Speeding up the progress of the Cho Moi-Bac Kan expressway project

The Cho Moi-Bac Kan Expressway is a key project, of great significance to the development of 37 northern communes of Thai Nguyen province, connecting with Cao Bang province. During the implementation process, the project encountered many difficulties in site clearance and heavy rain.

The investor is Project Management Board 2 ( Ministry of Construction ) and local authorities are making efforts to remove obstacles and speed up progress.

The Cho Moi-Bac Kan Expressway Project has a total investment of over VND5,700 billion. The project is nearly 30 km long, with the starting point connecting to Thai Nguyen -Cho Moi Road (Cho Moi Commune), and the ending point connecting to Bac Kan Road to Ba Be Lake in Bac Kan Ward. The route has a designed speed of 80 km/h.

As soon as the project started, site clearance was determined to be difficult, because the completely new route passed through many areas of people's land. The project needed to reclaim and use more than 255 hectares of land of various types. In addition, the complex terrain also created many challenges for the construction process with 18 bridges; four interchanges; 30 residential underpasses...

In fact, at first, the progress of site clearance was very slow due to problems with procedures, asset valuation, and resettlement support policies. To solve the problem, the government of Bac Kan province (old) has developed and implemented many flexible policies to effectively support the disbursement of capital for basic construction, such as decisions regulating compensation, support, and resettlement; allowing compensation of 80% of the value of existing assets, even if they do not meet technical standards. In addition, applying decisions on compensation values for crops, livestock, and aquatic products helps shorten the appraisal and payment time. The province is also studying and issuing policies to support rent for households that have to relocate during the time of finding and arranging new housing.

Based on the reality and legitimate demands of the people, in early June, Bac Kan province (formerly) issued a policy allowing the application of other support measures according to Clause 2, Article 108, Land Law 2024. Accordingly, for graves (owned or unowned) located within 10m from the land acquisition boundary, if recorded in the inventory record, they will be supported as for land in the construction safety corridor according to Article 106, Land Law and Article 18, Decree No. 88/2024/ND-CP of the Government on compensation, support, and resettlement when the State acquires land. This policy has received the consensus and high appreciation of the people.

According to the representative of Project Management Board 2, in June, localities issued decisions to reclaim more than 175 hectares of land, reaching nearly 70% of the total area to be reclaimed, and the Management Board received the handover of nearly 16 km. The site clearance work basically met the plan. Currently, there are still some areas of land that are "unfinished" because people have not received compensation. The investor and the locality are working hard to coordinate and resolve this.

Mr. Mac Van Nghiep, Project Management Director (Project Management Board 2) said: “The heavy rain has affected the construction progress. We have directed the contractors to overcome the difficulties, focus on preparing well for the survey of the terrain and geology, especially gathering machinery and preparing materials to start construction urgently as soon as the weather is sunny.”

Currently, the joint venture of Phuong Thanh Transport Investment and Construction Joint Stock Company - Deo Ca Construction Joint Stock Company - Truong Son Construction Corporation - Deo Ca Group Joint Stock Company mobilized 15 construction teams, including nine road construction teams and six bridge construction teams with 65 locomotives and equipment. The units have completed the topographic survey; conducted 75 geological survey holes; prepared construction drawings for roadbeds, culverts, underpasses, and bridges. The construction contractor has completed the granting of mining rights for common fill materials according to the special mechanism for the mine at Thanh Thinh Industrial Park with a reserve of 400,000 m3. The local government has added six excess excavated material storage sites according to the contractor's proposal.

According to preliminary data, by the end of June, the section from Km2+00-Km8+625, the contractor is clearing, clearing the ground, opening the service road to access the construction site; section Km8+600-Km13+00, clearing, clearing the ground of branch 1, the intersection of National Highway 3, building the service road to prepare for the construction of bored piles for Khuoi Quan bridge; the construction site of section Km21+00-Km24+840, 48 is clearing the ground, excavating organically, carrying out preparations for the construction of cast-in-place box culverts, civil underpasses, and drilling bored piles for Thanh Van bridge.

The construction site of Km26+912.39 - Km28+829 is clearing, making service roads, excavating organic and unsuitable materials, preparing for digging foundation pits for box culverts and underpasses for people. At the construction sites of Thanh Mai, Phieng Luong 1, Phieng Luong 2 bridges, the contractor has completed the service roads, girder casting yard, and is preparing for bored pile construction of Thanh Mai bridge...

Mr. Tran Ba Luan, Project Manager of Phuong Thanh Transport Investment and Construction Joint Stock Company, said: “The company is undertaking the construction of more than 21 km, accounting for 69% of the project’s total length. Currently, we are focusing on mobilizing land clearance at remaining points; clearing, cleaning, and preparing the site. The biggest difficulty is due to heavy rain, so the unit is closely monitoring the weather to immediately deploy construction teams, especially at the bridge construction sites when the weather is dry.”

From July 1, the two-level local government model officially came into operation, Bac Kan province merged with the old Thai Nguyen province to form Thai Nguyen province. To ensure the smooth operation of the project, Project Management Board 2 requested the Northern Traffic and Agricultural Construction Investment Project Management Board (Thai Nguyen province) to speed up the relocation of technical infrastructure works, create a clean site for construction; at the same time, continue to review capital needs related to site clearance, resettlement, and relocation of public works for reporting.

In addition, it is also recommended that Thai Nguyen province direct commune-level units to proactively receive the scope of work that has been and is being implemented; recommend that the leaders of the Ministry of Construction soon work with the new Thai Nguyen Provincial People's Committee to unify the coordination focal point, ensuring continuity; direct departments and branches to continue to coordinate and closely support units under the Ministry of Construction during the transition period; discuss and remove obstacles arising during the project implementation process in the area after the merger.
