Speeding up the progress of projects in the adjusted Power Plan VIII

(DN) - On the afternoon of September 11, Deputy Prime Minister Bui Thanh Son chaired an online conference with localities on the implementation of Decision No. 768/QD-TTg dated April 15, 2025 approving the adjustment of the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (adjusted Power Plan VIII).

Reporting at the conference, Minister of Industry and Trade Nguyen Hong Dien said: Recently, the ministry has directed Vietnam Electricity Group and localities to focus on implementing power source and grid projects, ensuring their operation according to plan. At the same time, the ministry also organized many meetings and working groups to urge and inspect the progress of project implementation.

However, investment in power source and grid projects according to the plan is still slow, potentially affecting national energy security. The grid connecting imported power projects from Laos to the northern provinces has not been implemented synchronously. In addition, many projects in the adjusted Power Plan VIII are still stuck in planning procedures, investment policy approval, investor selection, and compensation and site clearance.

At the conference, Deputy Prime Minister Bui Thanh Son emphasized: Ensuring national energy security and providing sustainable electricity for socio -economic development is the top priority. In 2023, Vietnam experienced widespread power supply disruptions, greatly affecting production and consumption and creating investor concerns. In the past two years, thanks to the strong direction of the Central Government and the Government, the electricity supply situation has stabilized, but many challenges remain in energy security.

According to the Deputy Prime Minister, there are still many large projects that have been added to the adjusted Power Plan VIII but have no investors; the development of green and clean energy is still limited. Therefore, the Government leader requested ministries, branches, energy corporations and localities to clearly recognize the problems and causes in order to have solutions to implement on schedule, contributing to ensuring stable electricity for production and consumption and creating advantages to attract investment in high-tech industries, especially in the semiconductor sector.

In Dong Nai, according to Vice Chairman of the Provincial People's Committee Nguyen Kim Long, the province is adjusting the Provincial Planning for the period 2021-2030, with a vision to 2050, in which all works and projects under the adjusted Power Plan VIII are fully updated. Communes and wards are also reviewing and adjusting land use and construction planning to add power projects as a basis for implementation.

Regarding the adjusted Power Plan VIII, Dong Nai province has 2 source projects (Tri An Hydropower Plant Expansion and Nhon Trach 3 and 4 Power Plants) and 12 transmission grid projects under implementation. Recently, the Provincial People's Committee has directed units to speed up compensation, site clearance and remove difficulties for investors and construction units. However, progress is still slow because the commune level has just started operating, the Compensation Council has not been established and the Coordination Regulation on compensation and site clearance has not been issued.

In the coming time, the Provincial People's Committee will continue to direct Dong Nai Electricity Company to ensure safe and continuous power supply to serve the local socio-economic development. At the same time, it will request relevant departments, branches, units and localities to remove difficulties so that power source and grid projects can be completed and put into use soon.
