Speed ​​up the upgrading of provincial road 338

Provincial Road 338, the section through Quang Yen Town, is narrow and degraded. During rush hour, traffic jams often occur, especially near the Song Khoai Industrial Park, with a series of factories under construction, and a large number of heavy trucks carrying equipment and materials continuously coming in and out, thus posing a potential risk of traffic safety. Mr. Nguyen Van Huan (Song Khoai Commune, Quang Yen Town) said: During work hours and after work, workers in Song Khoai Industrial Park participate in a lot of traffic, along with the traffic volume from Uong Bi, Quang Yen, especially since Ben Rung Bridge connecting to Hai Phong City was completed and put into use, causing provincial road 338 to be overloaded.

It is known that provincial road 338 connecting Uong Bi city - Song Chanh bridge (Quang Yen town) was started in September 2007 by TKV as the investor with a cost of nearly 150 billion VND. The scale of the project is designed according to the standard of a grade III plain road, the total length of the route is more than 10.2km, of which 9km passes through Quang Yen town, 1.2km runs through Uong Bi city. Putting provincial road 338 into operation has created a convenient traffic connection corridor, shortening the distance between the center of Quang Yen town to Uong Bi city and vice versa.

However, the number of vehicles on this route is increasing, causing the traffic infrastructure to be at risk of overload, as well as potential traffic safety risks.

Therefore, the Provincial People's Council has passed a resolution approving the policy of upgrading Provincial Road 338, from the intersection of Ben Rung Bridge approach road to National Highway 18. In July 2024,   The Provincial People's Committee has approved the investment project with a total investment of nearly 669 billion VND from the provincial budget, invested by the Provincial Management Board of Investment Projects for Construction of Transport and Agriculture Works. The route is 6.57km long, passing through Song Khoai commune, Dong Mai ward (Quang Yen town) and Nam Khe and Trung Vuong wards (Uong Bi city). The investment objective of the route is to enhance the capacity to exploit the potential and advantages of land in the area, creating attractiveness to attract investment in the seaport, industrial and urban service area of ​​Dam Nha Mac (Song Khoai Industrial Park)...

Currently, the land acquisition work is being actively implemented by localities. In Quang Yen town, the project has an area of ​​22.36 hectares requiring land acquisition, with 129 households affected. Currently, Quang Yen town has acquired 8.2 hectares and handed over to the project investor to carry out the next steps. For Uong Bi city, the total land acquisition area is 5.79 hectares, with 95 households and 2 organizations affected. Of which, Nam Khe ward has 83 households, Trung Vuong ward has 12 households. Up to now, localities have carried out land inventory and are reviewing the origin of the land.

Mr. Trinh Viet Cuong, Chairman of Nam Khe Ward People's Committee (Uong Bi City) said: Realizing the important role of the project, the ward has mobilized the entire political system to participate vigorously, effectively promoting the role of mass mobilization work. In order for the people to support all policies and guidelines, information on project implementation is public and transparent. Currently, the ward is focusing on coordinating with the City Land Fund Development Center to complete the review of land origin and deploy the next steps.

Currently, the Provincial Management Board of Investment Projects for Construction of Traffic and Agricultural Works is selecting contractors to implement the project. The completed project will gradually complete the traffic infrastructure according to the approved planning, synchronized with key traffic works being implemented in Quang Yen Town. At the same time, it will meet the travel needs of the people, exploit the land potential in the area, thereby promoting the socio-economic development of the locality.
