said that voters are very interested in this, when implementing salary reform, how much will the increase be? The delegate said that there needs to be a fundamental change, of substance, not just formality, so that salary really becomes the main source of income, so that salary policy ensures international integration.
Results of building 1 million social housing apartments?

Reporting on the implementation of the credit package for social housing, Minister of Construction Nguyen Thanh Nghi said that after receiving instructions from the State Bank, the Ministry of Construction also issued a document guiding the determination of the list of projects, subjects, and preferential loan conditions of this credit package; at the same time, authorized the Provincial People's Committee to be responsible for reviewing and checking the legal procedures for making a list of projects for building social housing, housing for workers, renovating and rebuilding apartments to publicly announce on the province's electronic information portal, from which banks have a basis for applying for loans.
The Ministry of Construction has issued a document urging localities to implement the assigned tasks in the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period.
According to reports from localities, there are currently about 100 projects eligible for loans under this package. Localities have announced their loan needs. In fact, localities have only been implementing the program for over a month and are still in the process of synthesizing and announcing it, so there are only initial results.
Minister of Construction Nguyen Thanh Nghi said that in order to achieve the set goals and effectively disburse the support package, the Ministry of Construction will continue to coordinate with the State Bank of Vietnam and ministries, branches and localities to remove obstacles in mechanisms, legal policies, such as focusing on amending the Housing Law and other related laws; continue to work with a number of key localities and enterprises to inspect, urge, and create supply sources for social housing, workers' housing, and renovation of old apartments; and promote the implementation of the support package.
