Resolution No. 32 was issued by the Provincial People's Council to specify solutions to improve population quality with many practical policies such as: support from 20-40 million VND for communes and wards with a standard rate of couples of childbearing age giving birth to 2 children; giving cash to women giving birth to 2 children before the age of 35; free prenatal and newborn screening for women and children from poor households...
* How is the application and evaluation process for receiving support conducted?
- For commune/ward People's Committees, before December 10th of each year, the health station reports to the People's Committee of the commune/ward the percentage of couples of childbearing age who have two children in the area. The People's Committee of the commune/ward holds a meeting to evaluate the results of implementation annually.
Before December 15th of each year, the People's Committees of communes and wards that have consistently achieved or exceeded the rate of 60% of couples of childbearing age having two children for 3 or 5 consecutive years shall submit a report to the Department of Health for assessment and propose to the Provincial People's Committee for consideration of support according to regulations.
The Department of Health is responsible for reviewing reports from the People's Committees of communes and wards, and submitting them to the Provincial People's Committee to request support for communes and wards that meet the prescribed standards. The Provincial People's Committee will then convene a meeting to consider and decide on the support.
* Regarding policies that encourage individuals, specifically women, to have two children before the age of 35, could you elaborate further?
- Women who are eligible for the policy must meet the following conditions: give birth to 2 children (calculated based on the number of surviving children). By the time of giving birth to the second child, the date, month, and year of birth must not be 35 years old. Must give birth to the second child (or give birth to 2 children in the first birth) from January 1, 2025 onwards and must be a permanent resident in Dong Nai province.

* Is the application process for support complicated? What do people need to do to enjoy this policy, madam?
- The process for women who give birth to 2 children before the age of 35 to receive support is very simple: The subject needs to bring documents to the People's Committee of the commune or ward where they permanently reside to receive support according to regulations, including: 1 copy of the birth certificate or ID card of the woman who gives birth to 2 children before the age of 35 (bring the original for comparison); 1 copy of the birth certificate/birth certificate of both children who are the biological children of the woman who comes to declare and submit the documents (bring the original for comparison).
For the aforementioned documents, if the policy beneficiary presents certified copies by the competent authority as prescribed or documents integrated into VNeID, the original documents do not need to be presented for verification.
The People's Committee of the commune/ward will appraise the applicant's documents and records immediately after receiving them and disburse the funds according to regulations (within 10 working days from the date of receiving complete documents).
Dong Nai has nearly 4.5 million people, ranking 3rd in the country. With a large population and large area, in the coming time, population work will face many difficulties and challenges: low birth rate of 1.79 children/mother, high sex ratio at birth with 109 boys/100 girls; complex population management due to large area, many special subjects. Services to improve population quality such as: prenatal screening, pre-marital health check-up... are still limited and unevenly distributed, especially in remote, isolated and border areas...
* Regarding the policy group aimed at improving the quality of the population, what specific support does the province provide to pregnant women and newborns from disadvantaged households?
- Pregnant women and newborns from poor households and near-poor households according to the poverty standards of Dong Nai province; social protection beneficiaries; people living in ethnic minority areas: are exempted from prenatal screening (prenatal screening), newborn screening (newborn screening) at public health facilities in the province.
Public health facilities that provide prenatal and newborn screening services in the province will be responsible for guiding and implementing them for free for those who request them. The funding for implementing these policies will be taken from the funding for medical examination and treatment for the poor of public health facilities.
* In your opinion, how will this policy affect the communes and wards that directly implement the assigned targets, and how can we ensure its effective implementation?
- Currently, the People's Committees of communes and wards have been implementing support for women who give birth to 2 children before the age of 35 in the province with simple procedures and quick processing time (less than 10 working days). This policy is creating very good public opinion among the people. Resources for implementation come from the local budget according to current decentralization. To ensure effective implementation of the policy, localities need to implement it in accordance with Instruction No. 5169 dated September 11, 2025 of the Provincial People's Committee, not creating additional unnecessary requirements and procedures to avoid causing trouble for the people.
