On December 11, the Steering Committee for the implementation of the Project to mobilize support for building solidarity houses for poor households in Dien Bien province held a preliminary summary of the mobilization to support building houses for poor households in Dien Bien province towards the 70th anniversary of Dien Bien Phu victory (May 7, 1954 - May 7, 2024).
As of November 30, 2023, 4,989 households have built houses; of which, 3,828 households have completed their houses and 1,161 households are in the process of building houses. The form of house construction is chosen by the households themselves in accordance with the customs and practices of the ethnic group and the conditions of each household. Specifically, 1,815 households built brick houses, 1,897 households built traditional wooden houses and 1,277 households built iron-frame houses. The completed houses all meet the requirements of quality and area.
Regarding implementation costs, by November 30, 2023, Dien Bien province had allocated 222.5 billion VND for poor households to build houses. Of which, 100 billion VND was transferred from the Central "For the Poor" Fund; more than 70 billion VND was transferred directly to the provincial "For the Poor" Fund; 50 billion VND was advanced from the provincial budget and 1.4 billion VND from the direct support unit to the households. In addition, localities also mobilized armed forces, mass organizations and people to support over 106,000 working days to help poor households dismantle old houses, build new houses, transport house building materials... estimated at over 28 billion VND.
Acknowledging the efforts of the Steering Committees at all levels and districts, towns and cities in implementing the construction of houses for poor households in the province. Provincial Party Secretary Tran Quoc Cuong emphasized: This is the largest housing support program for the poor ever implemented in the area, thereby contributing to helping Dien Bien province complete the goal of eliminating temporary, dilapidated and unsafe houses in 2024. The Provincial Party Secretary requested localities to strengthen supervision, monitoring, grasping the situation, speeding up the progress of building houses for poor households; promptly removing difficulties and obstacles in the implementation process; quickly completing procedures, acceptance records, handing over Great Unity houses to completed households; continuing to propagate and mobilize households receiving support to build houses to actively work and produce to escape poverty.
The Vietnam Fatherland Front Committee of Dien Bien province proactively coordinates to receive and allocate support funds for poor households to build houses; regularly updates progress, urges, inspects, supervises and promptly advises on removing difficulties and problems arising during the implementation process; guides the Steering Committees of districts, towns and cities to complete procedures, records for payment and settlement of support funds for house building according to regulations...
At the same time, to implement the Project, the Provincial Party Standing Committee established a Steering Committee, issued an Implementation Plan, focused on leadership, direction, and mobilization of the entire political system in organizing implementation, determined to complete support, construction, and handover of 5,000 houses before February 3, 2024 so that poor households have new houses to welcome the Lunar New Year of Giap Thin 2024.
