In the petition, the parent representative asked: Why is it that the conclusion and direction of Deputy Prime Minister Vu Duc Dam in Notice No. 76/TB-VPCP dated April 8, 2021 on granting junior high school graduation certificates to students of the Vietnam Dance Academy; teaching high school culture in vocational training institutions and Document No. 1381/BGDĐT-GDTX dated April 8, 2021 of the Ministry of Education and Training on resolving benefits for students of the Vietnam Dance Academy were issued more than two years ago, but up to now, the organization of supplementary cultural knowledge learning and high school graduation exams has not been implemented?

There needs to be close coordination between training institutions.

At the meeting between the Board of Directors and the staff in charge of training of the Academy with Van Hoa reporter yesterday morning, October 24, Acting Director of Vietnam Dance Academy, Dr. Meritorious Artist Tran Van Hai said that on October 23, Vietnam Dance Academy received a notice from the Center for VocationalEducation - Continuing Education (GDNN-GDTX) of Cau Giay district to come and work with the Academy's leaders on this issue. The Academy's Board of Directors canceled all other meetings to receive the Center's delegation led by Director Nguyen Anh Tuan.

The content of the meeting was that the two sides conducted an inspection of the Intermediate Cultural Training Program of the Vietnam Dance Academy for the 2016-2019, 2017-2020, 2018-2021, 2019-2022 courses, comparing it with the High School Continuing Education Program, in order to create conditions for supplementing knowledge for students to be eligible to take the High School Graduation Exam in the following years. The conclusion of the meeting stated that the Intermediate Cultural Training Program of the Vietnam Dance Academy is consistent with the High School Continuing Education Program, but there are still some missing lessons that need to be supplemented (with specific statistics); The Center will coordinate with the Vietnam Dance Academy to report to the Department of Education and Training for guidance.

Acting Director of the Dance Academy Tran Van Hai affirmed: “The Vietnam Dance Academy has fulfilled its responsibilities in the coordination process to ensure the rights of students participating in supplementary general cultural knowledge. The Board of Directors has had many working sessions with the Center for Continuing Education and Vocational Training of Cau Giay District ( Hanoi ) to implement this program, in order to help students qualify for the high school graduation exam. We have fully implemented the Center's requirements such as: Statistics on the number of students studying general culture from 2012-2021; Reviewing, comparing, and agreeing with the Center to develop a supplementary knowledge program for students of the Vietnam Dance Academy to register for the high school graduation exam, specifically 439 periods for all 3 grades 10, 11, 12...”.

Acting Director Tran Van Hai provided reporters with the following documents: Two working minutes between the Vietnam Dance Academy and the Cau Giay District Vocational Education and Continuing Education Center (April 13, 2021 and April 16, 2021); Statistics on the number of students studying general culture from 2012-2021 (April 15, 2021); Report on checking the amount of cultural knowledge at the Vietnam Dance Academy by the Cau Giay District Vocational Education and Continuing Education Center sent to the Hanoi Department of Education and Training (April 15, 2021); Document from the Academy sent to the Hanoi Department of Education and Training, the Ministry of Culture, Sports and Tourism on the organization of teaching high school cultural programs (June 22, 2021); Minutes of checking the professional records of the Vietnam Dance Academy by the Cau Giay District Vocational Education and Continuing Education Center (February 13, 2023)...

In the report on checking the amount of cultural knowledge sent to the Hanoi Department of Education and Training (April 15, 2021), Director of the Center for Continuing Education and Vocational Training of Cau Giay District, Do Phu Viet, proposed the following plan: Vietnam Dance Academy needs to count the number of students of the Dance Academy who need to register for the national high school graduation exam; Check the records to develop a plan to make up for missing knowledge to ensure the amount of knowledge according to the high school continuing education program; Establish classes to organize teaching and learning, ensuring pedagogy; Complete student records according to the actual situation after making up for the teaching... On the side of the Center for Continuing Education and Vocational Training of Cau Giay District: Check the quality of students after the Vietnam Dance Academy has a statistical report; Develop a plan to make up for missing knowledge to ensure the amount of knowledge according to the high school continuing education program; Based on the make-up teaching plan, assign teachers to teach to ensure the amount of knowledge according to the high school continuing education program for each class, each block, each school year according to the Academy's statistics...

The minutes of the meeting between the Vietnam Dance Academy and the Cau Giay District Vocational Education and Continuing Education Center dated April 13, 2021, signed by Deputy Director of the Academy Le Hai Minh and Director of the Center Do Phu Viet, agreed on the following content: The Cau Giay District Vocational Education and Continuing Education Center provides the Vietnam Dance Academy with the curriculum of 7 high school-level Vocational Education cultural subjects; The Vietnam Dance Academy reviews and compares the curriculum at the Academy with the curriculum of subjects provided by the Cau Giay District Vocational Education and Continuing Education Center.

Quickly resolve the remaining "bottlenecks"

It can be said that the above documents clearly show that the Vietnam Dance Academy has met all the requirements of the Cau Giay District Vocational Education and Continuing Education Center. However, according to the Academy's Deputy Director Le Hai Minh, after working with the Academy (April 2021), the Cau Giay District Vocational Education and Continuing Education Center changed its leadership position, Mr. Nguyen Anh Tuan took over the position of Director of the Center, so the coordination in organizing the teaching of supplementary knowledge programs for students between the two training institutions has not been implemented.

This delay is clearly the responsibility of the relevant units. The most important thing now is to organize the earliest possible supplementary cultural knowledge study and high school graduation exam to ensure the rights of students. The Vietnam Dance Academy is currently very worried, because if it is not implemented immediately, it will not be in time for the students to take the graduation exam in June 2024; at the same time, the number of students trained according to the 2006 General Education Program framework will not be eligible to take the exam under the 2018 General Education Program because the new program does not integrate with the subjects of the old program. Therefore, the responsible agencies need to join hands with the Vietnam Dance Academy to solve this "bottleneck" that has been pending for too long.

Due to the nature of dance and some other art majors, students studying at intermediate and college levels are recruited very early (from the beginning of junior high school). Therefore, art training institutions, especially the Vietnam Dance Academy, always face obstacles in training cultural knowledge and granting high school diplomas due to lack of initiative. The Board of Directors of the Vietnam Dance Academy, students, parents and teachers of the Academy urgently hope that the Ministries and relevant agencies will join hands to remove and completely resolve the difficulties and shortcomings in the past time, especially the organization of supplementary learning of general cultural knowledge that needs to be accelerated, which is the most urgent requirement at present.

The most important thing now is to organize the earliest possible supplementary cultural knowledge and high school graduation exams to ensure the rights of students. The Vietnam Dance Academy is currently very worried, because if it is not implemented immediately, it will not be in time for the students to take the graduation exam in June 2024; at the same time, the number of students trained under the 2006 General Education Program framework will not be eligible to take the exam under the 2018 General Education Program because the new program does not integrate with the subjects of the old program. Therefore, responsible agencies need to join hands with the Vietnam Dance Academy to solve this "bottleneck" that has been pending for too long.
